Dear Members and Colleagues:
 
We are coming to the close of 2016, a very productive year for your association - your voice in our nation's capital.
 
Your association has been very busy working for our Investigative and Security professions - for you.
 
This year we have seen nearly 100 new members - over 50 just since the last issue of Your Advocate. 2017 looks to be another very promising year for NCISS! I wish each of you a prosperous and fulfilling 2017!
 
Next week you should be receiving the latest Your Advocate in your mail box, as well as the annual directory for 2016 / 2017. Both are made possible by our Vendors & Sponsors. 
 
It is now time to bring our attention to our Hit the Hill event and Annual Meeting / Elections. This will be held March 27th to 29th at the Holiday Inn Roslyn at Key Bridge - registration details are in Your Advocate and will be posted to the website soon. Please make plans to attend - walking the halls of our Capitol and those of the offices of our Representatives and Senators is truly inspiring and important. Speakers for are being finalized and will be announced soon. There will also be social receptions, awards and networking.  Elections for your next Officers and Directors will be held after the Annual Meeting. If you cannot attend, please consider a donation or sponsoring one of the many opportunities - from coffee breaks to luncheons.

Finally, you have begun to receive dues renewal notices by email. If you joined before June 2015, your dues are from January to December. If you joined any time after June 2015, your dues are on your anniversary date. If you have any questions about your dues, please contact our Executive Director, Carol Ward ([email protected] or 800-445-8408), myself or your Regional Director. You can also check your profile accuracy and dues at www.nciss.org/login. NCISS is looking for candidates for Regional Director for 2 ( CT-MA-ME-NJ-NH-NY-RI-VT) and 6 (AK-CA-HI-ID-MT-OR-NV-WA). If you are interested, or know someone who is, please contact me or any Board member.

Lobbyit's November activity consisted almost entirely of talking to numerous congressional offices about what would happen as 2016 comes to a close, and what we might expect in early 2017.

As NCISS members know quite well, many of our primary policy concerns related to a series of Department of Labor rules (Overtime, Persuader, Micro-Union, Joint Employer, etc. - all the subject of earlier NCISS dispatches).

What is clear for next year, however, is that legislation is going to move.  In most cases, these measures will be wide ranging and complex, like an overhaul of the tax system.

As such, the coming Congress presents both promise and peril.  While NCISS might see problematic issues like data broker and gun regulation recede from the agenda, much legislation will be moving, which presents both opportunities to add NCISS priorities, but also the surety of the law of unintended consequences.  NCISS and Lobbyit will be busy scouring these legislative materials to ensure that provisions don't pop up which could inadvertently hurt our profession.

NCISS Legal Alert - Overtime Rule Blocked!
Yesterday, U.S. District Judge Amos Mazzant of the Eastern District of Texas imposed a nationwide injunction against the Obama Administration's "overtime" rule (the subject of prior NCISS issue alerts). Judge Mazzant held that the Labor Department regulation exceeded the authority granted it by Congress, which he said gave Labor the right to define which workers are considered salaried but only based on the duties they performed, not by how much they made.

From the Legislative Committee
The NCISS Board met in Las Vegas for its Mid-Term meeting of Officers and Directors. It was a productive meeting, with a review of the reports of accomplishments from those in attendance, as well as discussions of additional benefits and upcoming plans for NCISS and members. The NCISS lobbyist from Washington DC also attended to share insight on laws that will expire with this session of Congress, what laws to expect to be introduced by the next session, and federal regulations that are still under consideration and expected to be introduced. It was quite clear that no matter the outcome of the elections, NCISS - and state associations - will have a busy two years advocating for the Investigative & Security professions.
 
There are continuing battles to the challenges that never go away for the Investigative profession. We will continue to see privacy, access to information, and the regulatory control over what we can and cannot do when investigating. A looming example is the proposed changes to the Fair Credit Reporting Act (FCRA).
 
There are a few pressing issues for the Security industry. To name some: The Patient Protection and Affordable Care Act, National Labor Relations Board Reform Act, NLRB's "ambush" election rule and Drone regulation. NCISS & the National Association of Security Companies (NASCO) continues to work with Senator Grassley, chairman of the Senate Judiciary Committee, to help sponsor/support the Security Officer Screening Improvement Act. Senator Grassley has great influence on this legislation.
 
NCISS extends its appreciation to Keith Nelson of Lobbyit for his constant monitoring of bills impacting Investigations & Security, and his timely response to member questions and impending challenges. Access to our elected representatives in Washington D.C. has never been more essential.

Truly, Lobbyit has armed NCISS - and you as members - with a tool box full of services and paths of collaboration that dramatically enhances the ability for NCISS to provide effective advocacy for our members.
