Only trainings that are offered by the Staff Development Center (SDC) or the Department count towards the FY 2016-17 County Incentives Program, unless otherwise noted.

All trainings that are offered locally and/or regionally must be pre-approved in order to count towards the Training Incentive.

To request pre-approval, utilize the Add External Training feature in the SDC's Learning Management System.

As part of the Conditions of Funding for accepting funding through the County Grant Program, the Department will be performing a site visit to monitor the progress towards completion of the proposed project.

The County Relations team will begin to reach out to county grant recipients to schedule site visits for early- to mid-2017.

Breaking News - Policy and Process Updates

No Wrong Door Pilot Project:  Request for Proposals (RFP) Released
Department soliciting proposals from Long-Term Services and Supports (LTSS) entry point agencies

The Department of Health Care Policy and Financing is pleased to inform you that Solicitation 2017000115, No Wrong Door (NWD) Regional Pilot Sites Request for Proposals has been posted to the Colorado Operations Resource Engine (CORE) website. The Department is now soliciting proposals from Long-Term Services and Supports (LTSS) entry point agencies to pilot and test the proposed Regional NWD Entity model for the purpose of streamlining access to LTSS for all people in need, regardless of age, disability or pay source.
 
To view the Request for Proposals, please visit https://codpa-vss.hostams.com/webapp/PRDVSS1X1/AltSelfService and click on the "Public Access" button on the left side of the screen. You will be redirected to a list of the state's solicitations. You can bring up this solicitation by typing "No Wrong Door" in the keyword search.
 
The application period is effective November 28, 2016 and concludes at 3:00 pm on Monday, January 30, 2017.

To provide more context on the RFP and the application process, we are holding an "Applying for No Wrong Door" webinar on Tuesday December 13th from 2:30-4:30 pm. You can sign up for the webinar by clicking here. If you cannot attend, the webinar will be recorded.

The RFP timeline is as follows:
  • Department posts the solicitation for RFPs November 28, 2016
  • Inquiries from prospective applicants must be submitted by December 12, 2016 at 11:00 am
  • "Applying for No Wrong Door" webinar on December 13 from 2:30-4:30 pm
  • Intent to bid notification due on January 3, 2017 at 11:00 am
  • Proposals due at 3:00 pm on January 30, 2017
  • Evaluation Committee convenes to review proposals on February 21 and 22, 2017
  • Proposals selected and notification of award estimated to occur on the week of February 27, 2017
The Department will select up to five proposals to serve as NWD Regional Pilot Sites. Applicants selected as pilot sites will ensure all six functions of a NWD system are carried out (for more information on the six functions, please see the attached "No Wrong Door - Federal Administration on Aging ADRC Fully Functioning Criteria [JDM1]  " document). They are also expected to convene other local LTSS entry point agencies and will serve as the primary contact in communicating with the Department and other stakeholders. Applicants can self-define the region they propose to serve as long as the region is no smaller than a county.
Up to three pilot sites will serve the state's urban regions and up to two pilot sites will serve the state's rural regions. Participating agencies must be located in the region they plan to serve.
This project is funded through a grant from the federal Administration for Community Living and is targeted at the following LTSS entry point agencies:
  • Aging and Disability Resources for Colorado (ADRCs)
  • Area Agencies on Aging (AAAs)
  • Single Entry Points (SEPs)
  • Community Centered Boards (CCBs)
  • Centers for Independent Living (CILs)
  • County Departments of Social Services (DSS)
  • Additionally, Community Mental Health Centers (CMHCs) and Behavioral Health Organizations (BHOs) may also be included in the network of entry point agencies if they can demonstrate strong partnerships with the agencies mentioned above
An independent evaluation committee, will review the proposals to determine which applicants are selected as a pilot sites. The committee will be comprised of members who have no conflict of interest in evaluating proposals.

Health Maintenance Medications by mail for Health First Colorado Members
Health First Colorado members can now receive health maintenance medications by mail

The Department announced on November 18, 2016 that members of Health First Colorado (Colorado's Medicaid program) can begin receiving health maintenance medications by mail. Previously, Health First Colorado members could only get maintenance medications through the mail in very limited circumstances, such as a proven physical hardship. Receiving maintenance medications by mail will increase convenience and efficiency while improving consumer choice and health outcomes.

Any medication that is taken regularly such as prescriptions for asthma, diabetes, high blood pressure and high cholesterol are now eligible for mail delivery. Health First Colorado members will experience more convenience and savings by paying just one co-pay for up to a 100 day supply of maintenance medications instead of one co-pay for a 30-day supply.

