Future of Child Health Plan Plus Update
Federal funding for the Children's Health Insurance Program (known as Child Health Plan Plus, or CHP+, in Colorado) has ended. 

At this time, there are no changes to CHP+ eligibility or the CHP+ program .
 
If Congress does not act, the program will end in Colorado on January 31, 2018. For more information, please visit  Colorado.gov/HCPF/FutureCHP

Eligibility Partners, We Need Your Help with Child Health Plan Plus Communications
The Department needs your help to share important information with your staff and current and prospective CHP+ members about the potential end of the program.

Congress has not reauthorized federal funding for the CHP+ program. Unless Congress acts to restore federal funding, CHP+ in Colorado will end January 31, 2018.

What we need from you now: Beginning November 1, we ask that you utilize your existing communication vehicles, such as email and newsletters, to share the message below* with your staff.

We are working with partners across the state to disseminate this information including, Counties, PE, CAAS and MA eligibility sites, Family Health Coordinators, CHP+ health plans, and Connect for Health Colorado. Our goal is to reach as many people as possible with this important information about the future of CHP+.

*Child Health Plan Plus Update
As you may know, Congress has not reauthorized federal funding for the Children's Health Insurance Program, known as Child Health Plan Plus (CHP+) in Colorado. Unless Congress acts to restore federal funding, CHP+ in Colorado will end January 31, 2018.

HCPF has made available resources to help you answer questions from CHP+ applicants and members. The Department will update this page regularly and post a recorded webinar in late November. Visit CO. gov/HCPF/FutureCHP and click the Eligibility Partner button.

A Message from Connect for Health Colorado: Financial Help Still Available for 2018
Contrary to what you may have heard, financial help is still available for 2018. You may have heard that the current administration has decided to end Cost-Sharing Reduction payments. These payments are reimbursements to health insurance companies. It does NOT affect Cost-Sharing Reductions for our customers who receive them. 
 
In fact, customers receiving financial help through Connect for Health Colorado will likely pay less in 2018 than in 2017. They will see the premium that they pay (full premium minus the Premium Tax Credit amount) go down by 20 percent on average in 2018.  
 
Open Enrollment is November 1 - January 12. 

To avoid a gap in coverage and have a plan start on January 1, individuals must enroll in a plan by December 15 . After January 12, individuals will not be able to buy health insurance unless they experience a Qualifying Life Change Event such as losing coverage through an employer, getting married, or having a baby.

Providers: Please Update Your Information for the Provider Search Tool
The new Health First Colorado Provider Web Portal makes it easy to keep provider contact information up to date. Providers who want to make changes to their listing on the Department's provider search tool, which members use to find a provider, must make those changes through the provider portal.
 
For detailed instructions on how to make these updates, refer to this Quick Guide.
 
Please note these updates require manual review and will not be effective immediately. Email addresses and provider search tool updates are made monthly. 

Colorado interChange Virtual Training Sessions
The Department is working with stakeholders to bring important information to providers about the new the Colorado interChange.
This critical information will come in two different forms:
  1. Quick Guides to assist billers with common billing issues, and
  2. Virtual forums by provider type.
Quick Guide
The first of these Quick Guides is included with this message.
 
This Quick Guide is helpful for individuals beginning a revalidation application, are having difficulties with the process, or are receiving claim denials for EOBs 0091, 1025, 1026, 1205 or 3040.
 
Virtual Forums
The Department will also be hosting virtual forums by provider type. The purpose of these virtual meetings is to provide training, resources or updates about top issues and for providers to bring issues to the Department that have not yet been identified.
 
The capacity for each webinar is 200 participants for the live forum, but it will be recorded and posted on the Department's Provider Resources page the following week. To receive an invite, subscribe to receive our emails  .
 
Please note the virtual forums will not provide individual support for provider issues. The best way for providers to address individual claim questions is to call the Provider Services Call Center at 1-844-235-2387, 7 a.m. - 5 p.m. Monday, Tuesday, & Thursday; 10 a.m. - 5 p.m. Wednesday & Friday.

Office of Health Equity Poll for Coloradans
Community voices shape better solutions. The Office of Health Equity wants to hear directly from Coloradans about issues they care about the most and that are affecting minds, bodies and communities. We'll use this information to make decisions and better address the issues together.

Delivery Systems Innovation
Apply for Cohort 3: Last Chance to Participate in the State Innovation Model 
The Colorado State Innovation Model (SIM) will release its Request for Application (RFA) for the third and final cohort of practices on Nov. 15, and invites you to submit an application to start your practice transformation journey . Report on Children with Intellectual or Developmental Disabilities and Exceptional Behavioral Support Needs
In April 2017, the Department contracted with Health Management Associates to help identify resource and service delivery gaps, and make recommendations for systemic changes to better support children with intellectual or developmental disabilities and exceptional behavioral support needs.

Alternative Payment Methodology Resources
The Alternative Payment Methodology Survival Guide is now available on the Department's website.  The Guide provides a good overview of the information providers need to know to begin getting ready for Alternative Payment Methodologies (APM). Other detailed resources (measures, code set, timeline, and model) are also available on the Department's website
 
Implementation Workgroup
As the Department moves forward with the APM, a workgroup is forming to assist with the implementation of the APM.  Similar to the process used to design the APM, the Department is looking for representation from primary care physicians, primary care practice coordinators, office managers, and Regional Care Collaborative Organization representatives.  The group would provide feedback and input on how best to implement the APM and help the Department understand the impact of operational decisions. 
 
The time commitment would be one 60-90 minute meeting every other month.  A kick-off meeting will be held on November 20 from 12:00-1:00 p.m. and meetings will be scheduled every other month thereafter. There will be a call-in option for those unable to attend in person.

Operational Excellence
New Eligibility Dispute Resolution Conference Process
The Department implemented a new county and Medical Assistance Site dispute resolution conference rule effective October 1, 2017 .
Mental Health Parity and Addiction Equity Act Analysis
The State of Colorado's Mental Health Parity and Addiction Equity Act analysis, conducted by the Department, was published on our website on October 2, 2017. The Department is developing a process for the public to submit questions regarding our process.
 
We are also developing a webinar for stakeholders to provide an overview of the federal parity requirements and the process used by Department to perform its analysis.  More information on this webinar will be provided at a later date. 

Health First Colorado Emergency and Non-Emergency Transportation
The Colorado Code of Regulations, 10 CCR 2505-10 8.018 outlines Emergency Medical Transportation (EMT) services that can be provided under Health First Colorado.  The regulations allow inter-facility transfers between hospitals to be billed as EMT. These transfers can include transportation of people who are experiencing a mental health or substance use disorder crisis. 

Hospitals can directly contact Health First Colorado EMT providers to perform inter-facility transports. The hospital must provide necessary medical documentation to the EMT provider justifying the need for medical care or supervision during transport. 

Hospital discharges or pre-scheduled appointments cannot be billed as EMT. Transportation for discharges and pre-scheduled appointments are Non-Emergency Medical Transportation (NEMT) services and must be billed as NEMT and provided by an approved Health First Colorado NEMT provider. NEMT can only be used to transport a covered member to and/or from covered Health First Colorado appointments and services. The Colorado Code of Regulations, 10 CCR 2505- 10.8014 and the Non-Emergency Medical Transportation Benefits Collaborative Policy Statement outline NEMT services.
