PNW BOCES Appoints New Regional Safety Coordinator

Frank Guglieri has been appointed Regional Safety Coordinator for Putnam | Northern Westchester BOCES.
 
Guglieri, a former chemistry and forensics teacher in the Wappingers Central School District, has extensive experience in writing and implementing emergency response plans, evaluating existing physical plants from a safety perspective, managing chemical storage and hygiene, managing waste disposal, developing safety procedures and policies and conducting table-top and practical emergency drills.
 
He holds a bachelor's degree in chemistry from Mt. St. Mary's College, and a master's degree in special education from  Mt. St. Mary's College and has completed advanced study in forensics at the University of Florida and Syracuse University.
 
Guglieri said his interest in safety was spurred by the Columbine incident, which occurred shortly before he began his teaching career. "As my job evolved, safety really developed into a passion of mine," he said.
 
In addition to teaching chemistry and forensics in the Wappingers School District for the past 16 years, Guglieri has also taught chemistry and forensics at Vassar College and chemistry at Dutchess Community College.
 
PNW BOCES' Regional Safety Services provides districts with customized emergency response training and safety programs to enhance their prevention, preparedness, response and recovery capability. The department also conducts environmental health and safety inspections and investigations and assists with regulatory compliance.
 
"I'm very excited to be here at PNW BOCES," Guglieri said.
Emergency Response Plan Submittal

As you know, we have past the first deadline for plan approval and submittal.  All emergency response plans must be adopted by the district's board of education by September 1 of each year.  This was a change from the original date of July 1. 

All staff should have received emergency response training by September 15.  This will need to be confirmed by the CEO in the BEDS report.

In June, a memo was sent to school principals introducing the portal for submitting Building Level Emergency Response Plans.  All plans must be submitted using this portal.   We have been hearing from our districts that some people are having difficulty logging on. The Superintendent of Schools for your district needs to provide access to this portal by adding you to the account with your own log on ID and password.  If you need assistance with the  business portal or the SED Monitoring and Vendor Performance System, please contact the SEDDAS helpdesk via e-mail at  [email protected].

Plan submittal to the NYS Police must be via this portal and must be completed by October 15.  Local law enforcement, and your county emergency planners must be either in hard copy or e-mail.

Emergency Planning Services include:
  • Informal building walk throughs 
    • As part of this process, one of our team members will take a tour of your facilities with a member of the building administration.  During this tour, we will point out challenges to building safety. 
  • Required Annual Emergency Response Training for all staff - one session per district
  • Bomb Threat Response Training - one session per district
  • Active Shooter/Intruder Training - one session per district
  • Incident Command System/Roles and Responsibilities - one session per district
  • Fire Safety Training - one session per district

  EVERYDAY INCIDENT COMMAND SYSTEM:
USING ICS FOR NON-EMERGENCY SITUATIONS
  
This powerful program will include an overview of ICS (Incident Command System) followed by a walkthrough of ICS for non-emergency situations. We will examine a real-world, school-specific event and discuss how ICS could be used to manage it effectively. Speakers will include Frank Guglieri, PNW Regional Safety Coordinator, and Trooper Kristi Wilson of the NYS Police. Paul Delon from Venutize will present information regarding Rapid Responder, an emergency response application. Lunch will be provided.
