LBM Advantage and
Independent Builders Supply Association (IBSA) announced they have signed a Letter of Intent to merge. The Letter of Intent is non-binding and the merger requires approval by the shareholders of each cooperative as well as satisfactory completion of due diligence.

Administration and Congress PlanAmbitious Agenda for 2017
The start of 2017 begins with a new Congress and Donald Trump set to be inaugurated as the 45
th
President of the United States (U.S.). Republicans control both legislative chambers and the executive branch for the first time in 10 years.
House Republican leaders have planned an aggressive agenda in Trump's first year as president, and are looking at repealing Obama-era regulations, tax reform, major changes to the Affordable Care Act (ACA), and an infrastructure spending package.
Congressional Republicans are expected to exercise their authority under the Congressional Review Act (CRA) to repeal some regulations enacted toward the end of the Obama Administration. The CRA empowers Congress to overturn a regulation within 60 legislative days of enactment by allowing the House and Senate to pass a resolution of disapproval before being presented to the president for signature.

Stop The HIT Coalition
, which
includes a diverse group of trade and business associations working to repeal the health insurance tax (HIT).
As part of President Obama's health care reform bill, in 2014 a new fee was levied on health insurance companies. Although the HIT is levied on all insurance companies that offer fully-insured plans, the tax is passed down in the form of higher premiums to small and medium-sized businesses that offer fully-insured plans. In the last Congress, legislation in both the House and Senate would repeal the HIT.

NLBMDA Praises House Approval of the REINS Act
NLBMDA praises the approval of the Regulations from the Executive in Need of Scrutiny (REINS) Act (H.R. 26) by a vote of 237 to 187 in the House of Representatives.
The legislation increases accountability and transparency in the federal regulatory process by requiring Congress to approve all major rules before taking effect. As part of the bill, a "major rule" means any rule, including an interim final rule, that the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget finds has resulted in or is likely to result in the following:
- An annual effect on the economy of $100 million or more;
- A major increase in costs or prices for consumers, individual industries, federal, state, or local government agencies, or geographic regions; or
- Significant adverse effects on competition, employment, investment, productivity, innovation, or on the ability of United States-based enterprises to compete with foreign-based enterprises in domestic and export markets.
At present, Congress has two options for addressing excessive or overreaching Federal regulations: pass a new law or pass a joint resolution of disapproval as set out in the Congressional Review Act (CRA).

Basic Blueprint Reading & Material Take-Off
: Jan. 31- Feb. 1, 2017
This workshop will consist of instruction and discussion of residential construction methods, blueprint reading and material take-off. Attendees will learn basic blueprint reading by identifying lines, symbols and details while developing an understanding of elevations, floor plans, framing and sectional views. Instruction in utilizing architectural and layout scales will also be included.

Advanced Estimating & Material Take-Off
: Feb. 2, 2017
This is an Advanced Estimating Course designed to provide a deeper understanding of residential framing as well as increased efficiency in completing material estimates. This workshop will go beyond basic house design and focus on the difficult areas of completing framing take-offs.
