As the newly elected President of the Henrico County Bar Association, it is my good fortune to be working alongside my fellow officers this year: Natalie McClearn, Ryan Young, Emily Bishop, and Jason Hart; as well as our Directors: Michael Gill, Jeffrey Miller, Andrew Newby, Susan Parrish, and David Stock. I thank each of them for bringing their talents to bear on behalf of the organization. To my predecessor, Julie Palmer, is owed a debt of gratitude for her leadership and the example she set. Lastly, a thank you to Mary Lou Wellman, for her tireless efforts as Administrator of the HCBA and without whom nothing would get done.
 
With the arrival of spring comes the start of a new year for the HCBA and, with our spring banquet held on May 10 at Lewis Ginter Botanical Garden, we are off to a strong start. Thank you so very much to our friends at Planet Depos and Juridical Solutions for their support. As evidenced by the write-up and photos below, a good time was surely had by all. In addition to such enjoyable social events, we will continue our commitment to the very valuable CLE programming offered to our members, as well as to serving this community in which we are so fortunate to live. I hope you might look for ways to become involved with the bar.
 
As a lifelong resident of Henrico County, I am humbled by the honor to serve and look forward to continuing the reputation of civility, professionalism, and service enjoyed by the HCBA. All the best for an enjoyable and relaxing summer.

Annual Spring Reception

On May 10, 2017, the HCBA held its annual Spring Reception at Lewis Ginter Botanical Garden. Members and their guests spent time together enjoying good food and good music supplied by the Flying Sulsers band.

The small bit of business conducted during the gathering started with outgoing President Julie Palmer addressing the attendees and calling the new slate of officers and directors to be sworn in. The Hon. Craig B. Dunkum, of the Henrico County General District Court, administered the oath of office to the new Board of Directors.

Newly elected President Brian Schneider addressed those in attendance regarding the work of the HCBA. He then introduced the Hon. Catherine C. Hammond, retired Judge of the Henrico County Circuit Court and current mediator with event co-sponsor Juridical Solutions, who provided a few closing remarks about the Association.

H. Albert Nance, Jr. Award
 
On May 11, 2017, graduation ceremonies were held for recruits of Henrico County's 64th police training academy. The event was attended by family and friends, as well as Chief Judge James Yoffy of the Henrico County Circuit Court, Pat O'Bannon of the Henrico Board of Supervisors, Commonwealth's Attorney Shannon Taylor, and County Manager John Vithoulkas.  During their training, recruits were given an assignment to analyze and discuss the legal problems associated with a complex, but realistic scenario. The award, named in memory of  H. Albert Nance, Jr. who served as Commonwealth's Attorney for the County of Henrico (1980-1987), is awarded to the recruit who has demonstrated a superior comprehension of the law as realized through his or her academic analysis and application. The Henrico County Bar Association reviews the entries and selects the winner of the award. President Brian Schneider presented the H. Albert Nance, Jr. Award to this year's recipient, Officer Benjamin Watkins.

Advice to Young Attorneys:  Keep yourself open to all experiences, and strive to learn something new every day. Do not be afraid to ask questions. Treat others with the kindness and respect you would like back in return. Always remember you are only as good as your word. Take time for yourself.

Drug Court News

We will potentially be accepting up to five new referrals during the month of June. Due to the limited availability, we will be revising our screening criteria to prioritize eligible referrals who reside in Henrico and whose legal obligations are primarily in Henrico as well. Circuit Court judges will be made aware of these openings on a weekly basis as they become available by the two Drug Court judges.

Our program was selected as a pilot site to implement a Vivitrol Program with a grant funded by the State General Fund. Vivitrol is a form of medication assisted treatment that helps treat opiate dependence. Through a collaborative effort with the Sheriff's Department, we are now identifying and prepared to refer participants for this treatment intervention.

And lastly, on May 3, 2017, we participated in our annual basketball game which is played by our program participants and staff vs. members of the Sheriff's Department and the Commonwealth's Attorney's Office. It was a very spirited game that unfortunately we lost by eight points. The pro-social events are conducted throughout the calendar year to (re)introduce our participants and their families to drug-free recreational activities. We GREATLY appreciate the consistent support of both the CA's office and the Sheriff's Department. We couldn't have a program without the commitment of both offices.

Henrico JDR continues to transition into the Paperless world of JDIS (Juvenile & Domestic Imaging System) as of February 2017. 
 
What is JDIS (Juvenile & Domestic Imaging System)?
    JDIS is a tool that helps clerks manage and index case documents digitally. Initially, JDIS will require an investment from staff members but once added to the daily workflow and used consistently and efficiently, this investment will pay off.
    If imaging consistently, JDIS will provide the court with immediate access to case documents. JDIS will minimize the loss of case files and documents and save the court time locating files. Eventually, the use of JDIS will lessen the amount of space currently used for storing files.
    JDIS sets the foundation for systems in the future. The viewing of case documents is determined by the classification of those documents. It is critical that documents are classified appropriately as we are moving towards the installation of the Juvenile Secure Viewing System and Public Access Terminals. The Juvenile Secure Viewing System (JSVS) allows outside agencies to view court documents from a remote location. Public Access Terminals (PAT) grants the public access to adult cases and juvenile cases after verification. (PAT pending for Henrico JDR public use)
    Imaging is not an option. Imaging is mandatory for all filings once JDIS is implemented in a Court.
Henrico JDR Court would like all court appointed attorneys/GALs to be reminded in cases where they need the services of an interpreter at his/her office for interviews or to translate written documents, such as a letter, and  the court has concluded that the appointment of an interpreter is appropriate - the court will pay for this service.  The court appointed attorney/GAL must make contact with the Clerk of Court to start the process.   

As of May 22, 2017, Henrico JDR Court now has the TouchPay system in its court lobby for payment of DCSE cases.  The Kiosk is available to the public Monday - Friday from 8:00 p.m. to 4:30 p.m. The system will take DCSE support payments and provide the customer with a valid receipt which the court will accept for court ordered purge payments.