Many local and independent pharmacies already offer mail delivery programs for their private insurance clients. These pharmacies have an opportunity to increase the number of people they serve now that Health First Colorado members may use their mail programs without having to prove a physical hardship. Opioids and other narcotics are not eligible for the mail delivery program.

The FY 2015-16 County Fact Sheets provide an annual snapshot by state fiscal year of Health First Colorado (Colorado's Medicaid Program) activity including average annual caseload and top 5 claim types for each county.

The data on the fact sheets is for state fiscal year 2015-16 unless otherwise noted and will be updated annually when new state fiscal year data is available. The Department also reports  monthly caseload information for Health First Colorado and Child Health Plan Plus (CHP+) .

On November 9, the Department convened a stakeholder meeting to get feedback on proposed guidelines for the Health First Colorado Eligibility Determination County and MA Site dispute resolution process.

Timeliness for October 2016
Timeliness numbers for the month of October 2016 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 98.84 percent.   The Department and its county partners have registered 28 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 97.34 percent.   The Department and its county partners have registered 9 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners.  Many thanks!

Stakeholder Engagement Opportunities for the Accountable Care Collaborative Phase II
ACC Phase II:  Stakeholder Engagement

The Department has released the Accountable Care Collaborative Phase II draft request for proposals (RFP) for stakeholder and potential bidder comment. 
 
The draft RFP is available at  Colorado.gov/HCPF/ACCPhase2.
 
The Department is looking for targeted comments from the stakeholder community to help refine and clarify the draft language in the RFP. We encourage stakeholders to utilize the opportunities listed below to identify areas in the draft RFP where clarification is needed.

Stakeholder Engagement Webinars
The Department will host a final webinar for those unable to attend in person stakeholder engagement meetings. The purpose of the stakeholder webinar is to:
  1. Share key concepts of the draft RFP,
  2. Identify operational concerns and areas of the draft RFP that need additional clarification, and

Invitation to Stakeholder Webinar:  Person and Family-Centeredness
Successes and Challenges of Person and Family-Centeredness:  Webinar

The Department is hosting a webinar to share our recent successes and challenges and to get your input for the next phase of this work.

Over the last three years, the Department has leveraged grant funding from The Colorado Health Foundation (TCHF) to integrate person-centered principles into Department business processes, policies and partnerships.

In 2012, the Department received grant funding from TCHF and engaged the Institute for Patient- and Family-Centered Care (IPFCC) to evaluate and provide recommendations on how we can be more aligned with principles of patient-and family-centeredness. Following the recommendations of the IPFCC, and with subsequent funding from TCHF in 2014, the Department began to implement the recommendations. As the effort expanded, we developed a client-only Advisory Council, an internal Person-Centeredness Champions group, and a Strategic Plan for person-centeredness to help guide our work and how we provide services.

In March 2016, the Department received a second grant from The Colorado Health Foundation to continue our work improving member and family engagement. This funding will allow us to collaborate with external partners on person- and family-centered practices and projects. This funding also supports the continued work of our Strategic Plan for person- and family-centeredness developed in the first phase of this effort.

The Department defines a "person-centered approach" as thinking and behaving in ways that respect and value other people's individual preferences, strengths, and contributions.

Note: This presentation will focus on the Department's broader person- and family-centeredness accomplishments as supported by a grant from TCHF.

Fiscal Year 2017-18 Department Budget Request
Department releases summary of FY 2017-18 Budget Requests

The Department has released a summary document of its FY 2017-18 discretionary budget requests.  The summary can be veiwed by clicking here.  Some discretionary requests include:
  • Deployment of an electronic asset verification program
  • Implementation of the Accountable Care Collaborative Phase II
  • Increase the number of Department provider and client investigators
  • Increase funding to Local Public Health Agencies to work collaboratively with Regional Care Collaborative Organizations

I'm pleased to announce that version one of the 2016-2017 Open Enrollment Toolkit is published online at oit.state.co.us/cbms/materials. For optimal viewing, please download the pdf versus viewing it online.
 
For those of you who are not aware of this project, which stemmed from a CCP and User IPT joint Open Enrollment Work Group, it is a tool for health coverage eligibility and enrollment professionals (e.g. counties, community partners, health coverage guides, etc.). Please note that this toolkit is not intended for customers. This is a living document that will be updated with additional information over time.
