2017 GREATER LOS ANGELES HOMELESS COUNT ON JANUARY 24, 2016
As previously noted, the City as a participating agency is getting ready to undertake a one-day, citywide homeless count as part of the 2017 Greater Los Angeles Homeless Street Count. The City's citywide canvas/count of the homeless will take place on the evening of January 24, 2017. Community Development Department personnel will be coordinating the event in our City. The City is still in need of volunteers to assist in the homeless count. If you are interested in being a volunteer please contact Community Preservation Officer Rosa Guzman at 818.898.1227.
ECONOMIC DEVELOPMENT WEBPAGES COMING SOON!
The Economic Development webpages will be completed by the end of December 2016! The Economic Development webpages will help with the City's efforts to retain and attract new businesses to the community. The Economic Development pages will include:
- Why Do Business In San Fernando? (e.g., enhanced quality of life, centrally located, well established neighborhoods, quality parks and community services, top-notch public safety, business friendly practices);
- List of City Businesses and Top Employers;

LOPEZ VILLEGAS HOUSE UPDATE
On November 22, 2016, the Planning and Preservation Commission (the Commission) approved Certificate of Appropriateness 2016-001 in order to facilitate the proposed relocation and alteration/ rehabilitation of the Lopez Villegas House from the City-owned property at 1320 San Fernando Road to a privately-owned property at 613 O'Melveny. Now that the Commission has approved the Certificate of Appropriateness, staff will be presenting a Purchase and Sale Agreement for consideration by the City Council at their January 17, 2017 meeting. This agreement will allow the sale of the Lopez Villegas House to the property owner at 613 O'Melveny and facilitate the City-designated historic resource's relocation and rehabilitation.

WATER BILLS
- Due to City Hall closure during the Holiday Season, water bills will be due on January 3, 2017.
- Have you ever received late fees because you forgot to pay your Water Bill? Avoid late fees by signing up for AutoPay and have your Water Bill debited from your account automatically. For more details, contact the Finance Department at 818.898.1245.

BUSINESS LICENSE AMNESTY PROGRAM
The City Council has approved a Business License Amnesty Program to waive all penalties for businesses that are currently operating without a license, or with an expired license, if they self-report by June 30, 2017. After June 30, 2017, the City will conduct a discovery and verification audit of businesses operating in the City. Any businesses or individuals found to be operating without a license at that time will be subject to back fees and penalties. If interested in participating in the Business License Amnesty Program, please contact Sandra Soto at 818.898.1245 or ssoto@sfcity.org, or download an application from the City's website (www.sfcity.org).

POLICE DEPARTMENT
29th ANNUAL CHRISTMAS BASKETS APPEAL
The Police Department and the San Fernando Police Advisory Council (SFPAC) are currently accepting donations of new children's toys (ages infant to 12-years old) and financial contributions for food purchase for the 29th Annual Christmas Basket Appeal Program.
Each year, this program has brought holiday joy to more than 150 needy families in the City of San Fernando and since its inception, over 37,000 toys and 168,200 lbs. of food have been distributed by San Fernando Police Officers and City personnel to families in need within the City of San Fernando.

San Fernando Police Advisory Council. Contributions made to

SAN FERNANDO HOMELESS RECEIVE NEEDED SERVICES
On November 17, 2016, several homeless individuals fro San Fernando received helpful services during the Sylmar Homeless Connect Day. Individuals who were in need were voluntarily transported to El Cariso Park where they received free showers, haircuts, flu shots, health screenings, veteran services, and assistance with State ID cards. In the weeks leading up to the Sylmar Homeless Connect Day, San Fernando Police Officers distributed informational flyers and encouraged participation. Future service dates will be posted via the City's website.
DRIVING UNDER THE INFLUENCE (DUI) SATURATION PATROL RESULTS
On November 18, 2016, the Police Department conducted a DUI saturation patrol from 6 pm to 2 am. Listed below, please find the statistics for the five people that were arrested. The task force also issued two citations and impounded/stored a total of seven vehicles.

