The Wisconsin State Senate will be on the floor on Tuesday, October 31 and Tuesday, November 7.

The Wisconsin State Assembly will be in session on Thursday, November 2, Tuesday, November 7, and Thursday, November 9.
SENATE CALENDAR FOR TUESDAY, OCTOBER 31, 2017  
 
Senate Bill 48 - lead service lines. WCA is monitoring this bill.

Senate Bill 128 - allowing court commissioners to issue search warrants for certain civil violations. WCA is monitoring this bill.

Senate Bill 202 - the prohibition against adults knowingly permitting or failing to take action to prevent the illegal consumption of alcohol beverages by underage persons. WCA supports this bill.

Senate Bill 236 - competitive bidding thresholds and requiring school districts to utilize competitive bidding. WCA supports this bill.

Senate Bill 238 - funding for first responder and emergency medical technician training and certification and making an appropriation. WCA is monitoring this bill.

Senate Bill 239 - upgrading service levels for ambulances in rural areas. WCA is monitoring this bill.

Senate Bill 300 - soliciting an intimate representation from a minor and providing a criminal penalty. WCA is monitoring this bill.

Senate Bill 339 - Huber release for probationers confined in a county jail or county house of correction pending disposition of revocation proceedings. WCA supports this bill.

Senate Bill 390 - creating family treatment court and juvenile treatment court grant programs in the Department of Children and Families. WCA supports this bill.

Assembly Bill 138 - the safe-ride grant program. WCA is monitoring this bill.

Assembly Bill 151 - community paramedics, community emergency medical technicians, community emergency medical services providers, and services provided by emergency medical technicians. WCA is monitoring this bill.

Assembly Bill 226 - local assistance for remediating contaminated wells and failing wastewater treatment systems and award limits for contaminated well grants. WCA is monitoring this bill.

Assembly Bill 229 - investment of surplus money by local units of government. WCA supports this bill.

Assembly Bill 234 - creating an Interagency Council on Homelessness and making an appropriation. WCA is monitoring this bill.

Assembly Bill 236 - waiting lists for housing choice vouchers. WCA is monitoring this bill.

Assembly Bill 253 - procedures related to a sale of foreclosed property by a sheriff or referee. WCA is monitoring this bill.

Assembly Bill 345 - work release for inmates in Department of Corrections contracted facilities. WCA is monitoring this bill.
PROPOSED ASSEMBLY CALENDAR FOR THURSDAY, NOVEMBER 2

The Assembly Rules Committee will meet at 2:00 on Tuesday, October 31 to set its calendar for Thursday, November 2. The proposed calendar follows:

Assembly Bill 399 - zoning ordinances in the Lower St. Croix Riverway. WCA is monitoring this bill.

Assembly Bill 432  - hours of instructional program for nurse aids. WCA is monitoring this bill.

Assembly Bill 442 - all-terrain vehicle route signage. WCA is monitoring this bill.

Assembly Bill 450 - retail sales of alcohol beverages at the Ozaukee County fairgrounds. WCA supports this bill.

Assembly Bill 494 - allowing local public officials to receive anything of value that the Wisconsin Economic Development Corporation or the Department of Tourism is authorized to provide. WCA is monitoring this bill.

Assembly Bill 499 - the regulation of nonferrous metallic mining, prospecting, exploration, and bulk sampling, repealing administrative rules relating to wetlands, granting rule-making authority, and making an appropriation. WCA is monitoring this bill.

Assembly Bill 529 - requirements for certain services covered under the Medical Assistance program. WCA is monitoring this bill.

Assembly Bill 532 - one-call system enforcement and other requirements, Public Service Commission (PSC) authority regarding state energy policy, settlements between parties in PSC dockets, various public utility regulatory requirements, the regulation of utility facilities under a county construction site erosion control and storm water management zoning ordinance, granting rule-making authority, and providing a penalty. WCA is monitoring this bill.

Assembly Bill 521 - waiting period for marriage after divorce judgment. WCA is monitoring this bill.

Assembly Bill 581 - venue requirements for domestic abuse, child abuse, and harassment cases. WCA is monitoring this bill.

Assembly Committee on Criminal Justice and Public Safety, 1:00 p.m.
Assembly Bill 355 - neglect of a child and providing criminal penalties. WCA opposes this bill.

BROADBAND GRANTS

Recently, Governor Walker announced that the PSC will conduct a second grant proceeding in FY 2018 to award a portion of the additional funds approved in the recent 2017-19 budget. For this round, the state has $7.5 million to spend on broadband grants!   Application materials are now posted on the PSC website. Grant applications are due January 25, 2018.

If you have questions about this grant opportunity, please contact Dennis Klaila at the PSC at (608) 267-9780 or via email. The PSC expects to hold 4-6 seminars around the state to discuss the application process for this grant round. Details regarding the PSC's outreach program will be posted on the PSC website as available.
