USCG Seventeenth District holds Change of Command
Rear Admiral Daniel B. Abel

US Coast Guard Seventeenth District has a new commander. At a Change of Command Ceremony on June 12, Rear Admiral Thomas P. Ostebo officially transferred his responsibilities for District 17 to Rear Admiral Daniel B. Abel. The transfer follows a promotion for Rear Adm. Ostebo, who has commanded the Seventeenth District since May 2011. He has received a Presidential nomination for promotion to vice admiral and is also under consideration for the position of Coast Guard Deputy Commandant for Mission Support in Washington, D. C. The Seventeenth District includes portions of the North Pacific Ocean, Arctic Ocean, and Bering Sea. Vice Admiral Charles W. Ray, Commander, Coast Guard Pacific Area, presided over the transfer. Cook Inlet RCAC was among the invited guests, with Executive Director Mike Munger and Director of Public Outreach Lynda Giguere having the honors of attending and representing the organization.

US Coast Guard seeks public comments on Cook Inlet RCAC recertification
Each year, the U.S. Coast Guard evaluates how well we are doing our work and fulfilling our mandates under the Oil Pollution Act of 1990. Every three years, the Coast Guard invites public comments as part of the review process. This review is currently under way, and the Coast Guard is  accepting public comment through July 16, 2014. Your comments help us to better do our work on behalf of the citizens of Cook Inlet, and we welcome your input. For more information on how to participate, click here.

Coast Guard's rule-making proposal making waves
Alaska is among the coastal states (including Washington, California, New York, and Massachusetts) that have urged the Coast Guard to withdraw rules it proposed in December, saying the rules would limit their role in protecting citizens from vessel accidents and pollution. Cook Inlet RCAC has also registered our opposition to the proposed rule changes, which we believe would undermine our ability to fulfill our mandates under the Oil Pollution Act of 1990. We submitted extensive comments on May 23, challenging the Coast Guard's authority to enact the changes and urging the Coast Guard to undertake a more comprehensive and broadly informed effort to avoid creating additional confusion and uncertainty.
