We are pleased to share with you news on our latest work in policy research and evaluation. Among other noteworthy news and updates, this issue of the Newsletter highlights the welcome addition of former Texas state representative Mike Villarreal to the RMC staff, recent publications on youth unemployment in the Middle East and North Africa and on the potential role of behavioral economics in the workforce development field, the appointment of Dr. Chris King to the Board of Directors of MDC, Inc., healthy representation by RMC researchers at this year's Association for Public Policy Analysis and Management conference, and quite a bit more. It has been an active and productive summer and fall for RMC staff, and we look forward to more of the same in the new year. Happy Holidays!

State Rep. Mike Villarreal joins RMC as Visiting Researcher
Former Texas House Representative Mike Villarreal, D-San Antonio, joined the Ray Marshall Center in June. Mr. Villarreal is currently pursuing his PhD in education policy at UT's Lyndon B. Johnson School of Public Affairs, where he says he hopes to apply his concentration in education policy to a teaching career in the future.

Dr. King presents 2-Gen strategies for CAN Community Council
RMC Senior Research Scientist Dr. Chris King presented two-generation strategies as an approach to "person-centered care" to the Austin Community Advancement Network (CAN) Community Council in April. His presentation highlighted recent findings from local two-generation initiatives in addition to discussing upcoming 2-Gen initiatives.

Dr. Prince and Reseacrh Associate Cynthia Juniper attend Behavioral Exchange 2016
RMC Director and Research Scientist Dr. Heath Prince, along with Research Associate Cynthia Juniper, attended the Behavioral Exchange 2016 conference at Harvard University June 6-7. They also led the Hitachi Foundation convening of experts to discuss the application of Behavioral Sciences to training low-wage, front line incumbent workers.

Dr. King gives the keynote talk at Siemer Institute Summit
Dr. Chris King gave a keynote talk on "The Promise of Emerging Two-Generation Strategies" at the
Siemer Institute
Summit at the Hilton DFW Lakes Executive Center on Sept. 21st. The Summit was attended by United Way grantees of the Siemer Foundation from more than 40 communities around the country.

Dr. King named to MDC Inc.'s national board of directors
Dr. Chris King has been named to the national board of directors for MDC, Inc., a nearly 50-year old nonprofit that works "to close the gaps that separate people from opportunity." Much of MDC's work focuses on the South. He attended his first board meeting in Durham, NC on Sept. 26th.

Dr. King participates in Ascend Program Convening
Dr. Chris King, an Ascend Fellow, participated in the Ascend Program's Convening on "Advancing Solutions for Children and Families" in Aspen Oct. 5-7. He is part of a working group helping draft an Ascend working paper "Postsecondary Education and Student Parents: A Two-Generation Approach for Educational Success and Economic Empowerment" that will be published by the Aspen Institute in the coming months.

Dr. Prince attends Disrupting the Poverty Cycle Conference in Boston
Dr. Prince attended the Disrupting the Poverty Cycle Conference 2016 hosted by Economic Mobility Pathways (EMPath) in Boston on Oct. 6-7. This year's theme was Breakthrough Interventions and Outcomes, and it brought together varying participants and experts from fields including public health, child development, social work, public policy, neuroscience, education, economics, and business.

Dr. Prince presents on youth unemployment in the MENA region at AEA's annual conference
On Oct. 27th, Dr. Heath Prince presented a paper to the attendees of the Evaluation 2016 conference hosted by the American Evaluation Association (AEA) at the Atlanta Marriott Marquis in Atlanta, GA. The paper, "Addressing Youth Unemployment: An Evaluation of Post-Arab Spring Policies and Programs in 5 MENA Countries," was discussed during an International and Cross Cultural Evaluation session on lessons from the Middle East and North Africa (MENA) region.

RMC hosts UK's Sheffield University professors for talk on "Flexicurity in the EU"
On Nov. 1st, Dr. Chris King hosted a Ray Marshall Center seminar on "Flexicurity in the EU" given by Professors Thomas Hastings and Jason Heyes of Sheffield University's Work Organisation and Employment Relations Research Centre (WOERRC). Dr. King is part of the Sheffield University/University of Texas Mobility Program that supports inter-university collaborations. He presented a seminar in March 2016 in England as part of this program.

RMC researchers to provide feedback to GACC and ACC Task Force report
The Greater Austin Chamber of Commerce (GACC) and Austin Community College (ACC) Task Force convened to sketch out a blueprint for ACC that will take them forward through the next several years. RMC is providing input into ACC's Progress Towards Excellence 2016 Report. The report aims to position ACC as a premier community college in the US and to better meet the needs of Central Texas business.

Dr. King chairs roundtable on "Global Perspectives on Policies to Protect Workers" at APPAM Fall Research Conference
Dr. Chris King organized and chaired a roundtable on "Global Perspectives on Policies to Protect Workers" on Nov. 5th at the Association for Public Policy Analysis and Management's (APPAM) Annual Research Conference in Washington, DC. Professors Hastings and Heyes from Sheffield University, as well as Karen Livingston with the US Department of Labor's Wage and Hour Division and Ludek Rychly with the International Labour Office in Geneva, presented at the roundtable. Ms. Livingston is an LBJ alum (Class of '02) and a past president of the LBJ School Alumni Association.

Ms. Patnaik presents two posters at APPAM Fall Research Conference
Ashweeta Patnaik, Social Science Research Associate at RMC, presented two posters at APPAM's Annual Fall Research Conference. The first poster, presented on Nov. 3rd, highlighted the findings from the Center's impact evaluation of the Gulf Coast IT Pathways project. In addition to sharing findings regarding the program's impacts on participants' education and labor market outcomes, she also focused on the challenges associated with evaluating a large multi-state consortium initiative. Her second poster, presented on Nov. 5th, highlighted the findings from the Center's impact evaluation of Project GROW. Ms. Patnaik shared how the complex design of the demonstration project (which included multiple sites, differentiated service delivery and multiple program offerings) influenced the impact evaluation design and analysis, along with the evaluation's findings regarding the program's impacts on participants' education and labor market outcomes.

Dr. Schroeder presents paper on child support enforcement system to AEI
Dr. Daniel Schroeder presented a paper at the American Enterprise Institute's (AEI) event titled "The limited reach of the Child Support Enforcement system" held in Washington, DC on Dec. 5th. His research showed that although the system has shown strong performance in recent years, a growing share of low income families who could benefit from child support enforcement are not reached by the system.
