 The 34th Annual National Night Out (NNO) for Contra Costa County residents is Tuesday, August 1st. NNO is a community-building campaign started by the National Association of Town Watch that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods a safer, better place to live. NNO enhances the relationship between neighbors and law enforcement while bringing back a true sense of community and provides a great opportunity to bring police and neighbors together under positive circumstances.
NNO is designed to heighten crime and drug prevention awareness, generate support for (and participation in) local anti-crime programs, strengthen neighborhood spirit, and establish police-community partnerships. Get involved and send a message to criminals that neighborhoods are organized and fighting back.
Neighborhoods participate by having block parties, cookouts, flashlight walks, and youth programs. The Contra Costa County Sheriff's Office will stop by some neighborhoods to interact with residents and share crime prevention tips. These events are fun, effective, and inexpensive ways to interact with your neighbors and law enforcement while strengthening those relationships and learning about crime prevention. Hemme Station Park in Alamo Nears Completion
|
Finishing touches are being made on Alamo's new Hemme Station Park and we look forward to celebrating the grand opening in early September. The park is located
at Hemme Avenue and Danville Boulevard and is accessible only from the Iron Horse Trail. It will provide an inviting respite spot for travelers on the Trail and for the local community. It includes restrooms, drinking fountains and water station, bike racks, benches, shade structure with picnic tables, trash and recycling cans, "Mutt Mitt" station, decomposed granite walking path, a central turf area, and associated landscaping. A train themed tot lot play area and interpretive elements with historical and park environment information are also included. The park will be fenced with semi-solid fencing adjacent to the roadways and Iron Horse Trail, and solid fencing adjacent to private property. The facilities will be accessible, per American with Disabilities Act guidelines. Access for park users will be via a paved connector to the Iron Horse Trail. Fire Relief Fund For Nine Lafayette Businesses
|
 A devastating fire ripped through 100 Lafayette Circle on July 13th, destroying nine Lafayette businesses including the Lafayette Chamber of Commerce and La Finestra restaurant. Lafayette Community Foundation has set up a general Fire Relief Fund to assist the businesses that were affected by the fire. The money collected will help cover expenses that will not be covered by insurance and help those businesses get back up and running as quickly as possible. This fund will remain active until December 31, 2017.

White Pony Express Needs Volunteers
to Deliver Food to the Needy
|
 Due to an increase of food donations, White Pony Express (WPE), is urgently seeking volunteers who will happily sacrifice their own time to help families and individuals in need:
- Use their vehicles to pick up food rescued from supermarkets, restaurants and farmers markets and deliver it to nonprofits who feed the hungry in our community; or
- Accompany drivers to help load and unload at donor or recipient locations (need to be able to lift 30 lbs.)
Volunteers should be willing to commit to driving or helping on a regular basis (weekly or bi-weekly) for periods of two to four hours (or as much as you can fit in).
WPE, whose mission is to eliminate hunger and poverty in Contra Costa County, currently rescues about 5000 pounds of food each day. In just over 3 1/2 years, WPE has rescued and delivered 5 million pounds of food. This is fresh, high-quality food (meats, dairy, produce, deli, and baked goods) that, if not rescued, would go to the landfill and create more methane gas.
You can have a direct, immediate impact on the lives of the thousands of those suffering from hunger in our community.

The revenues received in their retail stores from the sale of clothing, household goods and electronics, which are received from generous donors, provide job training and job placement services for individuals seeking employment.
Goodwill of the Greater East Bay is a leading employer with over 700 employees. They are one of the largest employers of disadvantaged and disabled residents in the East Bay, serving Contra Costa, Alameda and Solano counties.

