Domestic Violence Offender Management Board Updates
Future DVOMB Meetings
December, 2017 - The DVOMB meeting scheduled for December has been cancelled.
January 12, 2018 - The DVOMB meetings will resume in January and everyone is welcome to attend the DVOMB Open House! If you have never attended a Board meeting, fell asleep at a previous Board meeting (just kidding), or regularly attend Board meetings, you are cordially invited to attend the January 2018 meeting to see the Board and the new meeting space. All DVOMB meetings are open to the public and the new meeting location at 2105 Decatur St., Denver, CO 80211 which affords more space for guests to attend.
The month of January is recognized as National Stalking Awareness Month and as a result, there will be a Domestic Violence and Stalking lunch and learn presentation during the January meeting. Guests who attend will receive a 1-hour training certificate.

Domestic Violence Risk and Needs Assessment (DVRNA) - Validation Study 3.0
The DVOMB identified the validation of the DVRNA as its top priority during its strategic planning retreat last year. This interest by the DVOMB came following the publication of a report in 2016 with preliminary recidivism findings regarding the DVRNA (
click here
for the report). The report presented findings based on data submitted by DVOMB Approved Providers (Phase 1 and Phase 2) in a multi-year validation study. While the findings suggest the DVRNA appears to classify offender risk by levels that correspond to domestic violence recidivism rates, these findings must be interpreted cautiously because of the small sample size and limits to its overall generalizability.
Unfortunately, previous efforts to validate the DVRNA have been hindered for several reasons, but the predominant issue has been collecting data from DVOMB Approved Providers. Seeking a new direction to approach this project, the DVOMB has established a public-private partnership with ReliaTrax which is aimed to help address these issues. The DVOMB and ReliaTrax agreed to mutual terms that now allows for the DVRNA to be made available on the ReliaTrax portal and, in exchange, ReliaTrax is allowing the DVOMB to access non-identifying client data that can be used for a validation study of the instrument. The DVOMB will use the DVRNA information only for validation and not as a method to oversee Approved Provider clinical practice. It is important to note that the use of ReliaTrax by DVOMB Approved Providers is not a requirement.
The DVOMB is asking that any current users of ReliaTrax kindly enter in the DVRNA data for the Board to use for this study. The data you submit will be used only for research purposes as stated above. Your name as a provider and agency name will not be obtainable form this data collection process, therefore all data will be anonymous. In an era that seeks to improve services to offenders, using data to inform practices is quickly becoming the best method for making systemic improvements.
Glossary of Terms
The DVOMB staff have been in the process of updating Appendix C of the Standards regarding the Glossary of Terms. There are several outdated or no longer applicable terms that need to be updated. Please take a look at the current Glossary of Terms (click here) and offer your input on what definitions you think need to be removed, changed or added. This is an opportunity for your voice to be heard. Please submit your feedback by no later than December 29, 2017.
Offender Absences and Unsupervised Probation Survey
Attention DVOMB Providers! Please help the Board gather some critical information by taking this quick, 5-minute survey. This survey is confidential and anonymous, and seeks to gather information about two issues currently being examined: 1) cases of unsupervised probation, which is currently being reviewed by the Board, and 2) offender absences, which is currently being reviewed by the Implementation Committee. This information is helpful to give context about trends happening around the state.

Domestic Violence Fatality Review
Until recently, the state of Colorado did not have the means to collect data on the domestic violence fatalities outside of the Denver Metro Area. That changed with the passage of
SB 17-126
,
which created a statewide Colorado Domestic Violence Fatality Review Board (CODVFRB) who are responsible for collecting data statewide from jurisdictions interested in helping with this process. The Denver Metro Area Fatality Review Team has been in existence for close to 30 years and has amassed a wealth of data that can help inform the coordination of services, supervision practices, risk assessment, and ultimately victim safety.
It is important to note that this is not a requirement for local jurisdictions to participate. The new legislation simply gives local jurisdictions the option to work with CODVFRB to start their own Domestic Fatality Review Team and how to conduct the reviews.

