President's Report
Resolutions in Honor of Previous Leadership Team
Mark W. Biedron has been a New Jersey State Board of Education member for six years, having served as President of the State Board for three terms from July 2014 through June 2017. Joseph Fisicaro served as a member of the New Jersey State Board of Education from October 2011 through June 2017 and was selected by the State Board of Education membership to serve as Vice President for three years.

Commissioner's Report
Social & Emotional Learning Competencies
Dr. Maurice J. Elias, Dept. of Psychology, Rutgers University; Director, Rutgers Social-Emotional and Character Development Lab  and Co-Director, The Academy for Social-Emotional Learning in Schools; shared with the Board a presentation titled, "The Importance of Social-Emotional Learning  and Character Development for Student Achievement and Life Success."

Summary of New Jersey's 2017 PARCC Outcomes
NJDOE publicly released the statewide results on July 26th. This early look at test results allows school districts to use the information to support students and educators.

State Board of Education Actions 
Social & Emotional Learning Competencies for New Jersey Schools
The State Board of Education adopted a resolution supporting Social & Emotional Learning Competencies for New Jersey Schools.

NJDOE Acting Assistant Commissioner Peggy McDonald, Learning Support and Specialized Services Division, and Division staff informed the State Board members of proposed revisions to the New Jersey Social & Emotional Learning Competencies.
 
Second Discussion 
NJDOE Acting Chief Academic Officer Laura C. Morana, Division of Teaching and Learning, and Division staff updated the State Board regarding amendments to the State Seal of Biliteracy. It is a designation from NJDOE identifying graduating high school students who are able to demonstrate proficiency in English in addition to one or more languages.

The State Seal of Biliteracy has been issued in New Jersey since 2013 via a pilot program
spearheaded by New Jersey Teachers of English to Speakers of Other Languages/New Jersey Bilingual Educators (NJTESOL/NJBE) and the Foreign Language Educators of New Jersey (FLENJ). In 2013, seven school districts voluntarily participated in the program and 185 students earned the seal with 10 world languages represented. The pilot program grew to 23 school districts in 2016 with approximately 725 students earning the seal and 16 languages represented. Participation is voluntary on the part of a school district.
