The "Kirwan Commission" meeting this week included two lengthy presentations from expert witnesses, each of whom discussed elements of school financing and distribution formulas. For the Commission, whose last few meetings have centered on larger aspirational policy matters, it was a far sharper point on some of the nuts and bolts of state education funding. Wealth calculations, regional cost-of-living, the effects of poverty, and the state role in accompanying funding equity were all in the mix, as this high-profile group works toward its year end timetable for recommendations.
