Preparing for Substantial Completion
In just 10 short days, a new milestone will be reached at the Providence Care Hospital. November 30, 2016 marks Substantial Completion. We sat down and chatted with  Krista Wells Pearce, Vice-President, Redevelopment and Planning to hear about what this means.
The main entrance sign at the corner of King Street West and Portsmouth Avenue was recently installed. 

Prior to Substantial Completion being declared, a thorough and extremely in-depth Deficiency Review has been ongoing in the new building for some time now.

What is a deficiency review?
 
A deficiency review is the process of identifying items in the contract that may be incomplete or deficient in any way. This process is very important to the project as a whole, as this is our way of ensuring that everything is done that was laid out in plans and contracts. There are many certain standards and codes that have to be satisfied.
 
An example of a deficiency review would be paint on walls. The painting sub-trades would ensure the quality of paint is up to standards once their work is complete. Ellis Don would then review the work, followed by Parkin Architects. Finally, Providence Care would do a review once corrections are made, if any, to ensure the work meets expectations. Depending upon the system and part of the building, there could be more than 6 layers of review to make sure it meets code and the approved design of the building.
 
A deficiency could be anything from a scratch on a wall, a missing light fixture, a speaker that isn't working or a wall that is crooked. Some deficiencies are very simple to fix, while others are quite complex and require more time to fix.
 
Another element of the deficiency review is reviewing all furniture and equipment in the building. All workstations, furniture, equipments, etc have been reviewed to ensure they are in correct working order. All of the signage was also reviewed inside and out of the building for any spelling errors or missing content.
 
The deficiency review will be completed before Substantial Completion on November 30, 2016. However, Ellis Don has 45 days after substantial completion to correct any deficiencies that remain to be corrected. It is expected that there will be approximately 75-100 workers on site completing deficiencies post Substantial Completion.
 
What does Substantial Completion mean?
 
Substantial Completion: "the stage in the progress of the Work when the Work or designated portion thereof is sufficiently complete in accordance with the Contract Documents so that the Owner can occupy or utilize (the building) for its intended use." ( www.legalusa.com )
 
Declaring Providence Care Hospital substantially complete is no small task. We currently have a company working with us who are independent certifiers who are working through the process of ensuring all elements are satisfied prior to declaring substantial completion. There are numerous legal requirements, reports and documents that are being reviewed and completed behind the scenes prior to November 30.
 
Once Substantial Completion is declared, it means that all contractual requirements have been satisfied and the building is safe to be occupied. This means that no Personal Protective Equipment (PPE) will need to be worn by staff members who are attending Training and Orientation sessions at the new building.
 
It is important to clarify that Substantial Completion does not mean Final Completion. We may receive the keys on November 30, 2016, but the project will not be considered 'complete' until November 2017.
 
For Final Completion to be declared, Ellis Don must complete the demolition of Mental Health Services, follow by the proper grading, landscaping, and final parking lot and associated signage and lighting.

Moving Through the Arts Together 

The Tett Centre for Creativity and Learning is transcending the way arts and culture can
be experienced. Among the many accessible programs the centre offers, their latest
connection with Providence Care promises to be one of the most inspiring yet.
 
"Providence Care is currently going through a transformation in a very big way," explains
Tett Community Engagement Coordinator, Shannon Brown. "After several decades
providing hospital services, St. Mary's of the Lake Hospital and all of its programs are
moving to a new location next April."
 
During this transitional time, every Wednesday and Saturday starting at 1:30 pm over 12
periods, Tett artists will provide workshops focused on the process of moving and
transformation. Patients at St. Mary's, their families, and hospital staff can experience
healing art forms such as painting, drumming, drama and singing. Knowledgeable and
caring community artists will lead each of these workshops within the hospital.
 
"We felt that offering the arts to St. Mary's could address some of the anxiety or hopes
that might come with moving." says Shannon. "We understand as we just went through
this ourselves."
 
The arts are known as a healing tool that can help clear the mind and produce relaxed
states and new insights as well as a way to access and transform troubling thoughts.
This makes it an important addition to the routines of St. Mary's patients as they get
ready to move down the road.
 
"Moving Through the Arts Together" is made possible by an Artist in the
Community/Workplace grant from the Ontario Arts Council and through a partnership
between the Tett Centre and Providence Care. According to the OAC; the purpose of the
grant is to encourage artists and arts organizations from all arts disciplines to work with
communities through a collaborative co-creative process. Grants are designed to
integrate the arts into community life through artistic projects.
