Jon Piesing Takes Over As Chair of DVB TM

Jon Piesing
DVB has announced the endorsement of Jon Piesing (TP Vision) as the new Chairman of the Technical Module (TM). Jon will take over from Kevin Murray who has filled the role since 2015. Jon assumes the reins held by some key DVB figures at an exciting time in DVB's history. He brings a wealth of knowledge and experience in new areas of broadband and hybrid technologies.

Following the election at its 107th Meeting, the TM warmly thanked Kevin Murray for his excellent contribution and dedication to DVB over the last two years.

Commenting on the appointment, Peter MacAvock, DVB Chairman said: "DVB faces exciting challenges as it embraces hybrid services, and broadband delivery, in addition to ensuring that its core broadcast technologies remain state-of-the-art. Jon is not new to DVB and brings a unique view in these areas that will further energize the Project. Kevin Murray's contribution to DVB has been immense and we look forward to continuing to benefit from his wisdom for some time to come."

Jon Piesing commented: "I'm honored to be taking over the role of DVB TM chair at this important time for DVB and our members with the continued growth of OTT content delivery and the consumption of traditional DVB content on a broader range of device types".

Jon Piesing (pronounced Pysing) is Director, Standardization for TP Vision, which manufactures Philips TVs for Europe and a number of other territories. He previously held senior positions related to standardization in Philips Research (UK), Philips Applied Technologies (UK) and Philips Television (NL). Jon started in DVB with MHP in 1996/7 ending up as chair of the TM-TAM group and later TM-MIS. He recently chaired the DASH task force within TM-IPI after the previous chair changed company. Jon played a major role facilitating the convergence of the original French and German initiatives which together became HbbTV and is vice-chair of that organization. He has also chaired groups in the UK DTG and the Open IPTV Forum. He is on the Steering Committee of the CTA WAVE project and was on the Executive Committee of the Java Community Process during the MHP era.
TM Approves Revisions For 3 Specifications

Technical Module
At its meeting earlier this month the DVB Technical Module (TM) approved important revisions and updates for three DVB specifications. With these revisions and updates to DVB-DASH and bitmapped subtitles, DVB marks the  completion of its range of UHD specifications. The revised specifications will be presented for formal approval by the DVB Steering Board at its next meeting in mid-November.

The TM approved the revision of ETSI TS 103 285 V1.2.1 DVB MPEG-DASH Profile for Transport of ISO BMFF Based DVB Services over IP Based Networks.

This revision adds the following new features: Providing live text messages and slideshows for use with Hybrid Digital Radio; Support for linking interactive applications to broadcast services delivered by DVB-DASH; High Dynamic Range (HDR) video; High Frame Rate (HFR) video; Next Generation Audio (NGA).

Also approved were amendments to ETSI TS 101 154, which includes provisions for using signaling defined in Recommendation ITU-T H.222.0 / ISO/IEC 13818-1 [1] (MPEG-2 Systems) in DVB systems. The amended specification also contains H.264/AVC and HEVC video conformance points for use with DVB-DASH. These are aligned with the broadcast codec conformance points, supporting a similar feature set, but take into account the specific requirements of adaptive bitrate delivery over the IP-based networks. Consequently the title or this new version of TS 101 154 will be changed to specification for the use of "Video and Audio Coding in Broadcasting and Broadband Applications".

Last but not least, the TM approved amendments to ETSI EN 300 743 V1.6.1 for DVB Subtitling Systems. Version 1.6.1 adds explicit support of subtitling for UHDTV services, as defined in ETSI TS 101 154 and ETSI EN 300 468. The latest revision introduces technical extensions specifically for progressive-scan subtitle object coding and the capability to provide the subtitle CLUT (Color Look-Up Table) in other color systems in addition to ITU-R BT.601. Version 1.6.1 of the present document also adds support of subtitles in progressive-scan format, whereby the subtitle objects are in a format that can be converted conveniently from a suitably coded PNG file.
Digital Television Capacity Building in Africa Event

In last month's DVB Scene eNews we told you about an important event taking place in Johannesburg on November 8 - 10. The Building Digital TV in Africa - Digital Television Capacity Building Conference is being held with the support of DVB, the EBU and Broadcast Networks Europe.

EBU Tech is hosting its popular annual FORECAST event, which is celebrating its 20th Anniversary. The event takes place on November 23 - 24 at the EBU Headquarters in Geneva.

Colombia Continues DVB-T2 Migration With Some Assistance From The EU

Colombia's migration to digital with DVB-T2 continues at pace with 70.3% of the country covered. The work of deploying DTT by Colombia's National Television Authority (ANTV) has been strengthened by an investment agreement of eight million euros by the European Union. The agreement has three key aspects. The first of which is the installation of 45,583 decoders that will benefit low-income families. It also provides technical assistance to government entities and a modern monitoring center in the capital Bogota. The center provides real time monitoring of the quality of the television signal in the country's 22 municipalities.

In 2010, the National Television Commission (Comisión Nacional de Televisión) chose the European model of digital television (DVB-T2 standard) as the best standard of operation. The selection was determined by the technical and performance tests carried out by the CNTV (Comisión Nacional de Televisión) and RTVC (Radio Televisión Nacional de Colombia).