International Overdose Awareness Day Event
|
 An average of 120 Americans die each day from an overdose, which leaves thousands of families and friends devastated from a preventable loss each year. The National Coalition Against Prescription Drug Abuse (NCAPDA) and Support 4 Recovery are hosting their second annual IOAD event from 6:00 p.m. to 7:30 p.m. on August 31st at Concord Community Park, 2501 Cowell Road in Concord to remember those lost to overdose deaths, support the family members and friends they left behind and to learn how each of us can help turn this national epidemic around.
During this remembrance and prevention event, free educational materials will be available and local prevention and support experts will be on hand for consultation. Contra Costa County's Emergency Medical Technicians and Chaplains will be thanked and recognized for the lives they save from overdose each year and for the support they provide families who have lost a loved one from overdose.
Overdose rescue training will be provided by New Leaf Recovery Foundation and Naloxone rescue kits will be available to those who complete that training. Specially trained dogs will be on hand to offer comfort and tribute will be paid to lost loved ones during a special remembrance that will include the reading of an original poem written for the occasion by Kathy Moore, the City of San Ramon's Poet Laureate. Attendees are encouraged to pay tribute to their lost loved ones by bringing photos, banners, posters, etc. to share.
This is an opportunity for community members to help break down the stigma of overdose deaths, support those who are suffering from the loss of a loved one, and to learn what you can do to make a difference.

The Museum of the San Ramon Valley presents "Totally Trains-Models and Memorabilia". The exhibit will run through August 27th. 
The main layout of the exhibit has two elevations with 4 running trains, scenery, bridges, a trestle, tunnel and a village with a replica of the Museum, the former Southern Pacific Depot. A secondary layout features a number of working accessories. On display are items from three private collections of model trains dating from the early to mid-1900s. They include Lionel & American Flyer Standard gauge and Marx O gauge.

Health Officials Remind Residents Not to Touch Bats
After Rabid Bat is Found in Park
|
Contra Costa Public Health and Animal Services are reminding the community not to touch bats after a bat found at a local park tested positive for rabies.
The bat was found on a pathway at The Grove Park,
6100 Main Street in Clayton the morning of Sunday, July 16th. The bat was immediately removed from the park and was being rehabilitated but died several days later. Test results came back positive on the afternoon of July 27th.
Rabies is spread from animals to humans main
ly through bites. People who did
not touch the
bat that morning are not at risk of developing rabies. The bat
was not found in the play structure area and there is no information that the bat was touched by any children.
"Although we think it is highly unlikely anyone was exposed to this bat we feel it's important to remind the community that it's never ok to touch bats,"
said Paul Leung, Contra Costa Public Health Communicable Disease Programs Chief.
To prevent the spread of rabies, the community should make sure their pets are up to date with their rabies vaccines and avoid handling wildlife.
"Although most bats pose no risk of rabies a bat that behaves unusually, such as lying on the ground or being active during the daytime is concerning and
people should not attempt to handle it but instead should contact us right away," said Cpt. Jane Andreotti of Contra Costa Animal Services.
Anyone who has touched a bat or has been bitten by wildlife should contact their health care provider.

Alamo Rotary Honors Lt. Haynes
|
Supervisor Andersen presented Alamo Valley Station Commander Lt. Jason Haynes with a proclamation at the Alamo Rotary's July 26th luncheon where he was honored with the Alamo Rotary Community "Service above Self" award
for his dedication and commitment to the Alamo community. Lt. Haynes spearheaded the Automated License Plate Reader program that was recently approved by the Department of the Sheriff and the Board of Supervisors, and will be implemented soon in the community of Alamo.

City of San Ramon Citizen's Planning Academy
|
 The Citizen's Planning Academy is a six-week course designed to educate and engage residents in the City's planning process and demonstrate how planning shapes our community. The course objective is to assist participants in becoming more familiar with the City of San Ramon planning process and to encourage future participation.
Sessions are designed to include discussion, presentations, Q&A, and a field trip. Presenters/speakers include City staff, local architects, planning professionals, and Planning Commissioners.
Except for one Saturday morning tour, classes will take place on Monday evenings from 6:30 pm to 8:30 pm. The course concludes with a Mock Planning Commission Meeting for a theoretical project, where the participants serve as the Planning Commission, developers, staff, and residents. The Citizen's Planning Academy members will be recognized before the San Ramon City Council.
Applications are due by Friday, August 18, 2017. San Ramon residents are invited to apply, with the class limited to 20 participants.

