Congress OKs More Than $1.25B For LA Flood Recovery
NEW ORLEANS (AP) - Congress has approved more than $1.25 billion for Louisiana's flood recovery.
The additional allocation approved Friday means Congress has dedicated between $1.8 billion and $1.9 billion, including an initial $438 million in disaster relief funds, for Louisiana's long-term rebuilding. Still, that's short of the at least $2.6 billion requested.
Republican U.S. Sen. David Vitter says now that money has been secured, it's time to focus on making sure the funds are allocated quickly.
A flood recovery task force created by Gov. John Bel Edwards will decide how the dollars are spent.
The August flooding in South Louisiana was one of the worst natural disasters in U.S. history. It followed Red River flooding in March that affected much of north and central Louisiana.
Edwards and others said they'll seek more flood assistance in 2017

CHRISTMAS WISH GRANTED! FIRST DRIVE THROUGH COFFEE SHOP NOW OPEN ON EASTBANK OF NEW ORLEANS
We've had drive-through daiquiri shops for years but now New Orleanians finally have a drive-through coffee shop on the eastbank.
Who: CC's Coffee House Licensee Owners Anthony and Nicole Marullo
Where: 2323 Canal Street across from the new Veterans Administration Hospital
What:
Now open for business: a 1640-square-foot CCs store that offers the full-line of CCs coffees, teas and pastries; employs 18 young men and women and can serve up to 14 cars at an estimated three-minutes per order at peak times at its drive-through window. There are also 10 parking spaces for those who wish to linger longer, as well as an outdoor patio.
The new coffee shop cost approximately $750,000 to construct and will be a good neighbor for the United Medical Center, the Veterans Affairs Medical Complex, Warren Easton High School, and even the Catholic Convent in the area.
"In a city that invented the drive-through Daiquiri shop, it makes no sense that there were no drive-through coffee shops on this side of the river. We expect 70 percent of our business will come from the drive-through window," said co-owner Nicole Marullo.
Anthony Marullo is the owner/operator of the French Market Restaurant at 1001 Decatur St. in the French Quarter. His wife will supervise the day-to-day operations of the CC's facility. The pair is considering opening more CCs drive-through shops in Gentilly, east New Orleans and the Carrollton area and thanked Councilwoman LaToya Cantrell and the New Orleans City Council for making this opening possible.

DECEMBER 13 - NATIONAL COCOA DAY - NATIONAL DAY OF THE HORSE - NATIONAL VIOLIN DAY - PICK A PATHOLOGIST PAL DAY
National Cocoa Day - December 13
NATIONAL COCOA DAY
A cold December day is the perfect time to make yourself a cup of hot cocoa and enjoy National Cocoa Day. Each year on December 13, people across the country celebrate their favorite cold weather comfort drink.
Hot cocoa is a warm beverage made with cocoa powder, heated milk or water and sugar. The terms hot chocolate and hot cocoa are often used interchangeably by Americans causing a bit of confusion. To make hot chocolate, we use ground chocolate which contains cocoa butter. It's mixed with hot milk and is actually a drinking chocolate.
Hot chocolate is a richer beverage made from ground chocolate which contains cocoa butter. Mixed with hot milk, the resulting mug is full of chocolate flavor and the fat and calories that come with it.
Hot chocolate is also known as drinking chocolate.
Hot cocoa is made from cocoa powder. Through the fermentation, drying, roasting and grinding process of cocoa beans a paste called chocolate liquor is produced. Through another process, the cocoa butter is separated leaving cocoa powder. It is this cocoa powder that we use to make hot cocoa. It has very little fat and calories and is mixed with either hot milk or water.
Both are enjoyed in a variety of combinations, topped with whipped cream or marshmallows. Sometimes a sprinkle of cinnamon or a dash of peppermint makes the chocolate extra special.
NATIONAL DAY OF THE HORSE
National Day of the Horse is observed annually on December 13.
National Day of the Horse encourages people of the United States to be mindful of the contribution of horses to the economy, history and character of the United States.
The domesticated horse we know today, also known as Equus caballus was introduced into North America by Spanish explorers. Escaped horses eventually spread across the American Great Plains.
Interestingly, there is a debate about the origin of E. caballus. There have been recent mitochondrial studies of an ancient horse called Equus lamei. E. lamei once populated North America and died out more than 11,000 years ago. The studies suggest it is genetically equivalent to what we know as the modern, domesticated horse. This could mean that E. caballus is technically a native species and its evolutionary origin is North America.
Aside from the anthropological debate, the horse has contributed greatly to the advancement of civilization in North America. From clearing forests for farmland and a form of travel bringing pioneers to the west to diversifying Native American's hunting habits and rounding up livestock on ranches, the horse is embedded in American history and legend.

