ACC Phase II Update: Request for Proposals and Stakeholder Engagement Opportunities
 
Update on the Request for Proposals
The Department looks forward to sharing the draft request for proposals (RFP) for stakeholder review and feedback around the first week of November. The draft RFP will be posted on Colorado.gov/HCPF/ACCPhase2 .
 
Kick Off Webinars
The Department will host webinars to kick off our draft RFP stakeholder engagement on November 9 & 10, 2016. The purpose, agenda and content of each webinar will be the same. We encourage all stakeholders to participate. We will also post a recorded version by November 14. For more information go to Colorado.gov/HCPF/ACCPhase2 .
 
Stakeholder Engagement In-Person Meetings
The Department will host a series of stakeholder meetings across the state beginning in mid-November. The purpose, agenda and content of each stakeholder meeting will be the same. We encourage you to participate in the kick off webinars referenced above prior to attending a stakeholder meeting. For more information go to Colorado.gov/HCPF/ACCPhase2 .

Written Feedback
The Department is looking for targeted feedback on the draft RFP to help refine the content for the formal release of the RFP in the spring 2017. All stakeholders can submit feedback to the Department using an online form. The deadline for feedback is January 13, 2017. For more information go to Colorado.gov/HCPF/ACCPhase2  .

Operational Updates

Address Confidentiality Program (ACP) County Contact - TIME SENSITIVE

The Address Confidentiality Program (ACP) provides survivors of domestic violence, sexual offenses, and/or stalking with a legal substitute address for correspondence generated from the Colorado Benefits Management System (CBMS).

As part of the Department's monitoring of ACP access,  each county is requested to submit contact information for one (1) individual that will be responsible for communication with the Department, the Colorado Department of Human Services, and the Governor's Office of Information Technology regarding ACP cases.  Please submit your designated individual's contact information to  [email protected] no later than Friday, November 18, 2016.

Policy Updates

Address Confidentiality Program (ACP) Case Access - TIME SENSITIVE

CBMS ACP case access is monitored.  To help ensure that the ACP client's information is protected, the direction that has been communicated to eligibility/county sites is to limit users that have access to ACP cases to no more than 2 users per site

If county sites require additional users, they must submit a business case to the Department for approval prior to adding additional users.  To submit your request for additional ACP case access, along with the business need accompanying the request, contact Claudia Guillen at [email protected].  The requests for additional access will be reviewed by the Department and the ACP group for approval.
 
The attached report includes eligibility/county sites that have more than 2 users with ACP access.   Until the request for additional access based on business need is approved, all counties must have no more than two (2) users with ACP access. The county must revoke access for any additional users until the request is approved.
