New Report: Seniors and the CalFresh Medical Expense Deduction

Today, CFPA released a report that examines the current uptake of the excess medical deduction among senior and/or disabled CalFresh participants. The report estimates the impact that a higher rate of uptake would have on a typical household's average monthly benefit and on total benefits statewide.

Applying allowable deductions often results in a lower net income for a household - which increases the likely benefit amount. Put simply, maximizing the use of the medical expense deduction can increase CalFresh benefits and put more food on the table for low-income seniors and people with disabilities.

Unfortunately, the most recently available data (FFY 2014) show that only 12 percent of those eligible received the medical expense deduction (the vast majority of households with a senior or disabled member, more than 232,000 statewide, did not receive the medical expense deduction).

The report outlines strategies that state and county administrators should employ to increase uptake of the medical deduction, including: 
  • Optimizing the use of a Standard Medical Deduction;
  • Simplifying the application process for seniors; 
  • Improving eligibility worker training on allowable deductions;
  • Tailoring outreach specifically to low-income seniors.

Each year, CFPA's CalFresh Forum brings together hundreds of key stakeholders from across the state to identify opportunities and discuss strategies to improve the reach and impact of CalFresh. The 2017 CalFresh Forum will  focus on upcoming opportunities to improve how CalFresh serves vulnerable populations  as we look to the future and continue to  work toward improving access  and participation across the state.

This year's program will feature  workshops and panels led by speakers with varied and  extensive policy and programmatic expertise. Registration is $50 per person and includes lunch and light afternoon refreshments.  The event agenda and presentation topics will be posted soon on CFPA's CalFresh Forum webpage .

Nominate a CalFresh Champion for a 2017 Freshy Award!

CFPA is now accepting nominations for the  2017 Freshy Awards!  Each year, CFPA recognizes "Freshy Award" winners in acknowledgment of individual Californians, as well as organizations, from across the state that have worked diligently in the last year to improve CalFresh. The winners are announced and recognized at the annual CalFresh Forum.


The Freshy Award categories were established to encourage nominations across a number of CalFresh oriented 
professions, including advocates, administrators, elected officials, and more. We are collecting information about each nominee in order to develop a voting ballot that will be distributed in early December.
