We have received 62 out of 64 Contract amendments for the FY 2017-18 County Incentives Program.

If you have not yet submitted your county's contract amendment, please contact the County Relations team as soon as possible.

Counties who have submitted their contracts should receive their signed contracts in the mail by the beginning of November.

Breaking News - Policy and Process Updates

Future of Child Health Plan  Plus
CHP+ Program Updates
 
As you may know, Congress has not reauthorized federal funding for the Children's Health Insurance Program, known as Child Health Plan Plus (CHP+) in Colorado. Unless Congress acts to restore federal funding, CHP+ in Colorado will end January 31, 2018.
 
HCPF is working to make resources available to help you answer questions from CHP+ applicants and members. We are in the process of updating our CO.gov/HCPF/FutureCHP page and will have a section dedicated to resources for Eligibility Partners and plan to post a recorded webinar in late November if Congress does not act by then. We encourage you to bookmark CO.gov/HCPF/FutureCHP and check back often as we will regularly update the page.

Co-Pay Limit for Health First Colorado Members
Health First Colorado will notify members by mail when they have met their co-pay maximum for the month, beginning in October. The head of household will receive a letter showing the household has reached the monthly limit, and how the limit was calculated. 
 
Once a member has paid 5% of their monthly household income on co-pays in a month, no one in the household has to pay anymore co-pays for the rest of that month. Health First Colorado members should make sure their information is up to date so they receive this and other important Department correspondence.

New Eligibility Dispute Resolution Conference Process
On September 1, 2016, House Bill 16-1277 was signed into law. 

The bill requires that every county and eligibility site adopt procedures for the resolution of disputes arising between the county or eligibility site, and any applicant or recipient of Medicaid. The dispute resolution process must be consistent with rules set forth by the Medical Services Board (MSB). 

In July 2016, the Department began collaborating with county and community partners to help formulate the rule for the dispute resolution conference. The final rule was approved by the Medical Services Board on August 11, 2017.

The Department implemented a new county and Medical Assistance Site dispute resolution conference rule effective October 1, 2017 .

Timeliness for September 2017
Timeliness numbers for the month of September 2017 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 98.61 percent.   The Department and its county partners have registered 39 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 99.39 percent.   The Department and its county partners have registered 20 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners. Many thanks!

Update on CDASS Implementation into HCBS-SLS

The Department of Health Care Policy and Financing  is continuing work to implement CDASS into the HCBS-SLS waiver. Once implemented, CDASS will allow Personal Care, Homemaker, and Enhanced Homemaker services to be self-directed as well as a new service, Health Maintenance. Health Maintenance can be utilized by individuals choosing the CDASS delivery option and will not impact a participant's Service Plan Authorization Limit (SPAL)

Presentation and Report: Waitlist and Enrollment Managment of HCBS-DD

In the spring of 2017 the Department contracted with the LNuss Group to conduct research on other states pertaining to the management of waiting list and enrollments for waivers similar to the HCBS-DD waiver. 

Upon completion of this research, the LNuss Group provided draft recommendations which were presented to stakeholders across the state in May 2017. Feedback was obtained from the meetings and taken into consideration for the final recommendations. The LNuss Group provided a final report with recommendations to the Department on June 30, 2017.

A Message from Connect for Health Colorado: Financial Help Still Available for 2018

Contrary to what you may have heard, financial help is still available for 2018. You may have heard that the current administration has decided to end Cost-Sharing Reduction payments. These payments are reimbursements to health insurance companies. It does NOT affect Cost-Sharing Reductions for our customers who receive them. 

In fact, customers receiving financial help through Connect for Health Colorado will likely pay less in 2018 than in 2017. They will see the premium that they pay (full premium minus the Premium Tax Credit amount) go down by 20% on average in 2018.
