Pick up the local newspaper and chances are there will be an article regarding the Escondido Public Library. It is one of the hottest news items currently impacting our city. The city staff and council are considering a proposal from
LS&S to transfer the day-to-day operations from city employees to private employees. The city is also looking at an alternative option of becoming a part of the County Library System.
Why would the City consider outsourcing the management of the Public Library?
Short answer, the City is looking for multiple areas where efficiency can increase and costs will decrease. The Public Library is just one of many items that the City is or will be considering to save 20mil in the next four years. By contracting the management of the library to a private company, the employees will also be private vs. public employees. Thus the first budget impact will be the assumed savings on PERS (Public Employee Retirement System).
The chamber has not entertained an open discussion on the Public Library. However, this is a good topic to understand the pros and cons from both sides of the debate.

Those who are opposing the City entering into a contract with LS&S are voicing their concerns through social media. Former Escondido librarians also created an "Outsourcing Escondido Public Library" document with information from their perspective, which you can
read here.
Regardless of where you may stand on this issue, I encourage you to research both sides of the conversation. The Library Management will be on the August 23rd Council Agenda for a vote.

Escondido Chamber of Commerce's Rising Stars!
The Escondido Chamber of Commerce has a long history of involvement with our youth, who will be the next business leaders, innovators and problem solvers. From the development of the MAP Program, guaranteeing admission to Cal State University San Marcos, to raising support for the PAL (Police Athletic League) who work hand in hand with at risk youth.
This Fall, we will be launching a new program, honoring High School students who serve the community called "Rising Star Student of the Month". Each month, a senior student who is chosen by their teacher, counselor or principal from the Escondido Union High School District will be honored and encouraged by their parents and the chamber at a breakfast event.
By April 2018, we will have honored 49 seniors.
We are reaching out to you to be a part of this program:
- Swag bag items (total of 50)
- Sponsor a Breakfast
- Fund a scholarship (total of 7 scholarships awarded per year)
Scholarships will be presented to one student from each school, at the annual Grand Ave Festival on May 20, 2018. The scholarships awarded will depend on the amount of funding raised from people like you. It is our wish to provide a $1,000.00 scholarship to each of the seven students.
We would greatly appreciate your participation! The chamber is relying on the community to support this event, from breakfast sponsors to swag bag donations to funding the scholarships.

Times Advocate
Construction is underway on Palomar Health Outpatient Center I (OPC I), the 75,000-square-foot (sf) first-phase of a brand new 3-phase 225,000 sf Class A medical office development located on-campus at Palomar Medical Center Escondido. When completed, Palomar Health's Outpatient Center will represent the nearest medical office building to the Palomar Medical Center Escondido Hospital, a 740,000 sf, 11-story, world class hospital facility which opened in 2012. Located on Citracado Parkway, the new OPC campus is a development of ERTC Medical Office Development I, L.P./JRMC Real Estate, Inc. The team includes campus architect/designer Richard Yen & Associates with general contractor Level 10 Construction. Cushman & Wakefield's Barry Hendler, Matty Sundberg and Bob Cowan of the firm's Carlsbad (San Diego) office are handling project leasing on behalf of the owner.

Modernizing California Legislation

Processes in the State Capitol are way out of date. During the 7-8 months I spend in
Sacramento annually, I use much of my time working and voting
on legislation, and meeting with advocacy groups and constituents to discuss legislation. Even so, keeping
up with constituent and district concerns isn't easy when you're over 500 miles away.
Shortening the legislative calendar and using modern technology would let legislators spend more time in their districts meeting constituents, and hearing their concerns. This would save taxpayer dollars and create a smaller carbon footprint through less travel. Unfortunately, California is burdened with archaic legislative procedures that often get in the way. Modern technology such as telecommuting, streamlining meeting efficiencies especially in cases of multiple committee meetings and updating processes, including the use of computers and the reduction of enormous amounts of paper would help.
