So the article missing on the link is the latest article where the CBI itself tells us the project to delete the zeros has been "postponed" until EARLY 2017. Does this mean in Jan 1st 2017 it will RV. Of course not but we know they have lots of work to do and this is their target timeframe. My advice is let us now follow the work to be done and its progress to see if they will in fact even be ready by early 2017. Sorry no hype or rumors, just the FACTS.
They are telling the following are the obstacles (summarized from the numerous articles on the link): (I am quoting right from the articles).

Emphasis now for us is still the progress of retaking Mosul and then moving towards currency reform. After reading this news letter today you will know why I say this. We see also in today's news that the HCL is being implemented and in the budget for 2017. WOW! The budget is expected to be approved last weekend. Still awaiting news of its passing. These are all very important issues that must be resolved.
Does this mean HCL is done? Personally I still know that the PTB want legislation passed in parliament on the agreement and we still have not seen this done. Does this mean they can't implement their current agreement?
No! Of course they can continue on the path of reconciliation and get the HCL implemented, however I fully expect that once the budget is passed we will then see the Hydrogen Carbon Law (HCL) also come before parliament and also passed very soon afterwards.

KaseyKo1: I think this is extremely significant. (see article below) This has been one of the biggest hurdles to the RV getting completed in my opinion, of course. It's showing cooperation between Baghdad & the Kurds in sharing revenues. This is awesome news. I think it's very telling in how close we truly are in seeing the RV. I've been on this ride for almost 6 years & this revenue sharing issue has always been a big part of this RV.
Dinarsteward: kaseyko1, I completely agree with you. I have also been on this ride for 6 years. In my opinion, Prime Minister al-Abadi arriving in Erbil the same day as the funding came through is significant show of commitment from Baghdad to Kurdistan. And, the fact that a sizeable payment was made is a step in the right direction for stability in Iraq and the government. I believe this puts us one step closer the RV.
FPaez: This is awesome!!!! We have been waiting to see payment to Erbil for a long time...Praise be to God!!!! I believe we are close..

Upstart: What an interesting day, so far....
Haven't seen any mention of the IMF meeting, despite it being crucial if we accept that the next payment of loan finds hinges on the meeting. Perhaps there isn't a meeting, as per Frank on a recent CC

Mosul appears to be very slow progress, if you believe the reports.
Iraq has massive superiority over Daesh, in numbers and military options. We ought to be seeing a quickening of the pace as Iraqi forces arrive around Mosul en masse, but not so (if you believe the reports).
I have just watched a bulletin on Al Jazeera, which stated that the Iraqis have pulled out of the Al Karama district in East Mosul! This is said to be due to them being "surrounded" by Daesh who are using tunnels.
Now I'm sure the tunnels are useful to Daesh, but I have no doubt that there are very few Daesh fighters remaining in Mosul. So, what are they telling us ?

WaymakersKid: So IMO this is supposed to mean they will be implementing the new rate in the 2017 budget January 1 and will introduce the lower denom bills at that time. (see article below)
BUT the new rate would still come out now and float up to be ready for the budget implementation then and they will still use the old currency bills for 10 years until all have been picked up from the streets and the world.
They just aren't quite ready to show that new rate yet....maybe tomorrow? lol
IMO This has to be an old article that is being run again because: noting that "the central bank began the first steps of the project through the selection of designs, companies and the country in which the currency will be printed."
It has a picture of the lower denom 10 Dinar bill so they are way past picking designs and a country to print them LOL. The bills are sitting on pallets ready to distribute like we've been told for months now.
I believe this is either a reminder of why they are doing it or a misdirection of timeline.
Just like the news now showing the editing of the same villages south of Mosul that they showed weeks ago. Round and round we go.....when it will stop we are about to know!

If this is correct..., and, I'm reading this at 6:45pm EST, the time in Iraq is now 7-8 hours ahead of EST. This means Parliament had to approve this well before the 11th. What else will be coming out of Iraq that we yet don't know? IRAQ!!!
Militia: So it looks as they have the budget done with the second reading. Note that it is "subject to". That reads IMO that it can be amended as need be. For instance, you say you need 100 houses for displaced women and children. Turns out ten found a husband and don't need the housing any longer. Budget goes green. Vice Versa..
The fact that this is said to be at this stage on the 7th the same day that they have the meeting with the IMF in regard to MPs is oh so telling. The photo op with Barzani and Abadi smiling on the red carpet adds to the ambience of it all. IMO that red carpet, hand shakes and smiles is not stress related to war. It is victory and reconciliation with payday and global agreements in action!!
The Unami has IRAQs back with force if need be. They are lately talking of lower denoms and replacing the dollar with dinar, selling bonds on the ISX. The list goes on.
Lets hope and pray that what they are doing by actions is literally telling us we are almost home or in the driveway at this point from prom night!! Lol
