Commentaries
State & National Reports
Michigan in Context

National Commission on Financing 21st Century Higher Education, University of Virginia (December 2016)
The experience with tuition price controls in Michigan is cited as a main example of why tuition caps are "not an effective cost-control strategy because it is at most an arbitrary short-term solution." Long term efficiency gains and short term budget savings are in conflict in these models.

Education Commission of the States (December 2016)
Michigan, formerly one of 11 states that administered the ACT to all students, had only 20.2 percent of public high school juniors meet all four college readiness benchmarks.

Campaign for Free College Tuition (December 2016)
Michigan's Promise Zone legislation is held up as a national model for creating free access to public higher education.

Institute for Research on Higher Education, Penn Graduate School of Education (December 2016)
35 percent of students in Michigan enroll in a community college, and paying for a community college education in Michigan requires only 14 percent of income, the third-lowest in in the country. This is likely attributable to continued state support for the community college sector in Michigan.
