How will Trump Presidency Affect Odour Regulation? 


News sites have swarmed with speculations of what the Trump presidency will mean for Environment programs and initiatives. His administration has made some announcements regarding possible choices for the head of EPA and the choices are between a venture capitalist, a lobbyist, and an attorney. So how could it affect odour regulation in the United States and around the world? First we must consider the role of US in global odour regulation. To date there are no US EPA regulation, standard, or even a guideline on odour assessment or mitigation. 

There are state wide odour regulation for a few states such as Pennsylvania, but most are simple regulation that have not been adopted by any jurisdiction outside of the States. So it is logical to assume with no direct influence on odour regulation, any change in US EPA will not have an affect on the rest of the world in this field. However, one must remember that the methodologies of sampling, modeling, and even reporting of odours follow US EPA guidelines developed for hazardous pollutants. In fact the two most widely used and accepted modeling platforms, AERMOD and CALPUFF are both developed for/by US EPA. If the agency budget or mandate is significantly altered it could severely reduce the contributions they provide to the rest of the world for odour assessment, modeling, and reporting.

Regulating Odour Monitoring and Electronic Noses
A new CEN group aims to develop a norm on technologies for monitoring odours. The group met on October 26 for the fourth time to discuss different aspects of electronic odour monitoring. While the objective of the group is clear and much needed, one would ask if there is now a requirement on standardization of this technology. In most industries, the technology would need to reach a certain level of maturity before standardization comes into play. 

Current technologies being offered and researched include Gas Chromatography, Electronic Sensors, Photo-Ionization, Nano tubes, Metal oxide sensors and more.  This is just in the sensing technology. The real challenge is in correlation and calibration of the pollutants to odour concentration. Scentroid's SL50 introduced a number of new technologies to this field that have dramatically changed the way the sensor correlation is done. These advancements include full sensor customization, new learning algorithms based on fuzzy logic and neural networks, use of field olfactometry for large data collection, use of wind direction as part of the learning parameters, and much more.  

At this stage perhaps the most beneficial step would be a working group of universities and corporations in active researchers and manufacturing of instruments for odour measurement. This would allow for agreements on testing methods and possible close collaboration to further enhance the new technologies being developed. Once the technology is matured to a point that acceptable and unacceptable methodologies can be drawn, a regulatory body or another working group would be needed to accredit the instruments.

Intelligent Odour Monitoring for Energy Savings in Multi-Stage Odour Filter

The Scentinal SL50 is a major advancement to the field of compact air quality station and odour monitoring. Since its introduction the SL50 has been so well received that our manufacturing facility is being expanded to include a fully dedicated Scentinal assembly line. The reason for this is that the SL50 provides a flexible platform that can be used in many industries. In this article we examine one application of the Scentinal SL50 as a control module for a large multi-stage biological trickling filter (BTF) with a carbon scrubber (CF). The SL50 using its multiple inlets monitors H2S, VOC, ammonia, and Odour levels at the inlet, before and after the  CF and will activate dampers to bypass the carbon filter if odours after BTF are below a certain threshold. This intelligent control module has reduced electrical consumption of the CF blower by 70% and has reduced carbon consumption by a similar figure. The SL50 will even provide warning to the operators if it detects odours are breaking through the CF and a carbon replacement is needed.

Our featured article is a presentation from the  Joint Water Pollution Control Plant (JWPCP) on all aspects of odour control. JWPCP is one of the largest wastewater treatment plants in  the world and is the largest of the Sanitation Districts' wastewater treatment plants.  The Joint Water Pollution Control Plant is committed to make every effort to eliminate the migration of fugitive odors from the plant to the surrounding communities. Since 2000, the Sanitation Districts have spent, or will spend, in excess of $71.5 million in various efforts to reduce odors and air emissions from the JWPCP. The Sanitation Districts have made considerable investments in odor control efforts and have conducted award-winning odor control research at the JWPCP.
