House and Senate introduction of NAHASDA bills, September 2017
Washington, DC: Companion bills to reauthorize NAHASDA were introduced in the U.S. House of Representatives and U.S. Senate yesterday. Congressman Steve Pearce (NM) introduced H.R. 3864, along with eight bipartisan cosponsors. Similarly, Senator Tom Udall (NM) introduced S. 1895, with 4 cosponsors in the Senate.

Help the Census Bureau Accurately Count Your Community
 
The U.S. Census Bureau requests help from tribal, state and local governments in the 2020 Census Local Update of Census Addresses program. This program is the only opportunity for governments to verify residential addresses, ensuring a complete and accurate 2020 Census.
 
The Census Bureau mailed advance notifications about participating in the program to tribal, state and local governments in January 2017. If you did not receive the notification, you may find information about the program on the LUCA website at www.census.gov/geo/partnerships/luca.html .
 
Invitation letters will be mailed in July 2017 and the final participation materials will be mailed in February 2018. Governments can take the following steps now to prepare:
 
  • Participate in the 2017 Boundary and Annexation Survey, which is the annual update for the legal boundaries and names of all governmental units.
  • Start preparing your address list - make sure your list identifies multiunit structures and distinguishes between residential and nonresidential addresses.
  • Identify local address sources, such as building permits, local utility records, annexation records and other files.
  • Attend one of our workshops to learn about the program.
 
Participation in the Local Update of Census Addresses program can help ensure a complete and accurate 2020 Census in your community.

Semester in Washington's Scholarship for Native Students


The Native American Political Leadership Program (NAPLP) is a full scholarship for Native American, Alaska Native, and Native Hawaiian students who want to take part in Semester in Washington Politics. It is open to undergraduate and graduate students, including those who have completed their undergraduate degree but have not yet enrolled in a graduate program. NAPLP is made possible by a generous grant from  AT&T.

NAPLP scholarships are awarded to students based on academic ability, leadership potential, and an interest in politics. Students from all tribes and from every part of the United States are welcome to apply. There is no application fee for those applying for the NAPLP scholarship.
What does the NAPLP scholarship cover?
  • Tuition and fees for the two core classes, plus an optional third course (up to 9 credit hours total)
  • Housing in a GW dormitory
  • A stipend for books and living expenses, paid in two installments
  • Airfare to and from Washington, D.C. (one round-trip ticket)

Description of the need for the information and proposed use: HUD is prohibited from making financial assistance available to other than citizens or persons of eligible immigration status. Tribal Transitional Housing Conference
Red Wind is hosting a two and a half day conference for Tribal Transitional Housing Programs.

Date: December 6-8, 2017

Location: Denver Sheraton Downtown Hotel, Denver, Colorado

Who: This conference will serve Tribal Advocates and Program Managers/Coordinators working in Transitional Housing, Tribal Advocates and Program Managers/Coordinators wanting to develop Transitional Housing, and Tribal Transitional Housing supporting community practitioners.

Victims and survivors of domestic violence, sexual assault, stalking, dating violence, and trafficking are on a long journey as they navigate the web of safety needs, trauma, life changing events, resources and system responders. Tribal Transitional Housing is one of our strongest resources for making a difference in the lives of women who have lived with violence. It provides us a longer period of time while also offering a more comprehensive range of services and supports to help them get solid on their feet. As tribal advocates working with a woman coming in to the program, we want to think about her as our relative. We want to offer safety, make her comfortable, make sure she has breathing room to think about what is happening, to think about her next steps and to think about her life.

This conference will help you expand your understanding of transitional housing, how to respond to a range of issues facing victims and survivors in their lives and support you in building the web of resources to enhance your tribal transitional housing program.

Indigenous Suicide Prevention Training Webinar
December 13, 2017

Webinar will be hosted by Seminole Tribe of Florida, Native Learning Center through a HUD Grant on Suicide Prevention. Event details coming soon.

The webinar will focus on: 
1) Identify the signs, symptoms, and risk factors of suicide;
2) Access resources and identify strategies for lethal means risk reduction in the home;
3) Identify the protective factors that can help buffer at-risk indigenous peoples from negative outcomes;
4) Learn strategies to build strength and resiliency in the home. (I'll also identify strategies for a Housing Council or Department here);
5) Access resources, tools and materials for suicide prevention and life promotion in the home.

FY 2017 Indian Community Development Block Grant Awards- $55 Million for Housing and Community Development Project in 77 Native Communities
Today, the U.S. Department of Housing and Urban Development (HUD) awarded $55.2 million to 77 Native American tribes throughout the country to improve housing conditions and to stimulate economic development in their communities. HUD's Indian Community Development Block Grant (ICDBG) Program is a competitive program that supports a wide range of community development and affordable housing activities, from new housing for individual families to community amenities like rec centers or water lines. Announcement of Grant Application Deadlines and Funding Levels for the Assistance to High Energy Cost Rural Communities Grant Program
This program was established in 2000 to provide assistance for communities most challenged by extremely high energy costs, defined by statute as average residential home energy expenditures that are 275 percent or more of the national average. This statutory threshold for eligibility is high and has the result of limiting the availability of this program to extremely high cost and typically remote areas. RUS periodically establishes eligibility benchmarks using the most recent home energy data published by the Energy Information Administration. This notice

Census Challenge Waiver Form Issued
In Accordance with 1000.336(d), tribes must submit Census challenges to HUD by March 30, 2017 for consideration for the FY 2018 IHBG Formula allocation. This year, tribes/TDHEs may be notified of their Needs data by June 1, 2017 or later. As such, a Census Challenge Waiver has been issued, extending the submission deadline to March 30, 2018. Contact the IHBG Formula Customer Service Center 1-800-410-8808 with questions.

FY 2018 Formula Response Form delay and new deadline to Nov. 6, 2017

Due to delays in appropriations for FY 2017, the FY 2018 Indian Housing Block Grant Formula Response Form could not be accurately prepared by the June 1st date.  Therefore, the FY 2018 Formula Response Form will be published no later than September 6, 2017.  The deadline for tribes/TDHEs to respond to the Formula Response Form will be extended to November 6, 2017, which will still provide tribes/TDHEs the customary 60-day response period.  Read the full Dear Tribal Leaders Letter dated today, 8/1/2017 (attached)

Seventh Generation Fund for Indigenous Peoples Funding Opportunity

Grants to fund Native community-based projects in the areas of: health and well-being; leadership development; art and creativity; peace, equity, and justice; sustainable communities and economies; and the rights of Mother Earth. Grant awards range from $250 to $10,000. Native American/Indigenous peoples' initiatives or projects that work within the community, and have a majority Indigenous/Native American staff, a board of directors and leadership that is at least 80 percent Indigenous peoples, and an annual operating budget of less than $200,000 are eligible to apply.  View the program website and application instructions here.
