Next week at Honolulu Hale, the City Council is at work hosting its monthly committee meetings; addressing community concerns, finding ways to improve public health and safety, and working to improve quality of life for Oahu residents.

Here are some of the legislative measures that will be discussed at next week's Committee meetings:
Resolution 17-277 - Designating Safe Zones in our Communities
Next week, the City Council will continue to deliberate ways we can improve public safety and quality of life for residents.  Resolution 17-277 which urges the City Council to designate "safe zones" for individuals will be up for discussion at the City's Executive Matters & Legal Affairs Committee.  

The intent of this legislation is to provide a safe place for people experiencing homelessness, and serve as a hub where social workers can interact and work with these individuals to transition them into permanent supportive housing. As a bridge to traditional homeless sheltering and housing programs, some believe that 'safe zones' eliminate barriers that prevent certain homeless individuals from seeking assistance.

However, the U.S. Interagency Council on Homelessness is against this idea, sighting ineffectiveness of solving the root of homelessness in our communities.

Bill 79 - Relating to Real Property Taxes (Organic Farms)
At last week's 's Full Council meeting, City Councilmembers passed Bill 79 - relating to property tax exemptions for Organic Farms out for first reading.
Bill 79 will be up for discussion at next week's Budget Committee.  

The intent of Bill 79 is to promote organic farming throughout Hawaii by providing real property tax relief to farms that have obtained organic certification by the United States Department of Agriculture & continuously maintains practices that meet their certification criteria.  To read the bill, click here.  

Bill 80 - Relating to Real Property Tax (Ocean-Friendly Restaurants)
At last week's Full Council meeting, City Councilmembers also passed Bill 80 - relating to property tax exemptions for "Ocean-Friendly Restaurants" out for first reading. Bill 80 will be up for discusion at next week's Budget Committee.  

The purpose of Bill 80 is to encourage ocean friendly practices in Hawaii's restaurants by providing these types of businesses real property tax exemptions.  According to Bill 80, restaurants that are designated as "Ocean-Friendly" must meet certain criteria, including the use of proper recycling practices, reusable tableware and compostable takeout boxes.  Click here to view a list of Ocean Friendly Restaurants.  To read the bill, click here.
