NJASA Legislative Update
On Thursday, December 15, 2016 the following legislative activity occurred:

A-3539 Maher Muoio/Spencer/Chiaravalloti/Gusciora/Caputo/Mukherji/Johnson/Sumter
Requires public and nonpublic schools to test for and remediate lead in drinking water, and disclose test results.
* NJASA spoke on this bill to go on the record as opposing remediation without providing the resources to school districts.

Includes students who participate in school intramural sports programs in the student-athlete head injury safety program.

Permits local units and school districts to invest in local government investment pools managed in accordance with applicable Governmental Accounting Standards Board guidelines.

S-2364 Oroho/Stack
Establishes pilot program appointing third party vendors to administer commercial driver license testing.

S-2624 Sweeney/Cunningham
Requires school districts to provide dual enrollment program for college-ready high school students and provides for sharing of tuition costs.
*Through discussions that NJASA had with Senators Sweeney and Cunningham, the Senate Budget & Appropriations Committee adopted a committee substitute for S-2624 (attached) which creates a Dual Enrollment Study Commission. The original bill mandated dual enrollment for all college ready students and districts would have had to pay for the college coursework. We were able to point out the many problems associated with this unfunded mandate and asked that the sponsors implement the provisions of P.L. 2014 c. 74. that calls for a report on dual enrollment., prior to looking at expanding this program. The sponsors agreed, and NJASA will have a representative on this commission.

Requires State to pay its pension contributions on quarterly basis by September 30, December 31, March 31, and June 30 of each year, beginning July 1, 2017.
Approved P.L.2016, c.83.
