Voice of the BC Tourism Industry

Chair's Message

Happy New Year!

Like many people I know, my new year's resolutions don't change much from year-to-year. On the personal side, I typically pledge to pursue good health, spend more time with family, take at least one vacation to somewhere I've never been before, and generally do all I can to contribute to my community.

Professionally, I remain committed to growing my own business and being a better operator. Similarly, I am determined to keep TIABC focussed on resolving some of the issues we've been tackling over the past year.

While I am extremely grateful for the work of the board, staff and committee members, they know me well enough to recognize that I won't rest or be fully satisfied until we can cross the respective issues off our priority list and consider them complete.

Because I am also a member of TIABC, as well as a tourism-industry stakeholder, I am well aware of your expectations.  Even though our raison d'etre is advocacy and not revenue, we're a results-based business and our goal is to generate the kind of returns that bring satisfaction to you...our tourism partners and constituents.

The next few months are extremely important for TIABC, not only for resolution to various issues, but to build further industry unity through the BC Tourism Industry Conference, and to play a part as a key business sector in the upcoming provincial election. To that end, stay tuned for TIABC's Election Toolkit to be introduced for your use within the next few weeks.

As 2017 unfolds with great anticipation, we look forward to your engagement and support along the way.

On behalf of our Board of Directors and staff, best wishes for another outstanding year for British Columbia's visitor economy.

Jim Humphrey,  Chair
TIABC

CRA Campground Taxation Decision
 May Be Rescinded

Although the matter is far from resolved, some 1,760 Canadian campgrounds received welcome news in early December when it was learned government officials are recommending to reverse the Canada Revenue Agency's (CRA)  decision to rescind the small business tax deduction for private campgrounds.

In 2016, CRA decided campgrounds with fewer than five full-time employees would no longer qualify for the small business tax deduction. This sudden re-interpretation by CRA effectively increased the potential tax burden to a campground from about 15% to 48-52%.

On December 7, 2016 it was announced that rescinding CRA's decision on campground taxation was one of 80 recommendations being forwarded to Minister of Finance Bill Morneau, who ultimately will decide the matter when he issues a final budget in February or March.

TIABC will continue to monitor this issue along with our partners, BC Lodging & Campground Association.

Government of Canada Takes Early Action to Improve the Temporary Foreign Worker Program

On December 13, 2016 the Honourable John McCallum, Minister of Immigration, Refugees and Citizenship, and the Honourable MaryAnn Mihychuk, Minister of Employment, Workforce Development and Labour, announced first steps as part of the government's commitment to bring forward a suite of meaningful changes to make the Temporary Foreign Worker Program work for workers, for employers and for the Canadian economy. These initial improvements are being taken now while the government continues to work on the development of a more comprehensive policy.

In order to prevent unnecessary hardship and instability for both workers and employers, the four-year cumulative duration rule will no longer apply to temporary foreign workers in Canada, effective immediately. The cumulative duration rule, known as the "four-in, four-out" rule, was put in place in April 2011, limiting work for some temporary foreign workers in Canada to four years. After their work term expired, they then became ineligible to work in Canada for the next four years.

British Columbia to Host the 2019 IIHF World Junior Championship
As Canada prepares to face off against the USA in the gold medal final tonight, Vancouver and Victoria are already gearing up to host the 2018/19 World Junior Hockey Championships. It will mark the 13th time that Canada hosts the event and the second time for B.C.

In 2006, games in Kelowna, Kamloops and Vancouver involved 316 participants, attracted over 325,000 fans (26,000 from out of town), 500 media, and generated an estimated $41 million in economic impact for BC (source: CSTA).
