On Tuesday, October 25, 2016, Governor Gina Raimondo as the newly named Chair of the Governors Wind and Solar Energy Coalition, along with U.S. Senator Sheldon Whitehouse, U.S Representative David N. Cicilline, and U.S. Representative Jim Langevin helped welcome over 600 attendees to AWEA's Offshore Windpower Conference and Exhibition. The two day conference, held at the Crowne Plaza Hotel in Warwick, brought offshore wind's top developers, supply chain companies, investors, policy makers, and clean energy advocates to the Ocean State. Attendees were eager to celebrate the nation's first-ever offshore wind farm located off the coast of Rhode Island. The five turbine wind farm is currently nearing completion and will soon supply clean electricity to 17,000 American homes. 

"I'm the only Governor in America who gets to say we are home to America's first and only offshore wind facility," said Governor Gina Raimondo. "We're competitive here in Rhode Island, and we take a great deal of pride in knowing that we beat every other state to be the first with steel in the water and blades over the ocean."

Utilidata announced a commercial partnership with National Grid this month that will help electric customers in Rhode Island to save energy and benefit from increased system reliability. Together, the two companies are piloting smart grid technology aimed at optimizing voltage and volt-ampere reactive (VAR) performance on the electric distribution system. Improving performance in these areas will help to deliver energy with better efficiency. In total, the pilot project hopes to reduce the annual energy usage of approximately 16,000 National Grid customers by 6.6 GWhrs annually. 

"Rhode Island is consistently ranked among the most energy efficient states in the country, and this is another excellent example of the kind of innovation that's needed to make us a national leader in energy efficiency and grid modernization," said Carol Grant, Commissioner of the Office of Energy

The City of Providence is upgrading five city-owned buildings. The energy efficiency upgrades include replacing boilers and hot water heaters, along with the installation of roof insulation, programmable thermostats, and LED lighting.The upgrades were made possible by a $1.2 million low interest loan from the Rhode Island Infrastructure Bank.

"The Efficient Buildings Fund (EBF) is providing Rhode Island's municipalities with opportunities to strengthen their infrastructure, cut costs, and reduce energy usage. The program is making our cities more energy efficient and creating jobs," said Jeff Diehl, CEO of Rhode Island Infrastructure Bank. "We look forward to working with the City of Providence on future projects."

During its first round of financing, Rhode Island Infrastructure Bank provided financing to support a variety of energy efficiency and renewable energy projects in Pawtucket, Providence, Cranston, West Warwick, Westerly and Newport. The R.I. Office of Energy Resources, the R.I. Department of Environmental Management, the Ocean State Clean Cities Coalition, and Plug In America have partnered on an educational initiative to introduce Rhode Island residents to driving electric. DRIVE CLEAN Rhode Island electric vehicle test drive events are aimed at giving thousands of Rhode Islanders their first opportunity to drive an electric vehicle. 

DRIVE CLEAN Rhode Island events are fee to participants thanks to funding from the John Merck Fund. Events include a variety of brands and classes of vehicles while creating an educational experience with no sales pressure. Participants are also able to learn more about Rhode Island's innovative DRIVE program which provides incentives for those who opt to purchase an electric vehicle.

The U.S. Department of Energy's (DOE) Small Business Vouchers pilot program provides U.S. small businesses with access to the expertise and facilities of national laboratories. Over the course of three rounds, DOE will provide up to $20 million to support approximately 100 small businesses by issuing national lab vouchers valued between $50,000 and $300,000 per company.

Senators Jack Reed and Sheldon Whitehouse and Congressmen Jim Langevin and David Cicilline announced on October 21, 2016 that the Rhode Island Office of Energy Resources will receive funding through the U.S. Department of Energy SunShot program to expand the state's efforts to make solar power more accessible. The Clean Energy States Alliance (CESA), a national nonprofit organization, will coordinate this multi-state project to expand market penetration of solar power among low- and moderate-income residents and communities. The $1.73 million award from the SunShot Initiative will support market expansion activities in five states - Connecticut, Minnesota, New Mexico, Oregon, and Rhode Island - plus the District of Columbia.

In mid-October 2016, the Public Utilities Commission (PUC) was preliminarily approved for a $37,500.00 Charge Up! program incentive from the Office of Energy Resources. These funds will support the installation of two electric vehicle charging stations in the PUC parking lot. 

The Rhode Island Charge Up! Program offers incentives to state agencies and municipalities interested in installing electric vehicle supply equipment (EVSE or charging stations) at publicly-accessible facilities, and supports the purchase or lease of electric vehicles (EVs) for integration into public sector fleets. Qualified public sector applicants may be eligible to receive a total award of up to $75,000 to support their adoption of clean transportation solutions.
