WEEK OF AUGUST 28, 2017
JOINT COMMITTEE ON FINANCE

After a two-month break, the Joint Committee on Finance (JCF) met in executive session on the 2017-19 state biennial budget last Thursday.

Action taken impacting counties include:

  • Providing an additional $25,000 GPR annually for county fair aids, for a total of $431,400 annually.
  • Increasing base funding by $900,000 nonpoint (environmental fund) SEG to $5,936,900 annually for county conservation staffing grants. Combined with GPR funding of $3,027,200 annually, the grants would have total base funding of $8,964,100 annually.
  • Sunsetting the forestry mill tax beginning with the January 1, 2017 property tax  assessments.
  • Specifying that managed forest law (MFL) closed acreage fee payments be retained by municipalities and counties rather than deposited in the forestry account.
  • Based on prior action by the JCF, setting the daily rates for placements in juvenile correctional institutions at $390 in FY18 and $397 in FY19.

Next week's budget webinar will be held on Tuesday, September 5, 2017 at 9:00 a.m.

The Joint Committee on Finance expects to meet on September 5 to take up transportation and finish the budget. The Assembly is then expected to take up the budget the week of September 11.

Assembly Committee on State Affairs, 11:00 a.m.
Assembly Bill 450 - retail sales of alcohol beverages at the Ozaukee County fairgrounds. WCA is monitoring this bill.

Senate Committee on Government Operations, Technology and Consumer Protection, 11:00 a.m.
Senate Bill 324 - proceeds from special registration plates associated with professional baseball park districts and making an appropriation. WCA supports this bill.  
Senate Bill 366 - retail sales of alcohol beverages at the Ozaukee County fairgrounds. WCA is monitoring this bill.
