 What is Tax Capture?
 
There are many forms of tax capture and they go by many names. You might be most familiar with Downtown Development Authorities (DDA), or Tax Increment Financing Authorities (TIFA), Brownfield Redevelopment or Corridor Improvement among others. These entities capture millions of dedicated library millage dollars each year. Voters go to the polls and choose to support their libraries by approving a dedicated library millage. These locally dedicated taxes approved by voters for library funding are being captured against the libraries' choice often without the locally voting taxpayer's knowledge or approval. These bills remove the automatic tax capture and allow for libraries to discuss tax capture projects and make a decision to opt in. It requires the tax captures to be transparent in their activities, explain their value to library boards and then request an opt-in from libraries.
