Dear Colleague,

Last 8th Dec 2016 the EU  Council adopted a new directive to reduce air pollution. The new rules set stricter national limits for the emission of some of the most dangerous air pollutants (more info in the article below).

We must definitely welcome these kinds of decisions that are designed to protect our health and the environment.

The other day I saw an electric car of one of the car sharing companies available in London, parked and in charge. Then, while walking to get the tube, I saw the same daily picture: hundreds of cars and buses stuck in queue for minutes and minutes.

There are so many debates about how much the environment would be better if all vehicles on the road were fully electric or hydrogen-powered, which is true, but only in principle.  What about road congestion and time wasted in queues ? Assuming that overnight all existing cars were replaced with electric ones, the following day there would be the same number of vehicles in the street, the same length of queues and the same amount of wasted time.

This must suggest some analyses: Intelligent Transport Systems, now very much developed, were adopted in the 1980s to improve the existing capacity of road infrastructures. The results have been very rewarding. The evolution in new vehicles engines (more performing) and better fuels quality (less polluting) helped make things better, but not enough. That's why the entire world is now being looking to full electric vehicles (FEVs), but it is not considered we still have problems about reducing road congestion.
The policies designed to ban cars from city centres by charging levies to enter them did not obtain the projected beneficial effects regarding either the drastic reduction of the number of cars in the streets or amount of revenues city councils planned to cash in.

It is clear that electric cars would not solve some problems. There are many technical conferences showing that by 2030 the majority of circulating cars will be electric, but something disruptive should be thought about reducing the number of vehicles. And  it would not be technical.

Evaluating the Connecting Europe Facility (CEF) 

28 Nov 2016 -  The European Commission launched a public consultation as part of its mid-term evaluation of the Connecting Europe Facility (CEF).

The CEF is a unique European funding programme set up to support the development of high-performing, sustainable and efficient interconnected trans-European networks in Energy, Telecommunications and Transport.

The CEF - which makes €30.4bn (£25.8bn) available in grants and financial instruments - aims to contribute to the achievement of the Europe 2020 strategy, by boosting investments to stimulate smart, sustainable and inclusive growth. It also aims to enable the European Union to reach its sustainable development targets by 2020.

Nearly three years after its launch in January 2014, the CEF will be evaluated for its its relevance, effectiveness, efficiency, coherence and EU added value in achieving its objectives

Road Safety: New EU Cross-border Exchange of Information

29 Nov 2016 -  New EU rules have had a positive impact on tackling road traffic offences committed abroad: a report adopted shows that the number of investigated offences committed by non-residents increased by four times to approximately 2 million between 2013 and 2015 in the Member States which have implemented the rules (by Nov 2016, 23 out of 28 EU Member States implemented the "Cross-Border Enforcement Directive" - the UK, Denmark and Ireland have a derogation and can implement the Directive by 06 May 2017; Finland and Portugal have yet to implement the Directive).

The Cross-Border Enforcement Directive allows Member States, with the help of an electronic information system, to identify EU drivers who commit traffic offences abroad including the four "big killers" that cause 75% of road fatalities: speeding, running red lights, failure to use seat belts and drink driving.

EU Commissioner for Transport Violeta Bulc said: "Our evaluation shows that, thanks to the new automatic exchange of information, offenders are less likely to get away with dangerous behaviour. This is very good news for the safety of our roads, and I call on Member States to make full use of the possibilities of the system".

EU 2017 Budget

01 Dec 2016 -  On 28 November, the Council gave its final go-ahead to the 2017 EU budget by approving the deal reached with the European Parliament on 17 November. The EU budget for 2017 was adopted on 01 December 2016, when the European Parliament confirmed the agreement.

The EU budget for 2017 sets the total level of commitments at €157.86bn (£134.18bn)  and of payments at €134.49bn (£114.32bn).

There were specific focusese on Migration and Refugees Crisis, Research & Growth, Young People and Agriculture.

EIB and European Commission present the Cleaner Transport Facility

01 Dec 2016 -  At the TTE (Transport, Telecommunications and Energy) Council Meetings in Brussels, Vice-President of the European Investment Bank (EIB) Pim van Ballekom together with EU Commissioner for Transport Violeta Bulc presented a new Cleaner Transport Facility (CTF), aimed at financing the decarbonisation of the transport sector in Europe.

The support for alternative fuels and cleaner technology in transport is aligned with European Union policies on Climate Action and Sustainable Transport and, specifically, the recently-adopted EC Strategy on low-emission mobility.

The CTF is a new umbrella initiative targeting the deployment of alternative fuels in the Transport sector. Its objective is to support the accelerated deployment of cleaner transport vehicles and their associated infrastructure needs, such as for charging and refuelling, which are expected to foster socio-economic benefits including reduced health costs due to cleaner air and lower noise.

Projects that deploy alternative fuels, according to the Directive on the deployment of alternative fuels infrastructure, will fall under the CTF.  These alternative fuels include Electricity, Hydrogen, Biofuels and Natural gas, including Biogas, Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG).

Air Quality: New stricter limits for pollutant emissions 

08 Dec 2016 -    The European Council adopted a new Directive to reduce air pollution. The new rules set stricter national limits for the emission of some of the most dangerous air pollutants.

The aim is to reduce the health risks and environmental impact of air pollution. With this directive, the number of premature deaths due to air pollution in the EU is estimated to be cut by about 50% in 2030 (compared to 2005).

The Directive also aligns EU law with international commitments (following the revision of the Gothenburg Protocol in 2012).

After the vote at the European Parliament at first reading in November 2016, the adoption by the Council and the signature by both institutions are the final steps of the process. The Directive, which will soon be published in the Official Journal of the EU, should enter into force on 31 December 2016.

It is a public research alliance  of European public research centres and universities. It is one of the cornerstones of the European Strategic Energy Technology Plan (SET-Plan).

It brings together 175 research organisations. Actively working together on 17 joint research programmes, they build on national research initiatives. In a Joint Programme a research organisation join institutions in other European countries on shared priority setting and research projects. The EERA Joint Programmes are aligned with the priorities for low carbon technologies defined in the SET-Plan.
It collaborates with the European Industrial platforms to align research and innovation priorities. This collaboration aims to foster world-class technology and innovation in Europe's energy sector, while helping to reduce the time it takes for this technology to reach the market.
