The discussions on the impacts and implications of PDD Safety Standard 8 coming into effect on April 1st, continues to gain momentum. I recall the survey done by ACDS two years ago asking members to identify potential impacts. The results at the time gave no indication of the scope of the impact or the ethical issues that we need to explore. These conversations are now being demanded of us by the voices of self-advocates, families, guardians and service providers. It is a complex experience with many levels and layers of compliance requirements and inspection authorities. In an attempt at clarity, we commissioned Kathleen Biersdorff to prepare a comprehensive document for members on the issues, legislation and potential impacts. With every new policy, standard or regulation, we need to anticipate and prepare for possible unintended consequences. To what extent is safety increased and to what extent is autonomy, privacy and choice being taken away? Is this the best way to improve safety, will this achieve the desired outcome or is there a better way?

 

ACDS has met with Human Services Minister Klimchuk, and attended the PDD Provincial Advisory Committee joint meeting with the PDD Self-Advocates Advisory committee, AACL and the Disability Services Division. We have strong voices at both the Calgary and Edmonton regional tables (with ACDS Board members Ryan Geake and Peter Stoye), and are joining a new provincial table on safety standards with Municipal Affairs, health and fire inspectors. We were successfully able to gain support for an exemption process for Service Providers that have not undergone inspection processes. The intent is to use this window to work with PDD to find solutions. As part of our data collection we will be asking you to complete a survey on impacts that can be presented at the provincial table.

 

As always at this time of year we are madly trying to track the provincial political environment, and in particular, budget scenarios for 2015/16. Messaging has been developed by our ACDS Board Communications Committee for you to share with self-advocates, families, community contacts and others who may be interested.  Jamie Post is your resource for communications; please access his talents individually, as an agency, or Council. We are very pleased that the media has covered commitments by the Premier and Finance Minister that PDD and AISH will "be spared". What this will mean for services next year is unclear as many regions are already experiencing budget pressures and higher projections for uptake. There have been some conversations that the Human Services Ministry may be considering an option of extending contracts for 3 months. How this fits within the context of an early election and the tabling of the provincial budget is unclear. Please connect with your MLA, ask your questions and reinforce the value that your services provide for the people we support.

 

The PDD Provincial Contract Advisory Committee has been meeting regularly and has reviewed the first draft of the contract. Most revisions are minor although service providers should be prepared for a change to vehicle insurance coverage which will increase to $2 million. It should be released shortly with key messages that are intended to add clarity to several sections that the committee felt required more consistent interpretation and direction. Of course, we will be asking that you complete another survey on the contract so that we can measure and identify progress in the transition to the new outcome based contracting process. This year PDD Staff will also be surveyed which will add value to directing further work that may need to be done.

Budget 2015

Contacting Your MLA  
We don't know if an early election will be called before or after the 2015/16 provincial budget is tabled in the Legislature, nor do we know what it will hold for PDD and Human Services. What we do know is that it is being prepared by the current Treasury Board, MLAs and the Premier's budget committee.

We hope that yourselves, your organizations, self-advocates and families will take the time to contact your MLA with some key messages that MLAs will easily be able to pass along to the Premier and their colleagues.

ACDS has prepared the following with common messaging, discussion items and a tip sheet with best practices for arranging a call or meeting with your elected representative. Please download it, and pass it along to your contacts and networks.

Outcome Based Service Delivery Contract Survey
ACDS is pleased to distribute our second annual survey to inform our work on the PDD Provincial Contract Advisory Committee, measure progress and gain feedback on the new Outcome-Based Service Delivery Contract.
 
This year the Committee is also developing  a process to gather input on the new contract process from PDD staff. These discussions are important, and your advice and comments will inform the work of the committee and identify "what we are getting right" as well as areas that require further work. 
 
The deadline for this survey is Friday March 6, 2015.
 
The survey results will be tabled with the Provincial Advisory Committee on March 13, 2015 and will be posted on ACDS website.

Housing, Safety and Calgary PDD Service Providers 
A survey of Calgary region service provider agencies

Calgary Service Provider Council undertook a survey of its member agencies in response to concerns and confusion over new Safety Standards that will come into effect for some individuals receiving PDD supports. The new standards add inspections to houses where individuals live, a situation that is complicated by the numerous relationships and variations among the individuals, homeowners, the family, the service provider, and PDD.

Mock wedding to draw attention to potential housing crisis

A mock wedding will be held April 1 on the steps of the Alberta Legislature to bring attention to the housing crisis that could be inflicted on people with developmental disabilities as new regulations come into effect.

 

The new safety standards, which were introduced two years ago, are set to take effect as of April 1 this year. Under the regulations, the landlords who rent housing to people with disabilities will have to undergo more inspections and comply with municipal licensing standards.

LoSeCa files human rights complaint

The LoSeCa Foundation is taking concerns over new housing rules for people with disabilities to the Human Rights Commission.

 

Executive director Marie Renaud said she and the parent of a resident in one of the foundation's Edmonton homes filed a complaint last week.

Alberta Committee of Citizens with Disabilities
Accessible Dental, Eye Care and Pharmacy Services - Research Study

The Alberta Committee of Citizens with Disabilities (ACCD) has initiated a research study on Accessible Dental, Eye Care and Pharmacy Services in Alberta, and we are collecting data using focus groups, accessibility surveys and questionnaires.
 
Our Questionnaire Surveys are now up and ready to be filled out online. There are two separate questionnaires - one for people with disabilities/their caregivers/guardians and one for professionals/practitioners/employees from dental, eye care and pharmacy services. Below are the links for both questionnaires. Please fill out the questionnaire that is most relevant to you.