PUBLIC WORKS DEPARTMENT
MACLAY GATEWAY CLEANING/PREPARATION FOR HOLIDAY DECORATIONS
In preparation for the installation of holiday decorations, the Public Works Department conducted pressure washing/cleaning at the Maclay Gateway near Eighth Street. These efforts will help to improve the entry way's appearance in preparation for the installation of holiday decorations!
In addition, installation of decoration in the mall area have begun to continue the holiday spirit!
NEW IRRIGATION CONTROLLERS FOR PUBLIC LANDSCAPING AREAS
In November 2016, Public Works staff completed the installation of new weather-based irrigation controllers in the downtown parking lots and in planters along Maclay Avenue. This project was entirely grant-funded in partnership with Metropolitan Water District's rebate program that is designed to reduce water usage. The new controllers will allow staff to quickly identify broken sprinkler heads, control the irrigation system remotely, and will turn off watering during rainy days.
Great work by Public Works staff to reduce water usage and improve our local landscaping!
CITY HALL LANDSCAPING UPGRADES
As you're aware, Public Works staff has been making improvements to landscaping adjacent to City Hall. The new landscape design includes drought-tolerant plants, drip irrigation, and rocks. The new layout is a great improvement for the City Hall facility.
SAFE AND ACTIVE STREETS PLAN
As you're aware, the City has been making great progress on a Safe and Active Streets Plan for our community. The plan is entirely grant funded and involves incorporating the input of local school officials and stakeholders to ensure that our community infrastructure is safe and provides opportunities for walking/bicycling. Over the past two months, several important items have been completed, including coordinating a successful "Walk to School Day" event and hosting several interactive design charrettes at school campuses. Now the project team is working on compiling this information and developing recommendations to improve our local infrastructure. As planned, the Transportation and Safety Commission will review the draft plan in January 2017 and it will be presented to the City Council in February 2017.
EIGHTH STREET PARK CLEAN-UP EVENT
A park cleanup event has been scheduled for Saturday, December 10th from 9 a.m. to noon, to help remove invasive weeds and trim plant materials. The event is a cooperative partnership between the City, Santa Monica Mountains Recreation Conservation Authority, Tree People and Pacoima Beautiful. EMERGENCY PREPAREDNESS TRAINING
Staff recently conducted a review of consultants to assist with Emergency Preparedness Training for staff members. Training exercises will begin in January 2017 and include representatives from each City department. These training exercises help to simulate emergency response situations and ensure that City personnel is properly trained to respond in these situations. We hope to conduct four such training events in the coming year and will keep you informed of future training events.
GEOGRAPHIC INFORAMTION SYSTEMS (GIS) PROGRAM PARTNERSHIP WITH SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) AND CALIFORNIA STATE UNIVERSITY, NORTHRIDGE (CSUN)
As you're aware, the City has been working with representatives from SCAG and CSUN to help enhance the City's GIS system. This innovative approach is one of the first of its kind - including grant funding from SCAG and the involvement of both students/faculty from CSUN. Thanks to both Vice Mayor Fajardo and Councilmember Lopez for their involvement and assistance with this effort.

COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP)
The Los Angeles Regional Food Bank distribution program serves low income senior citizens over the age of 60 that are in need of food assistance. In order to qualify for the program, interested participants brought proof of income and proof of age (identification). CSFP intake workers and agency volunteers registered participants and the truck driver will conduct the physical distribution. Clients received one free food kit that contained meats, canned fruit, vegetables, dry milk and related products, cereals and other grain products. Usually, the CSFP distributions are conducted once a month on the first Monday of the month.

AARP DRIVER SAFETY PROGRAM
The Recreation and Community Services Department, in collaboration with AARP, will offer a Driver Safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and the normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more safely in today's increasingly challenging driving environment. Course participants may be eligible to receive a discount on their auto insurance premiums, contact your insurance company for more details.
