Eugene's UGB Approved!
After seven years of community involvement and technical analysis, the Oregon Department of Land Conservation and Development (DLCD) approved Eugene’s new urban growth boundary (UGB) yesterday, October 30th 2017.The new city boundary includes an additional 969 acres to accommodate 3,000 jobs in the Clear Lake Area, in addition to a new school. It also includes space for two new community parks, one in Bethel and one in Santa Clara.

The housing component of Eugene's UGB has been appealed by the Homebuilders Association of Lane County and that continues to work its way through the Land Use Board of Appeals (LUBA) process. LUBA may affirm, reverse, or remand the housing ordinance for additional process and consideration by the City.

Approval of the UGB is an important milestone for Envision Eugene, allowing planning staff to dedicate further attention to implementing the community vision. Implementation projects staff are working on include: establishing a growth monitoring program; addressing Eugene’s needed housing standards; urban reserve planning (planning for up to fifty years of growth); and creating a new neighborhood plan for River Road and Santa Clara.