HISTORY
On November 18, 2004, United States Senate Resolution 452 recognized December 13 as the National Day of the Horse.
National Violin Day - December 13
NATIONAL VIOLIN DAY
Observed annually on December 13, National Violin Day honors that bowed string instrument, which is also known as the fiddle.
Through a variety of techniques, a violinist produces music from the violin. By drawing the bow across the strings, the violinist manipulates the sound in a variety of techniques providing a broad range of music. Violinists have demonstrated over the generations the versatility of the violin by the extensive use in many genres such as baroque music, classical, jazz, folk music, rock and roll and soft rock.
"Violin" comes from the Medieval Latin work "vitula" which means stringed instrument.
Although having ancient origins, the violin got most of its modern characteristics in Italy during the 16th century with further modifications in the 18th and 19th centuries.
The person who makes or repairs violins is called a luthier.
It is believed that Turkic and Mongolian horseman from Inner Asia were the world's earliest fiddlers. Their two-stringed upright fiddles were strung with horsehair strings. They played them with horsehair bows and often featured a carved horse's head at the end of the neck. The violins that we play today, (also the violas and cellos) and whose bows are still strung with horsehair, are a legacy of the nomads.
- It is supposed that the oldest documented four string violin, like the modern violins, was constructed by Andrea Amati in 1555.
- The record dollar amount paid for a Stradivari violin, when the "Lady Blunt" was sold on an online auction on June 20, 2011, was $15.9 million.
- Violins made by Stradivari are one of the most sought-after instruments by both collectors and musicians alike.
HOW TO OBSERVE

THE SHY MIRROR by Gordon Robert Sabatier (posthumous presentation by family/friends)
Please join us in celebrating the launch of THE SHY MIRROR by Gordon Robert Sabatier, published posthumously by Xavier Review Press. Readings will be by New Orleans poet Ralph Adamo, William Sabatier. and others
There is no singular delight in coming into the world of Gordon Robert Sabatier who is both a natural poet and a learned one too. . . . Here is a poet who does what all art asks us to do: to blur the lines between what is human and not human, the lines between pain and ecstasy, between being fully immersed in the physical and spiritual in the moment of the poem. Here is a poet who uses formalisms we use to harness the fierce and wild. We hear and see attention to line and syllable in the ways that master technicians pay attention to line and measure and sound and image. But there is more.
--Darrell Bourque, former Louisiana poet laureate and author of Megan's Guitar and Other Poems from Acadie
There is a Dickinsonian shyness, reclusiveness bursting forth in short intense lyrics; there's the mad hermit quality of his defensive, retreating form manifest in the crisp, clear, nature-centered verse; there is . . . the quality of an intense, troubled, private relation with God which only language can capture or relieve despite a desperation for clear union and purpose.
--Ralph Adamo, author of Ever

Reveillon Dinners
Reveillon, an adaptation of a traditional Creole holiday dining custom, will be celebrated nightly in almost 50 restaurants throughout the city. Menus showcase the feasts of Christmas past, present, and future: Four Reveillon restaurants - Antoine's, Galatoire's, Commander's Palace, and Tujague's - are more than 100 years old and feature classic Creole cuisine.
