Congratulations to Shannon Holley....

For the past ten year's Shannon Holley had the pleasure of working for the City of Wichita. 
Shannon worked code enforcement for environmental, housing and zoning as well as executed board-ups (secur
ing) on vacant properties. December 28th 2016 , Shannon retired as an inspector in dis
trict III. Shannon will be missed by  many citizens in district III as well as his co-workers at Colvin Neighborhood Resource Center.  
Grand Opening...

District III was the first district to host a grand opening for 2017. Save-A-Lot  Grocery Store is now an option for individuals and families in the South Central Neighborhood. For many across our city, easy access to food remains a difficulty; however Save-A-Lot is filling a crucial need for access to food in an attempt to combat food deserts in our city. 

The newest Save-a-Lot Grocery Store is located at 1640 S. Broadway. Save-A-Lot not only offers  discount groceries to neighborhoods but has also provided 23 jobs and adds to the vibrant and growing mix of businesses in southeast Wichita.  This Save-A- Lot location is owned by an investment group called Honor Capitol LLC, which is a Veteran owned business that has a total of eight members; six whom are post 9/11 Veterans.  

The store has been in high demand and very anticipated by the community. The grand opening occurred on Tuesday, January 4, 2016 at 8 a.m. Several gathered in a line out front as early as 6:30 a.m.   
Applications for the 2017 Neighborhood Clean-ups...

Yes, it is that time of year again. Applications for the 2017 annual neighborhood clean-ups are available. Applications are processed on a first come first serve bases. We request that you p
lease have your applications filled out and submitted by January 31s t if at all possible. This year we will not be revealing the dates of your cleanup until the end of February or 1st of March, so please be patient.  We will be notifying you by email with your assigned date. 
If you want an early clean-up date get your application completed and returned as soon as possible. 
Protecting Yourself from Identity Theft

I dentity theft is on the rise, and anyone can become a victim.  The consequences are devastating to the victim, who may not realize they have been defrauded until it's too late.  Learn more about what identity theft is and the damage it causes.  Consumer Credit Counseling representatives will offer steps you can take to reduce your likelihood of becoming a victim and share what to do if it happens to you.  Registration is required, beginning Jan. 14; call 337-9119 or register online.

Pawnee from Hydraulic to Grove: This project will widen Pawnee and Hydraulic to a five lane roadway with two lanes in each direction and a center two-way turn lane. The project will also construct drainage improvements along with sidewalk on both sides of Pawnee. The intersection at Hydraulic will be reconstructed to include left turn lanes on Hydraulic

Traffic Impact: Pawnee is restricted to one lane in each direction between Greenwood and Poplar. Hydraulic is one lane in each direction between Marion and Southeast Boulevard. Left turns are prohibited at Pawnee and Hydraulic.
Estimated Completion: Fall 2017

Oliver, 31 st St South to George Washigton Blvd : This project will perform asphalt street repairs along Oliver, between 31st and George Washington Blvd.

Traffic Impact: Oliver will be reduced to one lane in each direction throughout the area of construction.
Estimated completion: Late 2016


Pawnee Bridge over Arkansas River . The existing bridge will undergo structural repairs. The project will also include bike path improvements along the west side of the Arkansas River.
 
Traffic Impact: Pawnee is closed at the Arkansas River . Traffic is detoured to 31 st St. at Broadway and McLean.
Estimated Completion: Spring 2017

FEMA Declares September Floods a Disaster

Unusual weather seemed to be a common theme for 2016, and in many cases caused Public Works and Utilities to alter operations in response. One such example was the tremendous amount of rain received this year. While average annual rainfall for Wichita is about 34 inches, the area received nearly 50 inches this year. 29 inches fell in the months of July, August, and September alone.
 
Not only did the area receive more rain than usual, the rain sometimes came in a series of long-lasting events that caused major flooding. For this reason, FEMA declared a disaster for the dates of September 2-12, 2016. While the damage that occurred in Wichita seems minor compared to the many smaller cities and townships south of Wichita, some additional resources were expended in order to respond during these events. Public Works and Utilities, in coordination with the City's Finance Department, Kansas Department of Emergency Management (KDEM) and FEMA, is working to determine if some of the costs incurred can be recovered. Some of the costs include:
  • Barricading of City streets that posed a safety risk due to flooding.
  • Emergency repair of traffic signals that were damaged by lightning.
  • Continual stormwater inlet cleaning to ensure that blockages were not preventing flood waters from entering the stormwater system.
  • Additional staff required to operate the sewage treatment plant due to an extraordinary increase in flows.
Staff has met with KDEM and FEMA several times to date and will continue to gather and prepare information for their consideration.


                                                           

Buildable Residential Lots Created in 2016
 
The Engineering Section of Public Works and Utilities plays a critical role in creating new buildable lots every year through the design and construction of water, sewer, drainage and paving projects.  These projects are designed with staff oversight and approval, bid through the City's procurement system, then managed and inspected during construction by City staff again, with funding through  special assessments.  Over the last decade, new home construction has gone from boom to bust and is continuing its slow recovery.  This year, Engineering bid 64 residential subdivision projects (16 sewer, 21 water, 22 paving and 5 drainage) totaling $8,946,000 (construction amount) with staff oversight provided throughout.  These projects, combined with a handful of private contracts, created 603 new residential buildable lots in 2016.
