Jobs-Housing Imbalance Remains Entrenched
Six and a half years into Plan Bay Area, the San Francisco region's initiative to house new workers closer to their jobs is making about as much progress as an average commuter on a Bay Area freeway on a weekday morning ... that is to say, not much. Full Story
ACWD Will Host BIA RPCs
Key Alameda County Water District staff will host a joint meeting BIA|Bay Area's South and East Bay Regional Policy Committees on Nov. 7, 2017, to discuss plan reviews, timelines, permitting, construction and other issues of interest to the residential building industry. ACWD representatives committed to attend include Engineering and Technology Services Manager Ed Stevenson, Development Services Supervisor Juinet Rotter and ACWD Director Robert Shaver. The meeting is open to BIA members and will be held from 1:30-3 p.m. at ACWD's offices, 43885 S. Grimmer Blvd. in Fremont. Click here to register. CAL FIRE Creates Online Status Map
CAL FIRE has developed an interactive online mapping tool that allows individuals to look up the status of structures impacted by the fires. By typing in an address, the map will pull up data to indicate whether a structure has been damaged, destroyed or unaffected by the wildfires. Click here to access the map. Full Story
Hayward Advances Changes to Housing Regs
The Hayward City Council shifted direction last week and a majority of the elected board now supports retaining the by right fee option for the provision of affordable units to meet the city's inclusionary requirements. The change of heart was the direct result of testimony from BIA|Bay, Eden Housing and other housing groups who pointed out that the city needs the fee revenues as local matches for county and state affordable housing programs. Alameda Adopts Universal Design Regs
The Alameda City Council unanimously adopted the most stringent universal design ordinance in California but the new regulation does includes a waiver provision intended to address BIA|Bay Area and its members' concerns about excessive costs along with an annual review of its effectiveness. BIA has repeatedly raised questions about the high cost of the new requirements. Full Story
Morgan Hill Development Services Fees
The Morgan Hill City Council will review and possibly adopt new, higher development services fees at its November 1, 2017 meeting. The report was ordered by the Council earlier this year and it claims that "full cost recovery" for city services rendered to new development is far higher than what is currently being assessed.  Full Story
San Jose, Santa Clara, Milpitas Look to Incorporate AB 1505 
It looks like AB 1505 is having a strong impact on local affordable housing fee program. As reported last week, the City of San Jose is aggressively moving forward with incorporating AB 1505 into its inclusionary zoning and impact fee ordinances for the construction of new rental housing. What that means in San Jose is that inclusionary in-lieu fees for new rental housing development will approximately double from the current $17 per sq. ft. impact fee. An item on tomorrow's City Council agenda touches on the effect of AB 1505.  Full Story