As the California PUC designated 211 provider, the Crisis Center answered nearly 35,000 calls last year from Contra Costa residents looking for help with food, shelter or homelessness related services, mental health, substance abuse treatment, financial assistance, and many other health and social services.
But for some, talking on the phone may be difficult, intimidating, or may not be private enough for their circumstances. By expanding to include texting services, the Crisis Center is increasing the access and availability of services to those who would prefer to communicate through a non-verbal medium. 211 text offers the same high-quality, responsive, and confidential service provided by expertly trained Call Specialists in a convenient text format.

People Who Make a Difference Awards
|
Once a year the Alcohol and other Drugs Advisory Board of Contra Costa County acknowledges both volunteer and non-volunteer individuals and groups that have significantly contributed towards reducing alcohol and other drugs in Contra Costa communities.
Supervisor Andersen was honored to acknowledge the hard-working individuals and groups from all districts. Within district 2, the honorees were Patty Hoyt, Debbie Berndt, Leah Bahramipour and Walgreens in Walnut Creek.
For the past seven years Patty Hoyt has worked as a volunteer board member for the National Coalition Against Prescription Drug Abuse (NCAPDA). Patty is personally and professionally very well connected with the three local San Ramon Valley communities which has led her to actively participate in multiple community events spearheaded by NCAPDA. She has been actively involved in volunteering at National Take Back events, collecting prescription Drug Abuse Awareness Month Proclamations on NCAPDA's behalf and planning the Dose of Awareness 5K & Health Expo. She has been a great partner for the coalition and works effectively across all systems.
For the past few years Debbie Berndt has been an active member of the Alcohol and Drug Prevention Team (ADAPT) Lamorinda Coalition. Recently, she has be-come the chair of this coalition and a vocal advocate against the legalization of marijuana. A self-proclaimed expert on Proposition 64, Ms. Berndt has voiced her opinions and concerns at community meetings. After the passing of Proposition 64, she has been working on a project to educate parents on how their role may change now that recreational marijuana is legal.
The Youth Leadership award went to Leah Bahramipour. For the past two years, Leah has organized the leadership class at Campolindo High School to distribute notes to students attending Junior and Senior Prom/Ball with reminders about not drinking.
The Certificate of Merit was awarded to Walgreens locations in Walnut Creek and El Cerrito. They are the only chain pharmacy locations in Contra Costa County that have prescription drug drop off-boxes. Prescription Drug abuse is a national and local epidemic. Disposing of unwanted medication is key to reducing access to medications and providing drop off boxes throughout the community makes this convenient for the community at large.
The mission of the Contra Costa County Alcohol and Other Drugs Advisory Board is to assess family and community needs regarding prevention and treatment of alcohol and other drug-related problems. Resultant findings and recommendations are forwarded to the Health Services Department and the Board of Supervisors. The Board also serves as an advocate for these findings and recommendations to the communities that they serve.

New Elder Abuse Prevention Project

The purpose of the Elder Abuse Prevention Project is to prevent and combat the abuse, neglect and exploitation of elders and dependent adults in Contra Costa County. The project's services incude:
- Elder abuse case management
- Case review by our multi-disciplinary team of professionals
- Training of law enforcement and services providers
- Restorative justice circles
- Elder abuse public awareness campaigns and education
- Civil legal services

Orinda Welcomes Food Trucks
|
 The City of Orinda recently approved food trucks in front of the Community Center on Thursday evenings.
Seven food trucks from Taste of the World will park from 5:00 p.m. to 9:00 p.m. each Thursday from August 5th to October 19th.
A beer and wine truck will be part of the group. Live music will play on the library plaza where tables will be provided. The City's objective is to provide more family-friendly venues this summer.
The Orinda chamber supports the idea of the food trucks and urges retail on that side of town to stay opened. However, restaurants are being asked to monitor their patronage on Thursday night. The city will evaluate the program at the end of October and would appreciate reports on the impact of the food trucks on existing businesses.

