A group of the nation's top business leaders gathered Nov. 1 to pay tribute to the late Bill Campbell, one of the most influential corporate executives in Silicon Valley and the longest serving member of the National Football Foundation (NFF) Board of Directors, who passed away in April. The collection of powerbrokers used the announcement of the 2016 finalists for the NFF's William V. Campbell Trophy, presented by Fidelity Investments, earlier in the day as a platform for paying homage to a man who influenced many of their careers.

More than 300 luminaries attended the event at GSVlabs in Redwood City, Calf., including Ray Anderson (NFF Board Member and Arizona State Athletics Director), Chase Beeler (Altamont Capital Partners Senior Associate and former Stanford All-American), Bob Bowlsby (NFF Board Member and Big 12 Commissioner), Mark Flynn (GSV Asset Management Co-Managing Partner), Pat Gallagher (former San Francisco Giants senior executive), Dr. Jim Hansen (1992 Campbell Trophy winner from Colorado and current head of the Naval Research Laboratory's Marine Meteorology Division), NFF President & CEO Steve Hatchell, David Helton (2014 Campbell Trophy winner and an Investor Relations and Business Development Associate at NMN Advisors, Inc.), Mike Moe (CEO of GSVlabs), event emcee Ted Robinson (Pac-12 Networks and San Francisco 49ers broadcaster), Jonathan Rosenberg (Google Senior Vice President) and Larry Scott (Pac-12 Commissioner). Bill's wife, Eileen Bocci Campbell, and son, Jim Campbell, were also in attendance.

The "Targeting" Foul: New Interpretations
Rogers Redding
Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level.

The "targeting" foul unfortunately is still a part of our game. This is the illegal action where a player launches, dives or thrusts upward to attack any opponent with the crown of the helmet, or with any body part to the head or neck area of a defenseless opponent. Because of the high risk of severe injury, the penalty is also very severe: disqualification from the game, plus suspension from the first half of the next game if the foul is committed in the second half.

Recently the NCAA Football Rules Committee issued two new interpretations to clarify further how officials should look at these fouls.

The first is the definition of the "crown of the helmet." Many people have been considering the "crown" to be the singular point at the very tip-top of the helmet. However, this is too restrictive. The committee has clarified that the crown is that portion of the helmet that is above the level of the top of the facemask---that is, the dome that starts at the location analogous to a king's crown and goes to the top. So, a player is liable to be flagged for targeting even if the point of forcible contact is not precisely on the exact top.

The other interpretation has to do with the role of the instant replay official. New this year is a rule that allows the replay official to create a foul if there is "egregious" targeting contact that the officials on the field miss. The committee has clarified that the intent of "egregious" is for the instant replay official to stop the game for review if he has video evidence of a targeting foul that was "clear and obvious and would be confirmed on review."

Player safety continues to be the primary concern of the rules committee. These interpretations are intended to provide guidance and understanding to everyone who cares about college football and the students who play the game.
