NJDOE Deputy Commissioner Peter Shulman, Chief Talent Officer Kristen Brown and Director, Office of Evaluation Carl Blanchard presented a PowerPoint titled,  AchieveNJ in 2016 and Beyond.   

It is anticapted the adopted regulations will be published in next month's NJ Register as well as, the effective date of the regulations.

Amendments to the regulations pertaining to Charter Schools, proposed at N.J.A.C. 6A:11, pursuant to N.J.S.A. 18A:36A-18

During the last several months, NJDOE has worked with charter leaders in New Jersey and national charter experts to develop recommendations to offer school operators increased autonomy and opportunities for innovation in exchange for accountability for student outcomes.

NJDOE proposes to add, amend, repeal, and recodify rules in four chapters in Title 6A of the New Jersey Administrative Code to achieve the following:
* Permit a weighted lottery for charter school enrollment;
* Establish an expedited renewal process for high-performing charters;
* Permit single-purpose charter schools;
* Ease the way for charter schools to secure facilities and capital funding;
* Establish a pilot program for charter-specific teacher, principal, and school business administrator certifications;
* Streamline procedures around budgetary controls and fund monitoring; and
* Enact other regulatory changes.

Fiscal Accountability, Efficiency & Budgeting Procedures 

NJDOE Chief Financial Officer Kevin Dehmer explained the universe of approved private schools for students with disabilities (APSSDs)   

The proposed amendments pertain to Tuition for Approved Private Schools for Students with Disabilities proposed at N.J.A.C.  6A:23A-18, pursuant to N.J.S.A. 18A:36A-12 and N.J.S.A. 18A:4-15.

The proposed changes are intended to set the rules for annual tuition rates for APSSDs by containing administrative costs, salary increases, costs associated with the use/lease or purchase of vehicles, travel, and the provision of meals to students. Amendments to this subchapter will be in effect immediately upon adoption as detailed in the rules.

Resolution to Establish a New Passing Score for the Written Proficiency Test (WPT) for Bilingual Teachers

The State Board of Education approves the recommendation that candidates for Teacher of Bilingual and Bicultural Education meet either qualifying scores on the WPT of "Advanced Low" for the English language and of "Intermediate High" for the target language, or that candidates meet qualifying scores on the WPT of "Intermediate High" for the English language and of "Advanced Low" for the target language. The  State Board of Education supports NJDOE's proposal to set the WPT for the target language for Teacher of Bilingual and Bicultural Education at "Intermediate High."
