Today, I received this timely article from CalChamber regarding AB1250.
What makes it timely? Our City Council has been reviewing the options to outsource the daily operations of the Escondido Public Library to LS&S or to have the city library operated by the county library system. A final decision is anticipated at today's city council meeting at 4:30.
What is
AB 1250 Counties: Contracts for Personal Services
(Jones-Sawyer; D-South Los Angeles)?
The short answer:
AB 1250 imposes requirements on counties to justify the need for contracting out personal services. If a savings is determined and a contract entered in to, monthly audits of the contract must be performed
to determine if anticipated cost savings of the contract have been realized
.
The contractors would be required to reimburse the agency for the cost of the analysis, and would be prohibited from factoring the cost of the audit into the contract costs, thereby imposing a fee on the contractor.
There is also a security risk with this bill.
The contractor would be
required, on a monthly basis, to furnish the names and hourly rates of all contractor and subcontractor employees, as well as any independent contractor's names and compensation. This private information would be provided to anyone who makes a request, per the Public Records Act.
Though this bill is directed to county government, in an earlier draft, cities were also included.
City and County government often relies upon private contractors to provide public services as a means to efficiently manage the budget. Should outsourcing of services be hindered by insurmountable barriers imposed by legislation?

Escondido Chamber of Commerce's Rising Stars!
The Escondido Chamber of Commerce has a long history of involvement with our youth, who will be the next business leaders, innovators and problem solvers. From the development of the MAP Program, guaranteeing admission to Cal State University San Marcos, to raising support for the PAL (Police Athletic League) who work hand in hand with at risk youth.
This Fall, we will be launching a new program, honoring High School students who serve the community called "Rising Star Student of the Month". Each month, a senior student who is chosen by their teacher, counselor or principal from the Escondido Union High School District will be honored and encouraged by their parents and the chamber at a breakfast event.
By April 2018, we will have honored 49 seniors.
We are reaching out to you to be a part of this program:
- Swag bag items (total of 50)
- Sponsor a Breakfast
- Fund a scholarship (total of 7 scholarships awarded per year)
Scholarships will be presented to one student from each school, at the annual Grand Ave Festival on May 20, 2018. The scholarships awarded will depend on the amount of funding raised from people like you. It is our wish to provide a $1,000.00 scholarship to each of the seven students.
We would greatly appreciate your participation! The chamber is relying on the community to support this event, from breakfast sponsors to swag bag donations to funding the scholarships.

An influx of new buildings is introducing a modern vibe to South Escondido's rustic landscape just as city planners are preparing to roll out draft guidelines for high-quality development that will blend in with the area's existing structures. A drive through Escondido's southern gateway from the I-15 north and Centre City Parkway exit reveals a graded lot next to the Hacienda de Vega restaurant on the right poised for construction of a William Lyon Homes condominium complex called Citron. Located at 2516 S. Escondido Blvd., the developer plans to build 63 units in several attached two- and three-bedroom, three-story floorplans. Newport Beach-based William Lyon Homes expects construction to run through May 2019. The homes will be selling from the high $300,000s with the last homes closing around August 2019.

Assembly Republican Leader Chad Mayes, R-Yucca Valley, survived
a bid to oust him
on Monday night at a caucus of the 25 GOP Assembly members in Sacramento. Ten Republicans voted for his removal, three short of a majority.
Nevertheless, anger over Mayes' decision to work with Gov. Jerry Brown last month and lobby fellow Republicans to help secure an
extension
of the cap-and-trade program established by AB32 - the state's landmark 2006 anti-climate change law - remains intense among some lawmakers and many conservative activists. Another challenge to Mayes' leadership is expected at an Aug. 29 caucus at which an election will be held to determine who leads the Assembly GOP.
Assemblywoman Melissa Melendez, R-Lake Elsinore, perhaps Mayes' most critical colleague over his decision to help Brown round up
seven Republican votes
for AB398, is running. Assemblyman Jay Obernolte, R-Big Bear Lake, is considered likely to run as well. There's also been speculation about Assemblyman Vince Fong, R-Bakersfield.
Mayes' decision to vote for the cap-and-trade renewal, and to work to bring several GOP lawmakers with him, came after weeks of negotiations with the governor. He believed he had won a major concession from Brown and Democratic legislative leaders that could eventually throttle the state's costly, problem-plagued bullet-train project
