Dear Colleague,

As we all know, recently Europe experienced a new terrorist attack - again with a vehicle - that occurred in la Rambla in Barcelona (Spain). This was performed with the same technique as the one used in Nice (France) last year: a van (in Nice it was a truck) running at high speed against pedestrians and zigzagging to strike the highest number possible of human beings .

Apart from the mix of anger, fear and pride which is natural to feel in these moments, I would like to focus on transport and related regulations.

After the sequence of terrorist attacks happened in this century, o n 27 April 2016 the European Parliament and the Council adopted the Directive (EU) 2016/681 on the use of Passenger Name Record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime (The PNR Directive).
The Directive notably provides for the obligation of air carriers to transfer to Member States the PNR data they have collected in the normal course of their business. Member States must transpose the Directive before May 2018.

This was the results of too many perceived risks generated by suspects travelling on planes either to organise attacks similar to 9/11 or to reach other locations in Europe where to implement destructive plans.

Following the last harmful events happened in Europe in the last 12 months, though, the Directive should change and evolve.
As the concept of multi-modal transport is gaining importance to ensure a seamless journey for passengers willing to go from A to B, the same should apply also to the PNR Directive.

As the Barcelona attack was executed with a hired van, n ot only should  air carriers be involved, but also train operators, bus/coach operators, car rental companies, car sharing (and bike sharing?) operators. Whilst with taxis the situation is more complicated, Uber would be easy to include as it requests a booking process.

Of course this would generate an incredibly high technological and management (and costly) effort as every single country should create a " multi-modal PNR" whose data would finally feed an EU-based database in order to record and store every single trip of each of us.

I am aware that someone could disagree with my suggestion as it reminds too much of a "big brother" control but, actually we are constantly tracked & traced every day: when we
i) pay for goods or services with credit/debit cards, ii) withdraw money at ATMs, iii) make a phone call (either landline o mobile), iv) surf the Internet (either landline or mobile), v) pay for public transport by card (see the Oyster card in London), vi) pay for motorway tolls with electronic transponders, vii) check in & out at hotels, viii) walk in the streets or in supermarkets that are plenty of CCTVs, etc.

I wouldn't feel more controlled if someone knew I travelled from A to B by using for instance a sequence of Underground, Train, Airplane (in A) and vice versa in B.

I would certainly feel safer though.

Supercomputer predicts 10 years of record rain in England

25 July 2017 -  The UK Met Office new supercomputer, from
computer company Cray, has forecast a one in
three chance of record-breaking rain falling every year in at least one region in England and Wales between October and March.

The supercomputer simulated hundreds of winters based on the current climate to predict what the weather could look like for years to come. And the results are not looking sunny.

Paris launches trial of Fully Electric and Autonomous shuttles

26 July 2017 - Ile-de-France Mobilites, the authority controlling the public transport network in Paris, in partnership with Keolis and Navya, has launched a six-month trial of three fully electric, autonomous shuttles in La Defense, the largest business district in Europe.

The service will provide a new 'first and last mile' mobility solution for the 500,000 people travelling to and from La Defense business district every day. Each shuttle can accommodate up to 15 passengers (11 seated and 4 standing).
"The Navya electric autonomous shuttle as a transport solution, is unique due to its driving intelligence and sensor architecture", Diego Isaac of Navya said.

The free shuttles will service sites along a pedestrian-only walkway, and are accessible to passengers with reduced mobility.

These mega projects will transform the World's Greatest Cities by 2030

31 July 2017 - The world is rapidly urbanising. The United Nations predicts that the number of people living in cities could double by 2050 - to 6.5 billion.

To accommodate growing populations, cities like Paris, New York, and Tokyo are building more housing and public resources, including parks, schools, and subways, as part of large redevelopment plans.
These cities will likely look very different in the coming decades: Shanghai, Cairo, Paris, Istanbul, New York City, Sao Paulo, Tokio and London.

23 Cities offer to host UK-based EU Agencies

01 Aug 2017 - The Council has received 27 proposals by the member states, related to 23 cities, to host the EU agencies currently based in the UK.

There have been 19 offers to host the European Medicines Agency (EMA) and 8 for the European Banking Authority (EBA). All offers are available on the website of the European Council.

The two agencies will need to be relocated in the context of the UK's withdrawal from the EU. The future locations need to be decided by common agreement of the EU27 Member States. 

On 22 June 2017, in the margins of the European Council (Article 50), the EU27 leaders endorsed a specific procedure for this decision. The first step was the submission of offers by the member states by 31 July 2017

Climate-KIC supported Volocopter secures EUR 25 million investment

11 Aug 2017 - Volocopter's fully electric helicopter is receiving strong financial support from a consortium including German car maker Daimler and is expected to undergo its first operational tests by the end of 2017.

Along with technology investor Lukasz Gadowski and other investors, the boost is intended to propel the Vertical Take-Off and Landing (VTOL) electric vehicle into the international commercial market. A record breaking crowdfunding campaign in 2013 saw the start-up raise €1.2m (£1.1m), providing enough finance to turn it from prototype to production.

The Digital Economy and Society Index (DESI) is a composite index that summarises relevant indicators on Europe's digital performance and tracks the evolution of EU Member States in digital competitiveness.

Denmark, Finland, Sweden and the Netherlands have the most advanced digital economies in the EU followed by Luxembourg, Belgium, the UK and Ireland.
Romania, Bulgaria, Greece and Italy have the lowest scores on the DESI.