The Contra Costa County Library is once again offering free BART tickets for use with
Discover & Go
reservations from August through October. County residents who are 18 or older can submit a request for BART tickets by clicking on the banner ad on their Discover & Go pass.

2) Click on the 511 banner on your Discover & Go pass to request your BART tickets. The banner will look like this:
BART tickets will be mailed to cardholders' homes within five business days of their request. The offer is limited to one request per household (for up to two $15 BART tickets) and is available while supplies last. This promotion is a partnership between 511 Contra Costa and the library, and is intended to encourage the use of public transportation to visit museums.

July Board Actions

Ever wonder what your Supervisor does at the Board of Supervisors Meeting held on most Tuesdays? Here are some of the board actions from the month of July which impact the residents of District 2:
Adopted Ordinance 2017-10, to regulate the location of tobacco retailing businesses and prohibiting the establishment of hookah lounges, vapor lounges and significant tobacco retailing businesses.
Introduced Ordinance No. 2017-01 to establish restrictions on the retail sales of emerging tobacco products such as electronic smoking devices, regulate the sale of flavored tobacco products and menthol cigarettes, prohibit tobacco retailing in pharmacies, and establish a cap on the number of tobacco retailer's licenses issued by the County; WAIVED reading; and FIXED July 18, 2017, for adoption.
Passed a Resolution recognizing Debora Allen for serving as the Board of Supervisors representative to the Contra Costa County Employees' Retirement Association as recommended by Supervisor Candace Andersen.
Reassigned the District II Alternate Seat of Marilyn Loucey to the District II Seat of the First 5 Contra Costa Children and Families Commission for the remainder of the term with an expiration date of August 16, 2018 effective immediately, as recommended by Supervisor Candace Andersen.
Supported the Stand Down on the Delta for Homeless Veterans to be held August 11-14, 2017 at the Contra Costa County Fairgrounds in Antioch.
Accepted the Health Services Department's recommendation to reconvene the initial Assisted Outpatient Treatment (AOT) Workgroup with structural changes as developed in collaboration with the Mental Health Commission.
Adopted Resolution No. 2017/251 approving Contra Costa County to receive and use State of California (State) Emergency Solutions Grant (ESG) funds for eligible activities as approved by the State in accordance with all State ESG Program requirements, and other rules and laws.
Authorized the Chair of the Board of Supervisors to submit a letter of interest to participate in the SolSmart Program of the National Association of Counties and the U.S. Department of Energy.
Opposed state bills SCA 12 (Mendoza): Counties: Governing Body: County Executive and SB 649 (Hueso): Wireless Telecommunications Facilities, as recommended by the County Administrator.
Accepted the Chief Engineer's Report for Annexation No. 4 to Drainage Area 76A (DA 76A), for Minor Subdivision 16-0004; Alamo Area.
Adopted Resolution Approving the Stormwater Utility Assessments for Fiscal Year 2017-2018, Countywide.
Presentation of the "People Who Make a Difference" Awards 2017 by members of the Board of Supervisors.
Accepted the final report from the Employment and Human Services Department on the Contra Costa County Covered California Call Center; and terminate Family & Human Services Referral No. 108 Call Center Oversight and Health Care Reform due to the Call Center closure.
Accepted report on the preliminary framework and options for cannabis regulation within unincorporated areas of the County, provide direction to staff to develop land use and health ordinances.
Considered options for the taxation of cannabis activities in the County's unincorporated area and engaging Hinderliter, de Llamas & Associates (dba HdL Companies) to prepare a study with recommendations on taxation of various permitted activities.
Accepted the filing of the Fiscal Year 2017-2018 Final Annual Report on assessment charges in County Service Area (CSA) M-30 ("Final Annual Report"), Danville area.
Adopted Resolution No. 2017/243 Confirming Fiscal Year 2017-2018 Final Annual Report for County Service Area T-1 and Levying the Assessment Charges, Danville area.
