Reminder: Reporting Period 1 ends on December 31, 2016

Reporting Period 1 of the FY 2016-17 County Incentives Program, covering July 1, 2016 - December 31, 2016, ends on December 31, 2016.  Deliverables for Reporting Period 1 are due on January 5, 2017. See the Incentives below for deliverables that are required.

Collaboration - Deliverable Required; meeting minutes, agenda, and sign in sheets must be submitted with the  Collaboration Template.  Submit to the County Relations Inbox

Timeliness - no deliverable required. If the benchmark is not met, a Timeliness/     Backlog Exemption Form may be submitted.

Backlog - no deliverable required.If the benchmark is not met, a Timeliness/Backlog Exemption Form may be submitted.

MEQIP - no deliverable required.  Next Quarterly Report due February 1, 2017. Annual Reports due March 31, 2017.

Upcoming Site Visits

As part of the Conditions of Funding for accepting funding through the County Grant Program, the Department will be performing a site visit to monitor the progress towards completion of the proposed project.

The County Relations team will begin to reach out to county grant recipients to schedule site visits for February and March 2017.  Several site visits will be done in junction with those in neighboring counties, so specific dates will be provided to those grant recipients.

Breaking News - Policy and Process Updates

December 2016 Build for CBMS and PEAK
Updates made to CBMS and PEAK in December 2016

Several updates to CBMS and PEAK were implemented on December 18, 2016, to improve the overall eligibility partner and consumer experience.

Breast and Cervical Cancer Program (BCCP) Update - Age Decrease
Currently, the age criteria for the Medical Assistance (MA) Breast and Cervical Cancer Program (BCCP) are ages 40-65 (can be eligible from the month in which they turn 40 through the month in which they turn 65). New federal policy has decreased the age requirement to ages 21-65 (can be eligible from the month in which they turn 21 through the month in which they turn 65) for those clients who have a diagnosis of cervical cancer.
This policy is effective January 1, 2017. As part of the BCCP PE approval process, OIT BCCP Presumptive Eligibility users will need to confirm the client's cancer diagnosis of either breast, cervical, or both with the authorized BCCP provider.

Emergency Medical Services (EMS) Update
Users will need to ensure that Doctor Statement is provided when determining whether an individual is eligible for EMS.

Refugees as Optional Qualified Aliens after Seven Years
New CMS guidance indicates that refugees and other Mandatory Qualified Aliens treated identical to refugees who have been in the United States for seven years from their date of entry should be considered as Optional Qualified Aliens. Users will no longer see refugees and Other Mandatory Qualified Aliens fail for Medical Assistance after seven years if they have one of the following non-citizen statuses:
  • CRSP Refugee
  • Refugee
  • Asylee
  • Cuban-Haitian
  • Deportation Withheld
  • Amerasian
  • Afghani Special Immigrant
  • Iraqi Special Immigrant
  • Victims of Trafficking

Behavioral Health Organization (BHO) Grievance Contact Information
Who to contact when a Health First Colorado (Colorado's Medicaid Program) member has a complex care coordination issue

If you are working with a Health First Colorado member who is experiencing a mental health or substance use crisis and the member's provider or BHO cannot be reached, call:
 
Colorado Crisis Services at 1-800-273-TALK (800-273-8255).  You can call 24 hours a day, every day of the year.
 
If you are working to coordinate behavioral health care for a Health First Colorado member, please reach out to the customer service line at the member's BHO.  If you are working with a complex case, and you are not able to coordinate services through the customer service line, please reach out to the complex care coordinator contact at the member's BHO.  Please report any continued concerns to the BHO's grievance line.  

Senate Bill 16-190:  Continuous Quality Improvement (CQI) Survey
Colorado Department of Human Services (CDHS) releases Informational Memo regarding SB 16-190 CQI Survey
 
CDHS has released an Informational Memo regarding SB 16-190's requirement for a CQI program.  CDHS and HCPF have collaborated on the CQI survey in conjunction with a third party vendor.   The due date for completion of the survey is January 13, 2017.  Both Departments highly encourage as many county staff as possible to complete the survey; the goal is 100% county participation.

Frequently Asked Questions (FAQs) - Single Entry Point (SEP) Deferred Revenue Accounts
Department releases guidance for spend down of deferred revenue accounts

Click here to download a FAQ document that explains the purpose of deferred revenue accounts for the SEP Agencies throughout the State of Colorado. Some SEPs may refer to this as a restricted funds balance, however a restricted funds balance serves the same purpose as a deferred revenue account. 

The Department contracts with 21 county agencies and 3 private agencies to serve as Single Entry Points that administer Medicaid programs to the elderly and physically disabled.

Reminder!  Provider Revalidation for Counties - TIME SENSITIVE
County Provider Revalidation must be completed before March 1, 2017

Counties must complete the revalidation and enrollment process to be approved as a Health First Colorado or CHP+ provider. Any county that bills the Department for services to our members must complete the application.

Timeliness for November 2016
Timeliness numbers for the month of November 2016 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 99.01 percent.   The Department and its county partners have registered 29 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 96.32 percent.   The Department and its county partners have registered 10 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners.  Many thanks!

Memorandum regarding National Core Indicators Intellectual/Developmental Disabilities (NCI-DD) face-to-face interviews -  Staff within the Quality and Health Improvement Unit in the Client and Clinical Care Office have requested that the attached Memorandum be forwarded to you regarding the National Core Indicators Intellectual/Developmental Disabilities (NCI-DD) face-to-face interviews.

Memorandum to announce maximum room and board for CY 2017 - Maximum room and board amounts for calendar year 2017 have been released.

Enrolling for January 1, 2017, after December 15, 2016
 
Connect for Health Colorado® will work to enroll customers who began an application for January 1 coverage but were unable to complete the enrollment before midnight on December 15. Any individual who experienced a PEAK or CBMS issue that delayed eligibility result can request a January 1 coverage start date. They should call our Customer Service Center at 855-752-6749 for that assistance before completing their enrollment.
 
Other important deadlines:
  • Sign up by January 15 for February 1 coverage
  • Sign up by January 31 for March 1 coverage
  • Open Enrollment Ends January 31

New resources to promote Medicaid benefits for quitting tobacco



The Colorado Department of Public Health and Environment is pleased to relaunch a statewide campaign in English and Spanish to educate Medicaid enrollees about the benefits available to help them quit smoking.

The "Quitting Smoking is Covered with Medicaid!" campaign will feature Facebook, online and mobile display ads, and radio targeted to Colorado counties with tobacco use of 20 percent or higher. The campaign will run from December 2016 to May 2017 with ads targeting the general Medicaid population as well as pregnant women. New downloadable resources are also available to support campaign messaging; State Tobacco Education and Prevention Partnership (STEPP) Grantees can access the new templates via COHealthResources.org.

The mass media campaign is part of a larger effort to encourage physicians to educate patients about cessation benefits, such as counseling and medications, available to them as part of their health insurance with Medicaid.

Healthier Colorado and the Partnerships in Local Advocacy (PiLA) program

Local policy is the backbone of healthy neighborhoods and healthy communities. The  Partnerships in Local Advocacy (PiLA) program is our way of supporting and advocating for local health policy change in our communities.

The first call for applications and campaign partnerships was a big success - so much so that we are opening another round! We are once again inviting any interested community member or organization with a local policy change campaign idea in Colorado to request partnership support from us.
