On the agenda: Second reading of a proposed amendment to the zoning code to  promote the City's  goals and policies of reducing vehicle trips and encouraging use of mass transit, while providing  a level of flexibility that is appropriate for the more suburban nature of the east  Pasadena area. The ordinance also creates an optional half-mile Transit-oriented development (TOD) area for all TOD  areas in the City except near the Sierra Madre Villa Gold Line station

[Note: City Council has announced cancellation of its meetings on November 28, December 19 and December 26.]

  • Advisory review of amendment to Master Street Tree Plan to enable the City to replace tulip trees, which according to the City are performing poorly, with mesa oaks on Arbor Street between South Grand Avenue and South Arroyo Boulevard
  • Preliminary consultation for the Rose Bowl Aquatics Center Master Plan (360 N. Arroyo Blvd.), which proposes in phased improvements:
    • Demolition of existing pool and two accessory buildings
    • Construction of three new pools and five new accessory building
    • Renovation of remaining pools and diving platforms 
    • Remodeling of adjacent entry court

"We're opposed to anything that will make things harder for the homeless. We're deeply concerned that the city is not doing enough. 
Where do you expect them to go? As a Rabbi and as a Jewish person, we believe that any existence has value and certain entitlement. This person is a citizen. The ordinance works against that.
Rabbi Jonathan Klein, Clergy and Laity for Economic Justice, in opposition to the City's "aggressive panhandling" ordinance, which City Council approved unanimously. See article below.

UPCOMING MAJOR ROSE BOWL STADIUM EVENTS
TRAFFIC, CROWD AND NOISE ALERTS

UCLA vs USC football game -  Saturday, November 19
  • Est. attendance: 60,000
  • Event hours:
    • 1:30 p.m.: Rose Bowl parking lots open                   
    • 3:15 p.m.: UCLA Fan Zone opens in Area H
    • 6 p.m.: Gates open for all patrons
    • 7:30 p.m.: Kickoff 
Recreational activity will be interrupted beginning at 7 a.m. The Equestrian Loop will remain open at all times. Due to expected crowd size and importance of this game, the City is planning for overflow parking in the neighboring residential streets. Should this happen, adequate staffing will be on hand to ensure residents are able to get to and from their homes prior to, during and after the football game.

A brief use of pyrotechnics will occur 30 minutes prior to kickoff as well as when the UCLA team runs onto the field and during the National Anthem. The entire pyrotechnics display may be heard for under 20 seconds. In addition, there will be a 15 second air horn blown simultaneously with the pyrotechnics 30 minutes prior to the start of the game. 

The Rose Bowl Operating Company provides staffing throughout the neighborhoods adjacent to the stadium to address any event-day concerns as they occur.

District 6 Councilmember Steve Madison and the Linda Vista~Annandale Association invite all to the reopening of Linda Vista Park, on Linda Vista Avenue, south of Bryant Street, on November 20, 11 a.m. - 2 p.m. Enjoy a hot dog, courtesy of the Pasadena Firefighters Association; buy a beverage and dessert; meet the neighbors; walk and ride around the new loop; play on the new equipment; toss a ball around; or just clap to the music.

The Pasadena Police Department officers' Driving Under the Influence (DUI) Enforcement Team on Wednesday and Thursday, November 23-24, between 6 p.m. and 2 a.m., will be stopping and arresting alcohol- and drug-impaired drivers as part of an ongoing traffic safety campaign. The action will take place in areas with high frequencies of DUI collisions and/or arrests.
 
City Hall and most City services will be closed on Thursday, Nov. 24, and Friday, Nov. 26, 2016, in observance of the Thanksgiving Day holiday.
  • The Pasadena Fire and Police departments will continue to be staffed for all patrol, jail, fire, paramedic and other emergency services. Always call 911 for life-threatening emergencies and (626) 744-4241 for non-emergencies.
  • Pasadena residents and businesses with power emergencies should call Pasadena's Water and Power (PWP) Department at (626) 744-4673. Call (626) 744-4138 for water-related emergencies.
  • PWP's Customer Service Call Center will be closed both days, but you can access your account and make payments by phone at (626) 744-4005 or online at PWPweb.com.
  • The Municipal Services Payment Center at City Hall will be closed both days.
  • The Citizen Service Center will be closed Thanksgiving Day, but will be answer calls to (626) 744-7311 from 8 a.m. to 2 p.m. Nov. 25 and Nov. 26.
  • Regular refuse and recycling collection scheduled for Thursday (Thanksgiving Day) will occur on Friday, Nov. 25, and Friday's collection will be on Saturday, Nov. 26. No pickups for bulky items will be scheduled for the two-day holiday.
Meeting to discuss ArtCenter's proposed 15-year, two-campus master plan
The City invites all to attend the second of two neighborhood meetings about the proposed ArtCenter College of Design (ArtCenter) Master Plan. The ArtCenter has proposed a 15-year, two-phase Master Plan, which includes changes to both ArtCenter's Hillside Campus and the South Campus. Expansion efforts are primarily planned for the South Campus. The meeting will be held on Tuesday, November 29, at 6 p.m., at the South Campus, 1111 S. Arroyo Pkwy., Room 445. Parking is available in the subterranean parking below the building; enter from Glenarm Avenue. If you are unable to attend but still wish to comment, you may email your comments to Ha Ly at HaLy@cityofpasadena.net.

Pasadena Water and Power has completed its alternative alignment evaluation for the non-potable water project. The report and its supporting information are available online. PWP will host two public meetings to share its findings:
  • For the Linda Vista community: Tuesday, December 6, 6 p.m., Brookside Golf Club, Arroyo Room
  • For the Sheldon community:  January at a specific date to be determined.
City solicits public input on short-term rental rules
The City Planning & Community Development Department will hold two community meetings to present information and receive public input about the regulation of short-term rentals in Pasadena. The short-term rental market has experienced substantial growth due to the launch of online hosting platforms such as Airbnb, HomeAway and VRBO. Following the meetings, City staff will consolidate and present the public input for to the City Council's Economic Development and Technology Committee, which, in turn, is expected to consider the process to adopt STR rules and regulations.

City re-allocates $5.4 million in Federal funds across a number of improvement projects
"Reprogramming will make improvements at the Jackie Robinson Center, repair sidewalks and make loan payments w ith $547,000 left unspent in the City's Annual Action Plan for Community Development Block Grant funds submitted to the Department of Housing and Urban Development (HUD). City Council unanimously approved the reprogramming of the Community Development funds, as well as re-allocating $40,129 in Emergency Solutions Grant funds." Pasadena Now
 
"Following an October 17 meeting in which the City Council deleted two of the most 'punitive' subsections relating to camping and other activities within commercial corridors, the final reading of the City's 'aggressive panhandling' ordinance led to its unanimous approval Monday evening. According to the staff report and recommendation presented to the Council, the ordinance would provide for 'enforcement under a new clear standard in which threatening, coercive, or menacing behavior, that is otherwise not addressed in State law, would be prohibited.'" Pasadena Now

"Tuesday evening's meeting of the City Council's Economic Development and Technology Committee drew dozens of concerned and angry local activists when an ostensibly 'informational' agenda item was listed as an 'action' item - inciting fears that the Committee was about to consider changing or rescinding the City's new minimum wage ordinance, which passed unanimously through the full Council on March 14. The ordinance became effective July 1." Pasadena Now
