With Donald Trump defeating Hillary Clinton there is now a chance to repeal President Obama's Executive Order encouraging the use of Project Labor Agreements (PLAs). While only time will tell this is a real opportunity to take a whole group of PLAs off the table. Stay tuned!
School Bonds
On the November ballot were 184 school construction bonds worth over $25 billion. As of today, with ballots still being counted, 170 of these bonds had been approved totaling over $23 billion in upcoming work. Combine that with the passage of Proposition 51, which authorizes over $9 billion in state matching funds for school districts who approve construction bonds, and that's now over $32 billion in upcoming work almost all of which is a PLA target.
Unfazed if not suffering from a certain level of denial, the GCCCD Board of Trustees just days later voted to formally adopt their negotiated PLA, a PLA that mirrors every other PLA ever crafted, a PLA that discriminates against contractors, workers, and apprentices.
Voters were wise to keep even more money from such un-wise bigots. Other public entities should keep this in mind the next time they go back to the public for more money after having demonstrated they will spend it unwisely. People are watching.
We here at CFEC have a great deal of work to do educating boards about the threats PLAs pose with so many new bonds
