HOMELESSNESS IS A GROWING REGIONAL ISSUE AND HOMEAID SACRAMENTO IS STEPPING UP IN A BIG WAY
Working with partners like Lennar, our charitable arm is making a difference in this critical fight

We've all seen the headlines. The regional media has extensively covered the issue of homelessness. What's different today than just a few years ago is that more and more people are seeing the homeless regularly during their daily lives. Whether that's in our neighborhoods, parks, or other public places, this is an issue that simply cannot be ignored.
 
To put the issue in full perspective, consider the following facts:
  • There are 5,000 homeless children and 4,000 homeless adults in Sacramento County alone;
  • 1,700 youth are homeless in the greater Sacramento region; and
  • One out of every five youth coming out of foster care are homeless within three years
We want to continue to be a part of the effort to provide shelter to these individuals and to generally give them a hand up. Fortunately, HomeAid Sacramento, driven by the contributions and volunteering of many BIA members, is leading the charge

in this regard. This Friday you can see firsthand the great work this organization, led by Beth Kang, is doing.

This Friday all BIA members will have the chance to see exactly how HomeAid is working on behalf of our industry to address homelessness. HomeAid, along with its project builder captain, Lennar, will be a part of the grand opening of a new facility that will include 22 bedrooms - accommodating over 100 women and children - at the Saint John's Program for Real Change. All told, this facility came to be thanks to $300,115 in in-kind donations and the work of an amazing 35 different trade contractors.
 
Beth, the HomeAid Board, and Lennar are leading the way on homelessness and I hope you'll join me this Friday as we commemorate the opening of this facility that will be a true game and life changer for so many in our community. You can register  here. I hope to see you there!

GET INVOLVED, SERVE ON ONE OF THE BIA'S MANY COUNCILS
Council and committee system is a great way to maximize your membership

There are four volunteer Councils that are in the process of filling vacancies for 2018. They are the Associates Council, Membership Council, Sales & Marketing Council (SMC) and the Trade Builder Alliance Council (TBAC). Here are some things to know: 
  • Candidates must be employed by a BIA member company;  
  • Expected attendance at monthly meetings (maximum three absences per calendar year);
  • Meetings are held at the BIA; and
  • Meeting dates and location are subject to change.
The 2018 chairs of each of our respective councils are: Michelle Wightman, CSL Solutions (Associates);

Betsy Barbosa, Meritage Homes (Membership); Mo Rahim, CalAtlantic Homes (SMC); and Rachel Hills, The Hills Group (TBAC).

Letters of interest for councils should be sent by Friday, October 27 to  Angela Tsukiji or by fax to  (916) 677-5734.  Letters should indicate your interest and what you feel you can provide the Council, and be no more than one page.  It is suggested that you attend the meetings of your selected Council, as slates for elections will be determined in the November meetings.

NAHB BUILD-PAC Event is Tomorrow
The National Association of Home Builders' BUILD-PAC, the group's bipartisan political arm that helps elect pro-housing, pro-business candidates to federal office, will be holding a fundraiser in Sacramento. The event is tomorrow, October 17, from 5:00 p.m. to 7:00 p.m., and will take place at the office of Homes by Towne ( 11060 White Rock Road, Ste. 150, Rancho Cordova, CA 95670). The featured guest for tomorrow's event will be Congressman Tom McClintock.  For questions or to register, please contact Katie Donahue-Duran .

Last week, the House of Representatives approved a $36.5 billion emergency spending package that includes $18.7 billion to replenish the Federal Emergency Management Agency's (FEMA) disaster relief fund. Key to the homebuilding industry is a $16 billion earmark to cancel the existing debt of the National Flood Insurance Program (NFIP), which is dealing with the devastating destruction in the aftermath of hurricanes Harvey, Irma and Maria. By buying down a portion of the NFIP debt, this would allow FEMA to borrow additional funds from the Treasury without asking Congress to raise the borrowing authority for the flood insurance program.  In a win for NAHB, the bill does not include a proposal put forth by the Office of Management and Budget that would phase out new NFIP policies for newly-constructed homes. Roseville State of the City
Mayor  Susan Rohan and City Manager Rob Jensen will deliver Roseville's annual State of the City Address at 6 p.m. on Wednesday, October 18 in the Roseville City Council Chambers, 311 Vernon St. Video of the address will be available online and on COR-TV (Comcast 14, Consolidated 73) the following day.

Placer County Parks Master Plan Update
A public meeting was held this past week where county staff presented the findings of the recent Placer County Parks and Trails Master Plan survey and what the Granite Bay community identified as recreation priorities. Roseville Economic Development Plan Update
On September 20, the Roseville City Council adopted the City's new 2017-2022 Economic Development Strategy.  This five-year plan outlines a framework for the City's future economic growth. The plan establishes goals for nurturing business investment; it focuses on partnerships, sharing resources, and building competitive advantages.  The plan can be found here

El Dorado Hills CSD Park Fee Update
The El Dorado Hills CSD released their nexus study to the industry in May 2017. A working group and an outside consultant have been meeting with the CSD staff and their consultants for the last several months to work through concerns with the costs. The current proposed fee is $11,700 for single family. We issued a written letter to the CSD detailing our remaining concerns in early September, and received a written response from the CSD two weeks ago. That response has been distributed to our working group and we will be discussing our next steps internally at this week's El Dorado BDC meeting.

Sacramento BDC Recap
 Last week, the Sacramento Builder/Developer Council welcomed our October guest speaker, Ryan DeVore, Community Development Director with the City of Sacramento. He discussed his efforts to streamline processes, the fee deferral program, the SCIP program, and the hiring of additional consultants for plan checks/counter help. He also discussed the city's efforts to provide services to the homeless and the progress on the city's efforts to build more housing downtown. So far 2,000 units have been delivered or are under construction.

Roseville Homelessness Update
At this week's council meeting, the Roseville City Council will receive an update on the city's efforts to reduce and prevent local homelessness. The update includes estimates of the number of homeless based on January's Homeless Count and details of funding sources and strategies used by the city. The staff report can be found here.

HELP SUPPORT THE RELIEF EFFORT FOR WILDFIRE VICTIMS
While supplies are plentiful, monetary donations are encouraged
Cal Expo has been transformed into an evacuation center for victims of Northern California's wildfires. For now, the Red Cross says they have all they need, in terms of supplies, but monetary donations are always welcome. To donate, you can go to Redcross.org or text the word REDCROSS to 90999.

CALLING ALL TRADE CONTRACTORS
The North State Building Industry Foundation is ramping up its internship and after school workshop efforts
In order to better prepare high school juniors and seniors for internship opportunities coming up in the summer of 2018, afterschool workshops will be held once a month at each of 10 high schools in Sacramento and Placer Counties. 

The workshops cover trades like framing, electrical, HVAC, solar, plumbing, doors, and others to make sure that the students are set up for success. In two weeks, four workshops at four high schools have already been held with over 100 students in attendance.

Trade contractors who will be taking on the interns during the summer come to the schools with supplies and mentors, and in a two-hour period complete a project that gives them some hands-on experience to show them what they'll be doing on the job over the summer.
