CITY CLERK
SENATE BILL 450 AND LOS ANGELES COUNTY'S 
VOTING SYSTEMS ASSESSMENT PROJECT
In July 2017, staff attended a City Clerk Summit hosted by Los Angeles County Registrar-Recorder/County Clerk (RR/CC).  A key subject discussed was Senate Bill 450 and an update on the Voting Systems Assessment Project (VSAP).

The VSAP was developed by the RR/CC to address an aging voting system and an increasingly large and complex electorate.  Outdated technology has reached the end of its lifespan and does not have the flexibility needed to accommodate changing legislation and a continuously growing and increasingly diverse electorate.

The VSAP follows a multi-phase plan and takes an unprecedented and comprehensive approach at modernizing the County's voting system.  The manufacturing, certification, and implementation of the new system are underway and the initial phase (pilot) to full operation is scheduled June 2018 to November 2020.  Throughout the process, the County will provide public service announcements, conduct voter educational workshops, and collaborate with cities on providing public meetings.

COMMUNITY DEVELOPMENT
SAN FERNANDO CORRIDORS SPECIFIC PLAN UPDATE
The City has reached a milestone with the completion of the EIR for the proposed update to the City's 2005 Corridors Specific Plan. The EIR will be available for public review in late August 2017. It will be posted on the City's website and available for review at City Hall, San Fernando Public Library, Recreation Park, and Las Palmas Park. To gather public comments, the City is conducting public workshops on the EIR in September 2017 and October 2017. The public review period for the EIR will end in mid-October, 2017

The goal of the Corridors Specific Plan Update is to improve the accessibility and livability of the neighborhoods near the Sylmar/San Fernando Metrolink Station.  The planning, environmental assessment, and community outreach for this project is conducted by Sargent Town Planning and the project is funded through a grant from Metro secured by the City of San Fernando.
ACCESSORY DWELLING UNITS (ADUs)
The City Council approved Urgency Ordinance U-1666 on July 17, 2017. The new development standards for ADUs, commonly referred to as Granny Units, are effective immediately and, in general, reduce the potential impacts on parking, sewer, and water infrastructure than what was possible under recent provisions of the state law. 

The Urgency Ordinance provides sufficient time for the City to listen to community residents and analyze potential impacts of ADUs through a series of upcoming public meetings and workshops. These meetings will be held over the next three to five months.  More information will be provided on the City's website as public outreach is scheduled. FINANCE
BUSINESS LICENSE DISCOVERY AND VERIFICATION 
AUDIT  PROGRAM
The City is currently conducting a discovery and verification audit of businesses operating in the City.  Any businesses or individuals found to be operating without a license at that time will be subject to back fees and penalties.

AVOID LATE FEES ON YOUR WATER BILL
Have you ever received late fees because you forgot to pay your Water Bill? Avoid late fees by signing up for AutoPay and have your Water Bill debited from your account automatically. For more details, contact the Finance Department at 818.898.1245.

POLICE
NATIONAL NIGHT OUT
On Tuesday, August 1, 2017, the San Fernando Police Department hosted the San Fernando Police National Night Out. Though the evening started with a muggy downpour, the event was well-attended with approximately 1,400 community members enjoying themselves throughout the evening.

Actor/producer Danny Trejo joined the event as Host of Ceremonies and posed for pictures with event attendees. Special guests that attended include Assemblymember Raul Bocanegra, Mayor Sylvia Ballin, Vice Mayor Antonio Lopez, Councilmember Robert Gonzales, representatives from Congressmember Tony Cardenas' Office and Senator Robert Hertzberg's Office, and David Bugenske Co-host of Go Country 105 FM Graham in the Mornings Show.  

In addition to providing information on local services available throughout the community, this year's National Night Out provided amazing entertainment, including: dance exhibitions by Beyond the Bell, Fox Dance Studio of Dance & Gymnastics, and Ballet Folklorico Ollin Juvenil; and mini concerts by Mariachi Tesoro de San Fernando and Honey County.

This annual event is possible due to the generosity of several local businesses and the support of event co-hosts: the San Fernando Police Advisory Council and the Neighborhood Watch Program.  


PUBLIC WORKS
SEWER LINE REPAIRS: 1200-1300 BLOCKS OF SEVENTH STREET
The Sewer Main Project has been completed.  A total of 730 linear feet of sewer main was replaced along the 1200 and 1300 blocks of Seventh Street. City staff conducted 'after construction' test of new sewer mains and found water running smoothly through the system.
SINKHOLE
A minor sinkhole was discovered adjacent the curb line behind Vista Del Valle Dual Language Academy on Eighth Street.  The depression poses no threat; however, the site was barricaded pending repair.  Street Maintenance Division phoned in an Underground Service Alert for exploratory excavation.  Following inspection, a City crew will fill the void, compact the soil and re-patch the street.  Work is expected to be complete by early August 2017.
UPCOMING CITY FACILITY IMPROVEMENTS
Facility Maintenance staff is currently reviewing proposals to have the fence surrounding the perimeter of the Police Facility extended and major roofing repairs at the Public Works Operations Center, City Hall, and the Police Facility.

The fence extension at the Police Facility is scheduled to be completed by the end of August 2017; date of commencement and completion of roof repairs will be provided at later date.

SIZZLIN' SUMMER NIGHTS
Grab a blanket or your favorite lawn chair and join us at our Sizzlin' Summer Nights annual concerts and movies in the park series at San Fernando Recreation Park. 

Each night will kick-off with a JAM Session, followed by our featured concerts and movies. JAM Sessions invite you to dance to the beat, play a new instrument, and experience something unexpected! All ages and skill levels are welcome at this FREE interactive series.

DIABETES EMPOWERMENT EDUCATION PROGRAM (DEEP)
DEEP is a Medicare-approved, evidence-based diabetes self-management program for people with prediabetes or diabetes. DEEP classes are highly interactive, fun, and presented in a supportive group environment. Members on Medicare or 65+ who participate in all six sessions will receive a $100 gift card. You are encouraged to bring one guest (although they are not eligible to receive the gift card unless they meet eligibility criteria). The DEEP workshop topics include:
  • Understanding the human body
  • Knowing diabetes risk factors and complications
  • Eating healthy and meal planning
  • Working with your doctors
  • Losing weight
  • Manning medications
  • Being physically active
  • Finding community resources