Sex Offender Management Board - Call for Presentations
Dear Friends and Colleagues,
The Sex Offender Management Board (SOMB) is pleased to announce a call for papers for the 12th Annual Conference - "Making a Difference, Working Together to Prevent Sexual Violence" to be held on July 11 - 13, 2018 at the Beaver Run Resort and Conference Center in beautiful Breckenridge, Colorado.
While the target audience for this conference is aimed at professionals who work with individuals who sexually offend (both adults and juveniles), the ODVSOM would like to encourage professionals who work with domestic violence offenders to consider presenting submitting a proposal to present at this conference on subjects that application with both populations. Subjects of interest should include, but are not limited to research, evaluation techniques/skills, implementation of differential treatment, abuse prevention efforts, brain development, judicial decision making, multidisciplinary collaboration, technology, providing services to rural communities, diversity, legal issues and court practice, restorative justice, victim advocacy, supervision and management practices, trauma, treatment approaches, wellness and working with families.

This training provides an overview of different types of risk assessment and the importance of utilizing risk assessment practices in the forensic setting. This discussion will include how to distinguish static and dynamic risk factors and why this is important to assessing offender progress. After a review of the research supporting the Risk, Need, Responsivity Principles, participants will review the scoring manual of the Domestic Violence Offender Risk and Needs Assessment (DVRNA). Through this discussion, participates will learn about the supported research for each domain, how each domain is scored, and the development of the DVRNA overtime. The second half of this training will transition to application and participants will review three different case studies and score the DVNRA in a group setting.

Description: This training will provide an in-depth review of domestic violence offender treatment with a focus on the requirements of the Standards and best practice modalities and concepts. After a discussion of the differences between traditional psychotherapy and forensic offense specific therapy, this training will cover offender treatment within the context of primary and adjunct interventions, offender contracts, level of offender treatment, core competencies and ways to measure offender progress and discharge criteria. Additionally, this training will incorporate important clinical issues to consider and the importance of the Treatment Victim Advocate throughout the therapeutic process. This training will have case examples and exercises to engage participants and provide tools for practitioners to utilize.

Advanced Series Trainings
Advanced Series Trainings are offered by the Office of Domestic Violence and Sex Offender Management (ODVSOM) for audiences who work with both domestic violence and sexual offender populations. These trainings are more in-depth, topic specific that are designed to enhance practices and skill development. These trainings are offered periodically throughout the year and can be uses for ODVSOM training credits.

Abstract:
Strangulation has been identified as one of the most lethal forms of domestic violence and sexual assault: unconsciousness may occur within seconds and death within minutes.
When domestic violence perpetrators choke (strangle) their victims, not only is this felonious
assault, but it may be an attempted homicide. Strangulation is an ultimate form of power
and control where the batterer can demonstrate control over the victim's next breath. It may
have devastating psychological effects or a potentially fatal outcome.
National experts Casey Gwinn & Gael Strack, Co-Founders of Alliance for HOPE
International and the Training Institute on Strangulation Prevention, will cover:
- Findings from a study of 300 misdemeanor strangulation cases
- Understanding the lethality of strangulation
- Identifying the signs and symptoms of strangulation cases
- Anatomy and medical aspects in surviving and non-surviving victims
- Investigation, documentation, and prosecution of non-fatal
- strangulation cases as felonies, or attempted homicides
- Use of experts and court considerations
- Advocating for victims of strangulation
- Best practices, new resources and next steps

DVOMB and Committee Updates and Meetings
Standards Revision Committee
At the October DVOMB meeting, the Board voted to create a new committee called the Standards Revision Committee. This committee is charged with reviewing Section 4.09 of the Standards and the criteria for recommending alternative treatment options for a court ordered domestic violence offender (i.e., self-defending victim, severe treatment amenability issue, etc.) by an approved Domestic Violence Treatment Provider. This committee with identify possible changes Section 4.09 of the Standards and make recommendations to the Board.