Add your voice to CCVO's Alberta Nonprofit Survey 

The Alberta Nonprofit Survey is the only source of province-wide "state of the sector" research that documents the ongoing experience, evolution, and health of the nonprofit sector.

 
 
This survey requires a critical mass of data and information to best provide background and context for stakeholders. The completed report is frequently used to help inform the decision-making of nonprofit leaders and boards, the Government of Alberta, foundations, and community stakeholders. This year the survey, along with questions about your organization's financial, operational, and programmatic circumstances, also explores workforce issues and capacity building needs within the sector, government contracting, and the Alberta Social Policy Framework. Your responses contribute to a collective voice of the nonprofit and charitable sector. Please take the time to add your voice.

A Weekend to Remember

Countless smiles, supportive cheers and applause, and an abundance of high-fives were common across Grande Prairie over the weekend, during the 2015 Special Olympics Alberta Winter Games.  

More than 500 athletes from 16 Special Olympics community programs from across Alberta and Northwest Territories competed, in addition to the presence of more than 180 coaches and volunteers.

 

The Games kicked off with the final leg of the Law Enforcement Torch Run for Special Olympics Friday morning, which saw two teams run throughout the city, visiting local schools with the Flame of Hope.

Chrysalis 7th Annual Art Show and Sale

Each year this event is arguably the most anticipated evening on our calendar and this show is no exception. Artists participating in the Chrysalis Art Program are hard at work building their portfolio and putting the final touches on some unique artwork which will be on display available for purchase. Proceeds from the sale will help benefit the talented artists participating in the Chrysalis Art Program and help re-stock our supplies to ensure that the creative juices will continue to flow throughout the art studio.

Edmonton's DATS donates last diesel buses to Elves Special Needs Society

The city's last two DATS diesel buses will be a new beginning for kids and adults with severe disabilities and special needs.


Clients with the Elves Special Needs Society have been limited in the past with how many community trips, like volunteering or bowling, they could participate in because of the cost of using a yellow bus. Thanks to the donation from the city to the non-profit on Tuesday, that has changed.

Theatre turns down the sound, welcomes kids with autism to a movie morning

The theatre chain launched the special screening program across the country on Saturday, with one theatre in Edmonton and one in Calgary participating. The theatres showing the SpongeBob Movie lowered the sound and turned up the lights and offered a "break out" room to make the experience more appropriate for children with autism spectrum disorder.

DATS refuses escort for significantly disabled man

Peter Stoye, regional director of the Alberta Council of Disability Services, said some passengers DATS deems medically stable could end up needing help if they have a seizure or an outburst while on the bus.

"You never know when those are going to happen," he said. "We need to know that the clients we support are safe."

Digital Storytelling for Social Impact

Training and Development Update

Foundations Tutor Training
This two-day workshop is specifically designed for individuals who will be working as tutors or mentors for the Foundations workplace training program.

Day one will cover topics related to the tutoring process for adult learners; including working with individuals or groups, characteristics of adult learners and facilitation skills.

Our focus on day two turns to the content of this program the evaluation and mentoring process.

You will leave this workshop with a set of materials, an understanding of the tutoring process and related strategies, familiarity with the content of this program, the administration policy, additional resources, and a network of tutors.

Customized Employment with Michael Callahan
One-Day Session

"Customized Employment individualizes the relationship between job seeker and employer in ways that meet the needs of both."

 

This session focuses on an overview of Customized Employment, a strategy that provides persons with disabilities and indeed other applicants with significant barriers to employment with an alternative to traditional, competitive jobs.


Recommended Audience: employers, family members, government and service providers looking to expand their options of finding the best fit between an employer's unmet needs and the gifts and capacities of individuals with significant disabilities.

Committee Opportunities

 Standards Review Committee

A lot has happened over the past couple of years and it is time for ACDS to take a fresh look at the CET Standards based on the changes to the community disability sector. This committee is for you if you want to make an impact on the future of the sector and have expertise or information about topics such as:

  • risk management
  • employee safety
  • individual safety or
  • ensuring quality of life for individuals

Examples of the committee's goals include ensuring staff and individual safety while in the homes and ensuring that the standards speak to sound practices in regards to safety plans.

In addition, as ACDS continues to move forward with technology, accreditation wants to hear from you in terms of how to streamline our processes and improve our current systems. Meetings will start in April 2015. Contact ACDS at accred@acds.ca.

 

Accreditation Council

ACDS is looking for representation from the Central Region to sit on the Accreditation Council. Your involvement on the council could make a difference in accreditation and impact Community Disability Services in a positive way.   • Visit the ACDS products webpage (the updated manual will be available as of February 27th), download and print only the pages you need to replace the pages in your printed manual. For example, if you only purchased CET Level I, then you only need to download, print and insert the CET LI Standards Revised Pages and LI Appendices - Glossary Revised Pages. The revised pages have been formatted to match the duplex page format of your printed manual.

For Purchasers of the Digital Server Version

  • Digital replacement files are only necessary for purchases made prior to February 17, 2015.
  • Send an email to accred@acds.ca to request the updated digital server manual. In your email, please state which product you need replaced (i.e., CET Level I with Appendices, CET Level II with Appendices, Complex Support Needs Indicators). The Accreditation Team will send you the revised version of the product in its entirety.

For Purchasers of the Digital Licensed Version

ACDS will be changing your license in-house to make the revised versions available to you the next time you access your licensed product. You do not need to take any other action.
