INCOMPAS Urges FCC to
End Multiple Tenant Monopoly

INCOMPAS last week filed reply comments in the FCC proceeding related to expanding broadband deployment in multiple tenant environments (MTEs), such as apartment buildings and condo complexes.

The association called on the FCC to open a new rulemaking to end the use of anticompetitive practices - including revenue sharing, kickbacks, exclusive wiring arrangements and exclusive marketing agreements - in MTEs. INCOMPAS noted in its reply comments that the approximately 30 percent of the American population, who live in MTEs, have far fewer broadband choices than those living in single-family homes.

INCOMPAS also said that promoting competition in MTEs is a critical component of the FCC's broadband deployment agenda and would help meet its goal of bridging the digital divide.

"It's time for the FCC to set the 30 percent of Americans living in apartment and condo buildings free from broadband monopoly control. They should not be forced to pay more for slower speeds when new broadband competition is knocking on the front door," said INCOMPAS CEO Chip Pickering. "Exclusivity lock-ups and kickbacks have enabled landlords and big cable and telecom companies to skirt existing FCC policy, keeping prices high and customer service low. Setting apartment consumers free is a key component of the broadband deployment agenda. We also encourage the FCC to support local communities fighting for more competition that will help bridge the digital divide and unlock fiber investment."

Telemarketers Required to Register for WDNC Service for New iconectiv NPAC by Nov. 30

If you are a direct user of the NPAC that is in the business of telephone marketing and you rely on the Intermodal Ported Telephone Number Identification Service of the current NPAC, also known as the Wireless Do Not Call (WDNC) service, for porting data, you will soon need to start onboarding to the new iconectiv NPAC.

WDNC users include:

Marketers who make calls on behalf of sellers
List vendors who create and sell lists of telephone numbers
Businesses who use auto-dialers or artificial pre-recorded voices
Sellers who provide goods or services to consumers

Registration is required by November 30, 2017.

WDNC users can request the registration form by clicking on the "Telemarketers" button on the home page of the NPAC transition website www.numberportability.com.
