California advances climate action on multiple fronts
Climate policies benefit air quality
Climate change law extended

Governor Brown signed Senate Bill 32 into law at a signing-ceremony in Los Angeles on September 8th. The new law extends California's landmark climate change legislation passed 10 years ago. Known as  Assembly Bill 32 (AB 32), or the Global Warming Solutions Act of 2006, the earlier legislation set the requirement to reduce greenhouse gas emissions to 1990 levels by 2020. SB 32 extends this law and requires a 40 percent reduction in greenhouse gas emissions by 2030. 

Cap-and-Trade changes proposed

The California Air Resources Board issued a notice of public hearing to consider changes to the Cap-and-Trade regulation. The proposed regulatory action would extend major provisions of the program beyond 2020, broaden linkages with other jurisdictions to encourage emissions reductions beyond California's boarders and improve the cost-effectiveness of emissions reductions achieved by the program. The public comment period on the proposed regulation closes September 19. The Board is scheduled to consider the proposed changes at a hearing scheduled on September 22.

Short-lived climate pollutant bill awaits Brown's signature

A bill to reduce emissions of methane, black carbon and fluroinated gases was approved by the California Legislature and awaits Governor Brown's signature. These so-called "short-lived climate pollutants" are harmful to public health and have an impact to climate change  hundreds of times greater than carbon dioxide. 

Sources of black Carbon include diesel and gas emissions from the transportation sector, and smoke from open pile burning, residential fireplaces, and wildfire. Black carbon is a dangerous toxic air pollutant, contributing to chronic respiratory health problems such as asthma, and is the leading environmental cause of poor health and premature death.
