Christie Fitz-Patrick is Florida Deputy Secretary of State for Divisions of Cultural Affairs, Historical Resources & Library and Information Services.
She will review and answer your questions regarding the information she shared with the Florida Senate Appropriations Subcommittee on Transportation, Tourism, and Economic Development at its first fall meeting held October 11.  This is the appropriations subcommittee in the Senate that deals with DCA appropriation recommendations for grants.

Grants' Programs  and the  Process

1.b.   Review what the Florida Department of State requests in its
        2018-2019 Legislative Budget Requests (page 15) for the grants'
        programs  for the Florida Division of Cultural Affairs and why these
        appropriation amounts.

        Discuss why the field is so critical in its advocacy efforts with
        legislators to secure the actual appropriations needed to fully
        fund the grants recommended on the DOS ranked lists.

        When will the Florida Department of State (DOS) release its
        2018-2019 book that lists all the ranked 2018-2019 DOS
        recommended grants?

        DOS recommend for department reductions and the potential
        impact on the Florida Division of Cultural Affairs (DCA)

2.b.  Fall Action Calendar:  Here is the  Suggested-Advocacy-Action Calendar with three simple and easy action steps we suggested you take each month from August through December -- have you taken these steps? 





2.c.  Status of 2018-2019 Lists of Recommended DCA Grants:  
Florida Division of Cultural Affairs' (DCA) grant-review panels are now over.  They have reviewed and ranked all the DCA 2018-2019 applications. The  Florida Council on Arts and Culture will review the panels' recommendations on its November 16 conference call meeting. Once the Council meets, its recommendations will go to   Secretary of State Ken Detzner for his review and approval.  The ranked 2018-2019 recommended DCA grant lists, along with the DOS 2018-2019 Grants Lists Book, should be available in November.

2.d.  Here is a  preliminary look at a 2018-2019 county-by-county list of those DCA applicants
that received panel scores high enough to be funded. The recommended grant amounts are not included.  This county-by-county list will be updated and revised to include recommended grant amounts when released by the Secretary of State in November.



2.e.   Number of DCA Grants Growing: 
The demand for these DCA grants has grown substantially over the last few years and continues to increase each year; however, the total appropriations to fund them have decreased, especially for the Cultural and Museum Grants.

  Legislative Project Requests for 2018-2019 Are Now Over $50 Million and Counting:

As you know, we encourage the Florida Legislature to honor and fund the ranked lists of vetted and recommended grants from the Florida Department of State before they fund local legislative projects.  To date, over 65 legislative project requests have been filed; and it goes up every day.

Arts & Culture Day 2018
January 24 at State Capitol

3.a.   Terry Olson's self-imposed title at the Office of Arts & Cultural for Orange County is "Chief Arts Instigator."  Terry has successfully organized advocates from central Florida to travel to Tallahassee each year to participate in Arts & Culture Day.

Terry will share how he organizes advocates for this annual event and encourages your area to do the same.


3.b.    Information on Arts & Culture Day 2018 -- tentative schedule,
        reasons to participate, hotel information, registration, etc.  

3.c.  Register early to ensure you have a seat on January 24.

3.d.  Attention:  Florida Local Arts Agencies -- we're re-establishing
        our  annual dinner networking meeting for Florida's local arts
        agencies the evening before Arts & Culture 
Day.  So, please plan
        to join your LAA colleagues for networking, drinks, dinner, and
        sharing from 6:30 p.m. to 9:00 p.m. on January 23 at a restaurant
        right behind the Quality Inn where we have a group rate.  Details
        will be emailed to the local arts agencies next week.

Florida AEP5 Studies:  Access a two-page document that is an overview of the economic arts and culture impact and also the revenue generated for local and state government treasuries as documented in the forty-one Florida AEP5 Studies by participating cities, counties, and regions .




4.d.  Here are some  highlights from the Florida AEP5 Study :


Florida's nonprofit arts and culture sector

     --  is a $4.68 billion industry;
     --  supports 132,366 full-time equivalent jobs;
     --  generates $492.3 million in local and state government revenue; 
     --  attracts tourists; 
           46.1 percent of the nonresident survey respondents were asked about the
           purpose of their trip and they indicated that the primary purpose of their visit
           to the State of Florida was "specifically to attend this arts/cultural event."
     --  and retains local dollars.
           44.8 percent of resident attendees said they would have "traveled to a different
           community to attend a similar cultural event."

Deadline Extended to November 3 to Complete Hurricane Irma Damage Assessment Survey for Florida's Arts & Cultural Organizations

6.b.   Preliminary results , to date, of damages to Florida arts and cultural organizations.  If your organization suffered damages caused by Hurricane Irma and you have not completed the online assessment survey, please complete it before November 3.  Many thanks to the Miami-Dade Department of Cultural Affairs for making their staff available to help with this survey and for making this survey possible.
