City Council Reintroduces Affordable Housing Ordinance
At Monday's meeting, City Council reviewed and made important modifications to the Affordable Housing Ordinance, resulting in a reintroduction of the ordinance at the August 7th meeting, with second reading and adoption scheduled for the September 5, 2017 City Council meeting.
The new affordable housing ordinance replaces existing affordable housing regulations with new regulations for any residential development with a valuation greater than $100,000.

School is Back In Session - Bike, Walk and Ride!
The Mill Valley City Council has identified reducing traffic congestion as a priority and has taken measures to improve circulation in the community. These include supporting the Yellow School Bus Pilot Project, the work of the Traffic and Congestion Reduction Advisory Task Force, working with the Mill Valley School District to adjust bell times, and several other changes to reduce traffic congestion. School will be back in session soon so please be safe and watch out for students on bikes or walking to school. Together, everyone can to do their part to help reduce traffic in Mill Valley.

City Council to Review Potential Improvements to Blithedale / 101 Interchange
Regular City Council Meeting
Tuesday, September 5th - 6:30pm
Councilmembers Stephanie Moulton Peters and John McCauley have been working with City staff and counterparts from County of Marin, CalTrans, and our sister cities Tiburon and Belvedere to identify improvements that can be made to the Blithedale Ave/Tiburon Blvd/Highway 101 overpass corridor. Traffic flow complications caused by the number of intersections, inefficient signalization, and inadequate lane geometry of this interchange are the lynchpin to efficient flow on the overpass. These deficiencies have a direct effect on E. Blithedale traffic flow causing backups in Mill Valley. Staff will provide an update regarding efforts to improve the function of the interchange corridor and seek City Council input on cooperative agreement with neighboring agencies to explore conceptual design and review options for improvements.

Miller Avenue Streetscape Project Update
In this week's eNewsletter:
- Project update: Work crews are finishing up the paving of Miller Avenue this week and striping operations will begin soon.
- New Traffic Pattern: A new median configuration is coming to the Evergreen/Miller (Whole Foods) intersection.
- Speed Advisory: Mill Valley Police Officers will be monitoring traffic speeds and issuing citations to violators.
- Parkway Lane Configuration Update: City Council to Implement One Year Pilot Project to Retain the Single Lane Configuration in the Parkway (Millwood to Willow)

Project Update: 500 Miller Avenue
This project has recently undergone a sale, and Mr. Von der Werth is no longer the owner. Staff has been working with the new owner to review the construction schedule and overall logistics planning. Staff's first priority was to work with the applicant to ensure that the utilities for this project were installed prior to the paving of Miller Avenue, which was a major concern for the City. The utility installations were successfully completed in late July prior to the start of paving work.The new owner has been working closely with the City, and has indicated that they have every intention of building the project, as approved, within the time frames specified in the agreement with the City.

Aquatics and Fitness Center Will be Closed for Annual Summer Maintenance
August 12th - August 20th
The Aquatic & Fitness Center including all programming and classes will be CLOSED for our regular annual maintenance week from 8/12 - 8/20. The main community center will be open regular business hours during this time.

City Replaces Electric Vehicle Charging Station at Hauke Park
The electric vehicle charging station at Hauke Park has been upgraded offering two standard Level 2 charging ports. A single vehicle can receive 30Amps at 7.2 kWh but when two vehicles are charging at the same time the station employs a power share option that will split the available energy.

Meet Cate Mayfield
History Room Librarian
If you're ever looking for photographs or maps of old Mill Valley, researching a local topic - the Dipsea Race, the Mt. Tamalpais Scenic Railway, and more - or looking for information about a resident or building past or present, the Mill Valley Public Library's History Room Librarian, Cate Mayfield, is here to help. Cate oversees the Lucretia Little History Room, a local history archives that collects, preserves, and showcases Mill Valley history.
This fall she is also launching an innovative program that will invite high school students to learn 3D modeling and game development to recreate a virtual reality model of Mill Valley as it was in the past.
Cate is a Maryland native who came to Mill Valley in 2008 and began volunteering at the Mill Valley Public Library soon after. She has a Bachelor's Degree in Journalism and Mass Communications from New York University, and a Master's of Library & Information Science from San Jose State University. Before joining the City of Mill Valley full time in 2016, Cate also worked as an archivist in the Life Sciences Data Archive at NASA's Ames Research Center.
Cate lives in Fairfax with her husband and two young children.

Refreshments and lava lamps will be provided. It'll be a groovy time - perhaps even out of sight.

Parks and Recreation Commission Meeting - August 2, 2017
The Parks & Recreation Commission received department reports on Parks Related Projects, including Step, Lanes & Paths work and the Mill Valley Recreation Fitness Floor Renovation. The Commission received and discussed information regarding City Council's input and directions to Staff regarding the Commission's proposed Bylaws and Parks & Recreation Priority Project List.The Commission approved proposed changes to the Field Use Fee Structure for Youth Sports Organizations.
City Council Meeting - August 7, 2017
At the August 7 meeting the City Council:
- Adopted Resolution No. 17-43 establishing the Fiscal Year 2017-2018 Appropriations Limit.
- Accepted a donation of $15,000 to the Mill Valley Library to curate, process, and digitize a collection of historical photographs and archival material from the California Film Institute documenting the history of the Mill Valley Film Festival.
- Accepted a grant from the State Library for the Building History in 3D Project.
- Accepted a donation of $30,000 from the Mill Valley Friends of Parks and Recreation to the City of Mill Valley Recreation Department for the Aquatics and Fitness Building's Fitness Floor Renovation Project.
- Directed staff to further analyze and defer to another meeting date the consideration of the installation of a stop sign at East Blithedale and Meadow.
- Adopted Resolution No. 17-45 adopting Tax-Advantaged Bonds Post-Issuance Compliance Procedures and Taking Related Actions.
- Adopted Resolution No. 17-46 approving the lease-purchase financing of parking meter upgrades and taking related actions.
- Introduced and waived first reading of an Affordable Housing Ordinance amending the Mill Valley Municipal Code to establish Affordable Housing Impact Fees and Associated Affordable Housing Trust Fund.
- Received public comment on and adopted Resolution No. 17-48 authorizing a Pilot Program to install and further evaluate striping the Miller Avenue "Parkway" (from Millwood to Willow) as a one-lane roadway with a buffered bike lane and curbside parking, as right-of-way conditions allow.
- Held the Public Hearing and adopted Resolution No. 17-49 authorizing the City to levy and collect the Sewer Service Fees on the Tax Roll for Fiscal Year 2017/18.
Planning Commission - August 8, 2017, 7:00pm
At this week's meeting the Planning Commission:
- Denied the Appeal, and Upheld the Zoning Administrator's Design Review Approval for a 564 square foot addition at 141 Shelley Drive;
- Held a Study Session for Design Review of a remodel and 1,910 square foot expansion, and 500 square foot ADU and 500 square foot garage at 471 Throckmorton Avenue, including the removal of up to 50 trees; and
- Held a Study Session for a new 4,364 square foot home with a 561 square foot garage on a vacant lot known as 2 Wainwright Avenue.
