On August 10, the community of Planada (Merced County) held a ribbon cutting to celebrate the completion of the community's wastewater treatment plant improvement project. The $13 million project, funded by USDA Rural Development and the State Water Resources Control Board State Revolving Funds,  upgraded and expanded Planada's wastewater treatment facility and safely disposes of their treated wastewater. Community and agency partners include USDA, the State Water Resources Control Board, Planada Community Services District, and Self-Help Enterprises.

HOMEOWNERSHIP & FINANCIAL MANAGEMENT CLASSES
As the San Joaquin Valley's only Homeownership Center, Self-Help Enterprises helps families navigate housing options and turn the dream of homeownership into a reality through the Gateway: Your Path to Homeownership Program. Through the program, we offer orientations to learn about our housing programs, homeownership preparation classes as well as free financial management and home preservation workshops throughout the year.

Home Preservation Workshop
This workshop covers basic home repairs and maintenance, budgeting for life as a homeowner, neighborhood involvement, and maintaining homeownership.

Preparing for Homeownership

4,000+ MEALS SERVED TO CHILDREN AND TEENS
This summer, Self-Help Enterprises' Summer Lunch Program reached across three counties - Kern, Kings, and Tulare County. Over 4,000 children and teens, age 18 and under, received a free, nutritious lunch Monday through Friday throughout the summer at ten of our apartment rental communities. Summer lunch was available at: Caliente Creek (Arvin), Rancho Lindo (Lamont), Solinas Village (McFarland), Lincoln Plaza (Hanford), Sand Creek (Orosi), Villa de Guadalupe (Orosi), Villa del Rey (Del Rey), Highland Gardens (Visalia), and Goshen Village I and II (Goshen). 

Many families rely on school lunch to help ease tight budgets. However, when summer arrives and school meals are no longer an option, some families struggle financially to provide meals for their children. Federally funded nutrition programs are in place to help children get the nourishment they need to grow and learn during the summer months. To help families reach these resources, Self-Help Enterprises offered the Summer Lunch Program at the community centers located within the apartment rental communities. Food is closer to home, not just for children in our rental housing, but for children in the surrounding neighborhoods. On average, 170 children were served a day and each meal met the federal nutrition standards, which includes two servings of fresh fruit and/or vegetables, two servings of whole grains, protein and milk. 

Self-Help Enterprises' Resident Services staff collaborated with Fresno Economic Opportunities Commission, Kern County Superintendent of Schools, and the Cutler-Orosi School District to sponsor our sites under the USDA-funded Summer Meals Program. We also received supportive funding from Kern Family Health Care and the California Summer Meals Coalition to help us close the nutrition gap. 
CONSTRUCTION BEGINS ON NEW APARTMENT RENTAL COMMUNITY
Construction crews have begun preparing the site for a new 44-unit affordable apartment rental community on the corner of East Davis Drive and North Crawford Avenue in Dinuba. The rental project, known as Sierra Village, is projected to be complete by summer 2018. 

Sierra Village is being financed through a combination of HOME funds, Affordable Housing and Sustainable Communities (AHSC) program funds, and low-income housing tax credits. The AHSC program is administered through a partnership between the Strategic Growth Council and the Housing and Community Development Department (HCD) and is funded by Cap-and-Trade proceeds. 

Sierra Village is a highly energy-efficient and transit-friendly project. Sustainable features include solar PV, water conservation measures, and a vanpool program in partnership with the California Vanpool Authority that will transport residents from Sierra Village and the surrounding community to and from work. The project's solar panel system will offset the power used in the common area, residential loads, and community center, making Sierra Village a grid neutral Zero Net Energy project. This will result in reduced utility bills for residents and the property, while also reducing greenhouse gas emissions and air pollution. In addition, Sierra Village will include sidewalks, pedestrian improvements and bike lanes along East Davis Drive and North Crawford Ave.



Dinuba is a farmworker community with many families working in the fields and in the large number of packing plants. Many of these families often live in over-crowded conditions and in substandard housing, not earning enough to afford market-rate housing. Sierra Village will supply much-needed affordable housing to these hardworking families.  
 
More than just a roof over the head, Sierra Village will include one-, two- and three-bedroom units, with a 3,027 sq. ft. community building, playground, and open space for residents. The community building will feature a computer lab, which will be available to adults and children for schoolwork and educational activities. Resident service programs will also be offered to enhance the everyday lives and futures of the residents. These programs include financial fitness classes, computer literacy classes, nutrition classes, English as a second language (ESL) classes, and adult fitness classes.  

Monthly rents, ranging from $316 to $732, are determined based on unit size and income. By offering low monthly rents, Self-Help Enterprises is providing an affordable housing opportunity that will serve the needs of working families.
Sierra Village is the second affordable rental community built by Self-Help Enterprises in the city of Dinuba. Viscaya Gardens, featuring 48 units, has been serving the Dinuba community since 2013. In addition to the construction of Sierra Village, the second phase of the project will include a 60-unit affordable apartment rental community expected to be completed in the summer of 2019. The project will include Energy-star appliances, a playground, community room, computer lab, and resident services.

Recently, Self-Help Enterprises received grant funding to expand and implement new resident services that will be offered at our apartment rental communities. 

We received $8,000 from the United Way of Tulare County Community Support Fund for a Book Nook program, which will create an onsite library that supports literacy activities at our apartment rental communities; $10,000 from StepUp for STEM/STEAM programming; and $17,500 from Wells Fargo for ESL literacy programs and homeownership and financial education. The grants are being matched by the generous support of the Whitney Foundation.
